SIXTY-FIVE percent of Filipinos think it best for President Arroyo to discontinue from office, with 59 percent preferring that she resign and 6 percent opting for her forcible removal, according to Pulse Asia‘s March 2006 survey.

But there remains no consensus among those who want her to quit or who should succeed her.

Thirty-eight percent think special elections ought to be held to elect either a new president, a president and a vice president, or possibly a prime minister. Twenty-one percent would like Vice President Noli de Castro to assume the presidency, either for the remainder of Arroyo’s term or temporarily while preparations are made for a new government under a new constitution.

Pulse Asia said the issuance of Proclamation 1017 may have served to reverse a possible decline in the percentage of Filipinos who think that Arroyo’s resignation is the most beneficial political scenario for the country at present. The proportion who chose the resignation option is larger among those who were interviewed after the declaration of a state of emergency (61 percent) than among those who were interviewed before it (53 percent).

Four in 10 Filipinos consider a coup against the Arroyo administration as being most inimical to the interest of the country and its people, according to Pulse Asia. Reports of an aborted coup attempt during the survey period apparently did not influence the public to be any more or any less averse to military coup d’etats, it said.

Pulse Asia also said Filipinos have not made up their minds on who is the best person to lead the country. De Castro is favored by 23 percent, former President Joseph Estrada by 17 percent, and Sen. Panfilo Lacson by 13 percent.

Despite Arroyo’s remark made before the Foreign Correspondents Association of the Philippines last Feb. 21 that she is the best person to lead the country, only 11 percent consider her to be so. Instead, 32 percent identify Arroyo as the most unacceptable to lead the country at present.

Pulse Asia said that Estrada enjoys a trust rating of 48 percent; former President Ramos, 31 percent (or 11 points higher than his October 2005 figure); and Arroyo, 22 percent.

Arroyo, meanwhile, is distrusted by 50 percent of Filipinos, followed by former Ramos (38 percent), and Estrada (25 percent). It pointed out that Estrada’s and Ramos’s distrust ratings declined by 11 and 9 points from the October level.

Estrada and Lacson favored to lead the country after Arroyo?
Estrada has a trust rating?

ricardo v. puno, jr.’s take on gloria’s rating:

“While government communication ‘experts’ attempt positive spins, or blame external and uncontrollable factors for GMA’s precipitous slide in popularity, as reported in the latest Pulse Asia survey, the fact is that the survey should worry the administration…”

“…It’s not only the drop in popularity – or ‘public approval for presidential performance,’ as Pulse Asia puts it – it’s also the continuing downward trajectory of that slide. The question we have to ask ourselves is how much more of this persistent decline our political system will be able to take. This is particularly disturbing because, bad as things have been in the popular perception, we ain’t seen nuthin’ yet. Or, put more politely, the ‘pain’ which GMA asks of her people hasn’t really been felt yet in all its potential excruciation or intensity…” http://www.newsflash.org/2004/02/ht/ht004830.htm

“Malacanang sees the latest Pulse Asia survey on President Gloria Macapagal-Arroyo’s approval rating more as a challenge than a threat to the administration.”

“In a press briefing today, Executive Secretary Eduardo Ermita said the survey should further encourage the officials of the administration to work together in carrying out the programs of the President so her ratings could improve in the future.”

“‘I would like to look at it more as a challenge for everyone, especially to those in government, to do better and contribute more to governance,’ he said…”

“‘You know, administering a nation such as the Philippines is not a matter of popularity,’ he said, as he cited experiences of other administrations in other parts of the world whose approval ratings also declined as a result of the programs they implemented, which created long-term gains for their countries.” http://www.news.ops.gov.ph/archives2005/mar30.htm#Palace%20sees

“Malacañang brushed off today a recent opinion survey showing that President Gloria Macapagal-Arroyo’s approval rating remains low, saying tough, must decisions of the President are not always popular.”

“‘We are no longer debating the whys and wherefores of the surveys,’ Press Secretary and concurrent Presidential Spokesman Ignacio R. Bunye said this morning.”

“He pointed out that the President is focused on what must be done to uphold the rule of law, ‘push economic growth to create more jobs and bring essential services to the doorsteps of the people.'”

“‘Tough decisions often reap negative polls,’ Bunye said.”

“He pointed out that more important than the President’s rating is the country’s democratic institutions and way of life because of Proclamation 1017 declaring a state of national emergency…”

“…Executive Secretary Eduardo Ermita said earlier the Palace expects the political opposition to use the survey results to step up its campaign to oust the President.”

“‘Especially in a democratic society like what we have, you can expect detractors to highlight the negative. There would always be people who would continue to find fault,’ Ermita said.”

What else is new. This has been going on for so long already and yet GMA is still in power.

Even if a new survey will say she is 99% unpopular and can no longer be trusted, she will still be in power because most of the people still does not want to take actions…

I’m seeing here na mas marami ang ayaw kay GMA. Instead of lambasting the opinions of all bloggers here, why not start a list of people whom you think will be best to replace her? Everyone here seems to be intelligent enough, I can tell from the words, the quotations, the sarcasm. No one is a 100% sure that she cheated. But please, enlighten an idiot (moi truly) here…sino ang pwedeng kapalit ni GMA? Here’s my take…correct me please if I’m wrong. I’m open to criticisms.

Roces – Hmm…credentials…let’s see…High school graduate. Actress. Another Cory in the making.

Estrada – The Philippine president is accused of receiving $200,000 a month in payoffs from illegal gambling operators. Graft and corruption: Estrada is accused of receiving $2.6 million from tobacco taxes and under-declaring his personal net worth. Betrayal of public trust: Estrada is accused of intervening in the investigation of a friend by the Securities and Exchange Commission. Violation of the constitution: Estrada is accused of participating in a family-controlled real-estate business despite a prohibition on outside business interests while in office. (Hmmm…so papano uli nangyari na siya ang mas favored ng mga tao? Remind me.)

Lacson – “Despite these Provisions then PACC Task Force Habagat Chief Gen. Panfilo Lacson believes the law should never be soft on suspected criminals if they are accused of kidnapping, even if they are children (on the torture of two 12 year old boys suspected of kidnap and ransom)” … taken from PCIJ Previous Report 07/10/95. Let’s not forget the Kuratong Baleleng case also.

ako muna sasagot sayo bago birahin ang opinyon mo ng iba. Pwede bang “none of the above” ? may vice president naman tayo na pwedeng pumalit sakaling bumaba sya sa pwesto o mapatanggal ng impeachment. And regarding your comment na “No one is a 100% sure that she cheated”, muntik ako mahulog sa upuan ko.

Firstly, I believe that the leadership of this country or any country for that matter should not be based on surveys. After all, surveys are just sample taken out of the total population, no matter how scientific it was done, it’s still not representing the population so it cannot be a basis for deciding who is the leader or whether the leader should resign. Ano na .lang ang mang yari kung sa survey tayo mag base? Secondly, we all know for a fact tht GMA was not elected by the majority of the people because, nga, there were 6 of them who run during the elections… so it is no longer a surprise if the survey resulted that way because we all know that the majority did not vote for her, it just happened that she got more votes than the others (though there are claims that she cheated)..so again, let the survey results be posted as guide but it can never be a basis for removing a president. Yon lang po.

Surveys don’t mean a thing unless an election is coming up. si Bush din lowest rating ever pero andyan pa din sya – lower even than GMA if memory serves me right.

if you’re serious about getting her out, stop asking for her resignation and street protests. that won’t work and it’s about time everyone accepts that.

concentrate on impeachment….oo nga pala..wala pang report yon dito about the opposition’s announcement they will pursue that option.

i remember saying last year in some blogs (maybe even here) that time passes so fast…eto na..ilan months lang puede na ulit mag file.

politics is a game. you have to have a strategy to win, you have to anticipate your opponent’s next moves…you have to have the best minds on your side…almost a year has passed since the last
impeachment attempt. dapat prepared na lahat for the next.

Anyone who is really interested in the interpretation or analysis of survey results should also read Solita Monsod’s column in today’s Inquirer.

penpen,

I totally understand your point about not having a degree and making it big (I can attest to that, undergrad lang ako, and so far, maayos naman ang buhay) pero be honest, has she (Roces) really demonstrated any real ability to lead? So far, I’m seeing no real proof, except she’s making us feel sorry for her that FPJ is dead, and sometimes blaming others for his death. I do not belittle people who had not reached college. I’m just really doubtful she can lead us better than Gloria.

About Estrada, if somebody would please read my post again, it says ACCUSED and not CHARGED……yet.

Ping Lacson – of course I’d be enraged, pero I’ll cross the bridge when I get there. Sa ngayon ang thinking ko is, bata pa rin yun, pano kung na-brainwash lang yun, 12 years old?? Tortured by PACC? Di ba nakakatakot ang mga pwede nyang gawin if he is our prez.

I do also agree that kahit sino ang pumalit we will have the same ole problems. Sa totoo lang, I cannot think of anyone else 100% honest enough.

What I am proposing to the people blogging here is, some definite, real, concrete solutions. Just by reading your posts, most of you are not talking gibberish, may sense naman. Maybe if we could discuss SOLUTIONS instead. There will always be someone siding Gloria, there will always be an opposition.

Sorry I know mahaba na yung last post pero…

Yes Penpen, I do see improvement, although mabagal siguro. It may not be all Gloria’s doing di ba? I visit Manila every year. It is different (good kind) from back in 1998. Mas marami nang mga businesses, Makati is more busy than ever, marami sa islands natin ang asa listahan ng mga foreigners as vacation spots, sobrang popular ng high rise condos.Heard this group of friends at a mall…”basta ako, I’m staying sa call center job ko, I think kaya ko pa ng second job, I will buy that condo in Makati!”. Sa loob-loob ko, good one Mister! Napa-smile naman ako dun.

All I’m saying is as much as anyone would hate to admit it, we are making progress.

Makati is hardly the symbol of the state of the Philippine economy. Even the whole of Metro Manila does not provide a good picture. Its like saying New York epitomizes US economy when there are places like New Orleans. Or that Shanghai is China, or that Mumbai is India. Its not what’s happening in a country’s metropolitan cities that is significant. Its how the country’s wealth is distributed.

The call center employment rate does not significantly affect the country’s unemployment rate (there are enough statistics to show this). The usual process for development is focusing on agricultural development then industrial development (like manufacturing) then a service-oriented economy. We haven’t even reached agricultural development yet.

As for tourism, a foreigner who was thinking of doing business in the Philippines was told by another foreigner: “The Philippines is for vacationing not for doing business”.

Without the OFWs’ billions, I doubt we’d be “progressing” the way we are. They are the driving force of the economy, especially in real estate and SME’s.

Our “progress” is best exemplified by the increasing number of OFWs – who would dare risk being abused abroad or being far away from their families if the local economy was even good enough.

Penpen,
In reality, hindi inatupag at pinagpaguran ng opposition ang impeachment case. They might have put up a good show for the publc during the trial but most of the work for any legal action is done BEFORE you even get to court or in this case, Batasan. Remember, Lozano came into the picture before anyone in the opposition even mentioned filing the impeachment charges. Before that I was wondering why no one was doing it, puro press release but it was all palabok.
Even commenters here were calling for her resignation last year – mga galit, mga sawang sawa , sobrang emotional. We’ve all heard how stubborn and determined GMA is – mana nga daw sa mother nya is what I’ve read.
Let’s cast aside emotions, support impeachment and show a united fron, malayo aabutin nun.

As for a replacement, I like NdC. He hasn’t shown any bias towards his former employer like everyone predicted. Even if its unpopular, he is sticking to his guns because of principio. He’s also hard-working and not making too much press noise about his activities. I also like the idea of making democracy working and having the VP as replacement gives the country and our institutions more credibility and gains us more respect, not in other coutries’ eyes, but in our own eyes.

bakit nga ba wala pa din post dito about the Opposition’s announcement of filing new impeachment proceeedings??

— personally i dont think she has any intentions of being this country’s leader.. ergo the lack of proof you speak off.. dont think she has the stomach din for what our leaders are doin now just to retain themselves in power.. now that may be a negative trait for you but to me at least i know that she isnt power hungry she isnt liar and a crook?? dat should count for something right?? i mean if given a choice would you follow an honest person or a crooked one..

About Estrada, if somebody would please read my post again, it says ACCUSED and not CHARGED……yet.
— i stand corrected then.. but if we wanna take this debate further.. why is chavit singson an accused jueteng lord allowed to be governor of ilocos.. while erap a charged but not yet convicted president not allowed to resume his presidency? logical b?

Ping Lacson – of course I’d be enraged, pero I’ll cross the bridge when I get there. Sa ngayon ang thinking ko is, bata pa rin yun, pano kung na-brainwash lang yun, 12 years old?? Tortured by PACC? Di ba nakakatakot ang mga pwede nyang gawin if he is our prez.
— hmmm kaya nga an dyan ang media right.. checks and balances sana na unti unti binubuwag ni glue and her spinsters..even if he’s the president.. he’s answerble to the people dapat.. di ung nagtatago.. sa eo646.. though para sa akin si roco tlga kso namatay sayang..

I do also agree that kahit sino ang pumalit we will have the same ole problems. Sa totoo lang, I cannot think of anyone else 100% honest enough.

— hmm di kaya pri-niempt ng administrtion by telling lozano to come up with the first complaint? endorsed by another admi tuta marcoleta? and afterwards it is that complaint that was challenged and eventully thrown out by the majority house (beneficiries of fertilizer funds) due to a technichality?? talk about conincidences.. your being played na and still u choose not to see..

–its hard to not be emotional when you pay your taxes year on year.. then government ask you to pay more.. and all you see are the same structures.. your business being pirated by illegal foreigners.. selling smuggled goods.. your livelihood compromised by corrupt taxmen….all these talk bout changing the constitution para walang check na and they will be free to spend all of your hard earned tax money on themselves.. they who were suppose to work for the people re working for themselves.. hell they’re not even working.. theyre just passing laws to enrich themselves… yup we hve to be united.. we have to be united against these people not just watch as they bleed our country dry…

The statistics say that 65% of Filipinos want her out. But whenever we have a President we always want them out. So this is not new. If we Filipinos could not trust anyone for President then we shouldn’t be calling ourselves as one or electing one. Why even bother to rant that you want a President out. Better, get out of the country and leave other people in peace. I would rather have a crooked President rather whom I know rather than an “angel” I don’t.

Let’s face it, politicians have been lying and cheating their butt since the dawn of time. This is nothing new. However, our actions to ensure that we don’t have these kinds of politicians in the near future only emboldens future politicians.

What we see here are just shows. Senators, congressmen threatening to expose this and that. Dailies and tabloids putting this and that in the headlines … inquiries … exposes … fact finding comission etc etc. After a while the expose looses steam and another expose gets introduced. These cycle just goes round and round. Problem is nobody gets to do the time. They don’t get punished. If they do they have their best time in jail living like the elite they are. Hey! We are witness to this. Question is “WHAT ARE WE DOING ABOUT IT”. If we are just contented to write, report and talk about it them I’m afraid I DO NOT WANT ANY PART OF IT ANYMORE. I’m sick and tired and would rather work my butt earning a living or helping/influencing people the right way to live.

Let’s face it, one person taught the right way to live (living a life centered around Jesus) is better than you or me jabbing at things whose outcome we could hardly influence. I teach/influence and SHOW this person the right way , he teaches/influences and SHOWS another person … etc etc is the right way to go forward. Not, “let’s do some praying” then report to the press, visit “beleaguered” soldiers wanting to go to Edsa … etc etc.

The press always want something to write – they are in the business of writing (this is how they earn their money). And, the more we get involved in this “act” the more we become “couch potatoes” in this “movie”. We also get to make the actors, actresses, producers and employees in act quite rich.

Don’t you get it? This is a “movie”. Not just any movie but the “movie”. The actors and actresses say their lines and we say “oooh” and “aahhh”. And, at the end we “clap”.

Let us think “out of the box” for once and do something that isn’t already scripted. If you think that doing a Dinky is the right thing, I tell you better jump right out of the window. You and I both know that scripted actions are like actions of beggars waiting for scraps.

If we are going to make a change let us first start with ourselves with God. This call is not for people to do a Cory but a real honest to goodness call to heed God.

— two sentences coming from the same person yet poles apart wid regards to intent.. so you ascribe to the teachings of jesus .. and yet you will allow a person who takes his name in vain to lord over us?? nice…

pen,

in reply to your comment: what if God sued? haha

but seriously, the statement “I would rather have a crooked President rather whom I know rather than an ‘angel’ I don’t” seems to condone said President’s crookedness, and if i recall correctly, the Christ got irate over crooked people in the temple. contrast? i should think so.
