The COCs

THE Institute for Popular Democracy (IPD) is making available pdf copies of the Certificates of Canvass (COCs) of provinces referred to in the recorded conversations between Comelec commissioner Garcillano and several individuals including President Arroyo. A political research and advocacy organization, IPD works for reforms in the country’s electoral system, as it is precisely such system, it says in a recent opinion piece, that “has allowed a Gloriagate to happen.”
