THIS morning, at the tailend of the press conference called by various groups and political blocs to announce the holding of a nationwide rally on June 24 which they have declared as “National Day of Protest for Truth and Justice” (also to coincide with Gloria Macapagal-Arroyo’s proclamation as president by Congress a year ago), Estrellita Juliano, the “defeated” opposition, mayoralty candidate of Cotabato City made a public appearance.

Juliano, whose name was mentioned at least five times in the supposed taped conversations involving poll commissioner Virgilio Garcillano and Atty. Lintang Bedol, says she has come forward to attest to the truthfulness of electoral fraud that happened in her city in the 2004 elections. Following is the transcript of her brief address:

Doon sa tape na narinig niyo na may pinag-uusapan si Commissioner Garcillano at si Atty. Bedol na “Juliano, Juliano,” ako po yun.

Ako po ang mayoralty candidate ng Cotabato City na dinaya nilang dalawa. At kanina lang po may tumawag sa akin, aniya, “Neng bumili ka ng Malaya, yung pangalan mo, yung complete history ng case mo ay naroon.” (Our “Vidol” who? post appears on the front page of Malaya’s issue today.) And then I received a call from (former) Congressman Digs Dilangalen to come here to attend and to inform everybody of what is the truth.

Records will show sa Commission on Appointments, I’m the only one who filed an opposition against the confirmation of Commissioner Garcillano and Commissioner Barcelona dahil nga po doon sa pandaraya sa akin na kumpleto po ako ng records.

Nandoon din po sa record, na I’m the only one who filed a case against Atty. Lintang Bedol na nandoon ngayon pending sa Ombudsman dahil nga sa pandaraya.

Halos walang naniniwala sa akin hangga’t nakarating na ang aking kaso sa Supreme Court. Pero nang nabasa ko po at nakita at narinig ko yung tape, nandoon yung pinag-uusapan yung Juliano, na ang canvassing dapat noong June 2 last year, ginawa nilang June 1 para magawa nila lahat ng magustuhan nila. Absent po ako. At dinagdagan nila ng mga election return yung mga botohan doon sa Cotabato.

Noong una pa pong nangyari noong May, nagbibilangan pa po kami, yung unang board of canvassers chaired by Atty. Martirizar sa Cotabato, hinihingi namin na bago sana mag-umpisa yung counting from President down to the local candidates ay magkaroon ng inventory, bilangin muna. Ayaw pong pabilang ng chair ng board of canvassers na si Atty. Martirizar.

Hanggang nag-petition kami and then may pinapasok silang pilit na tatlong ballot boxes na naiwan daw. Ang sabi niya, kumpleto na yung nasa loob ng board of canvasser. pero nang pangatlong araw na ayaw naming pumayag, nag-rally kami, kasama ko si (former) Congressman Digs Dilangalen dahil may pinapasok sialng tatlo, hindi pala totoo.

So nag-reqeust kami kay Chairman Abalos na kung pwede palitan yung board of canvassers. Sa kabaitan naman ay pumayag siyang palitan. Pumalit ay taga-Maynila headed by Atty. Surmieda. Si Atty. Surmieda naman ay nagkaroon ng canvassing, binilang niya lahat, kulang ng 54 election returns. Nang nagka-counting na kami, bigla hong umalis sila. may tawag daw sa Maynila na ayaw sabihin. At ang sabi kailangan bumalik ng Maynila. At ang kutob namin ang tumawag ay si Commissioner Garcillano. Basta’t umalis nang walang paalam, so nabakante ng ilang araw.

Ang ginawa ko, humingi ako ng pakiusap na kung pwede ay dalhin na lang sa Maynila ang canvassing ng Cotabato City sapagkat puro pandaraya ang ginagawa sa amin doon. Pinagbigyan naman po kami sa Maynila. Ang masamang palad lang po ang na-appoint ay si Lintang Bedol, yung nasa tape na maraming sinasabi.

Nag-oppose ako na kung pwede huwag i-appoint si Bedol sapagkat doon sa Sultan Kudarat a week before, puro pandaraya na ang ginawa niya. Despite that, si Commissioner Garcillano pinilit pa rin si Lintang Bedol.

Doon po bago kami umalis, binigyan ako ng notice na June 2, 2004 ang canvassing. Pagdating sa Maynila, ginawa nilang June 1. Wala ho akong presence, wala akong abogado at dinagdagan pa nila yung mga election returns. Ginawa nilang 577.

Napatunayan ko pong katotohanan lahat yan sapagkat doon sa tape mismo nandoon ang pangalan ko na pinag-uusapan ni Garcillano na “ituloy mo na maski wala si Juliano. Ituloy na ang canvassing.”

Yun po ang mapapatunayan kong may katotohanan. Kumpleto po ako ng record.

some people are asking that if indeed the conversations in the tapes tend to prove electoral fraud then proper cases should be filed.

in ms juliano’s case, a case has already been filed and the conversations tend to prove the truthfulness and validity of her charges.

Hmm for some reason… I was viewing some blogs written about Ms.Gloria 2 years ago. 2003. And it seemed like they predicted something not right in the coming election of 2004. I dont know. Some said otherwise. Hmm.. I guess sometimes past is the past.. but sometimes it plays a big help.

The statement of Estrelita Juliano was a collaborating evidence. I think more evidence will come out in the open as PGMA refrain from answering the allegations. I wish PGMA has an option for a graceful exit.

You are right Naz. What made me think they were to rig the 2004 elections? When they suddenly backed-out of the computerization plan. We may be the only country still using a manual counting system. You know, it’s very difficult to cheat in the automated counting system because if a candidate complains, a re-count is very easy and the count can be counter-checked by manual system. Now I know better! The reason they went back to the old system is because of Garci! Garci’s “expertise” will not work if the system is automated. So some of GMA’s operatives in the Supreme Court may have also a hand (she has many friends there, who owe her and Mike really big…). Remeber that it was the Supreme Court who said the computerization was invalid? or something like that (or the contract, whatever…)

So, the fraud was big- it was a well-thought of operation… to ensure GMA will win over FPJ. The Gloriagate tapes prove this. I hope the investigations will reveal all this. Heads should roll, and not only Gloria’s!

it’s good to hear that a person involved in the taped conversation has come out to support the allegation that GMA cheated in the last elections.

im sure this development would bring more headaches to the perpetrators of the election scam.

Atty C, it’s a good thing that you brought up the issue of computerization of our election. I remember when Abalos pushes the said proposal and it gave the people a negative impact because of security issues. I hope some independent or neutral institution (foreign maybe) help us in programming all necessary security and hack-proof system.

I, personally don’t trust our officials anymore. I always think that there is a big mole in every institution!

but there are also disadvantages of computerization of elections.:)

anyways, if computerizations should be pushed through, i think the voter should have a printout of sort of his vote and also every precint/municipal/regional/etc have a sort of printout of the results in their respective precint/municipal/regional/etc.

kasi pag wala, mas madaling dayain kasi, iisa nalang tao ang gagawa ng kalokohohan para madaya na naman ang resulta ng halalan.

An impeachment case should be filed. But this time we should let the process finish. Instead of shouting ourselves hoarse in the streets over the flaws of of our leaders, we should clamor for improvement in the process of electing and removing our presidents.

We should clamor to corrent the curious quirk in our constitution that allows for the possibility of the president and vice president to come from different political parties. This has made impeaching an erring president too cumbersome when the VP is from the opposition, as in Erap’s case.

We should clamor to correct wrongheaded constitutional provisions that require us to elect 12 senators nationally and simultaneously.

This has led to disproportionate representation in the Senate. It has led to showbiz types getting preference in the selection of candidates because of name recognition. And it has led to the monstrosity that is the Filipino election ballot. For an electorate that is barely literate we impose on it the burden of writing down about two dozen names.

These factors, more than manual counting and more than the likes of “Garci”, are what makes our elections a mockery of democracy.

Dapat i-shuffle ng COMELEC ang kanilang offcials sa bawat provinces para mabawasan ang dayaan. Dapat din ilang weeks lang ang notice para di makaprepare kung magkakaroon man ng dayaan.

Shuffling the officials is no good. As long as it is not computerized there will always be a way for them to cheat. Ang pinoy pa, kailan natalo sa kalokohan?

i really think its time for us to modernize the election system, computerization…but be very cautious about the software the comelec will be using….sabi nga ni albear, pinoy pa, basta kalokohan….i think we should design the system as to what the US is using…hackproofing it has no guarantee that there will be no cheating, as long as the counting takes too, too long, you are giving hackers, crackers, bruteforcers time to go into the system and cheat…

earlier cong.barbers insisted that if there was really a massive manipulation on the result of presidential election, how came his father lost as a senator? with the atty.paguia tapes on which he himself voted to air, he learned why. that sen. biason will “halungkat” the ballot boxes if he will lost the slate. so to be safe they sacrificed sen. candidate barbers’ fate, baka kc magkahalungkatan pa, madamay si ma’am.
