‘Hello Garci’ deconstructed

THE worst crisis to hit Gloria Macapagal-Arroyo’s four-year presidency is a series of wiretapped conversations now called the ‘Hello Garci’ tapes. Arroyo’s voice is probably the most recognizable among the voices that were recorded. But the tapes contain conversations made by several other officials. In some way all of the conversations were about the 2004 elections.

PCIJ’s Yvonne Chua explains what these officials talked about as she walks through the highlights of the ‘Hello Garci’ tapes.

Isang maliwanag na katotohanan,binaboy ni gma ang konstitusyon ng bansang Pilipinas.. Nilunok niya ang lahat kahihiyan, tinapangan niya ang kanyang sikmura, kinapalan niya ang kanyang mukha huwag lamang mapunta sa isang artistang kagaya ni erap ang pangunguna sa bansang Pilipinas. Aside from the acid that we constantly throw at Arroyo, is there any sense that she is closer to leaving today than in July/August? I have a feeling that the answer is no. The middle class is ambivalent about potential post-Arroyo scenarios and the lack of a credible leader in the antiadministration group.

If I am correct, then all we are doing here is some kind of catharsis. Maybe useful a bit personally, but not in terms of seeing her out. I actually think that Ramos and constitutional change will have more to do with easing her out than any popular movement.

I think it would be better if another tape be released, something like of immoral. Most headlines caught my attention though, that Garci will tell all. Got a message for you buddy — BRING IT ON!!!

You bet Garci will tell all. He did not spend those months in hiding for nothing. I’m sure he has prepared well for his defense, like some weird story, and is now ready to face his accusers. It’ll not be surprising if he names also those in the opposition as among those who had asked him for electoral favors too. That’ll be the likely story line to add some diffusion effect. Let’s see.

nasa mother of all tapes ang kasagutan. eh di ba po, until now di pa nagsusurface ito? nasan na rin ba si Sammy Ong? so far, ang mga edited tapes pa lang ang napaparinig nila sa kongreso. the public ougth to hear all the conversations that took place last year (’til post election period). dapat noon pa nilabas ng opposition ang mother of all tape. sabi ng asawa ni garcillano marami ang nakausap ng asawa nya belonging to the opposition camp. kaya siguro di na nilabas labas ito para mapagtakpan ang kaalyado nila. hindi kailangan ng mamamayan ang half-truths lang. ang kailangan natin ay ang buong katotohanan. at saka na nila patawag si Garcillano kung hawak na nila ang sikat na sikat na tape na yun.

oh, i already hear garcillano saying, “it’s my voice, yes, but i’m not actually the one talking.”

hmmm…reminds me of a smart-aleck saying those words…

and another voice of garcillano ringing in my ears: “it’s not just ma’am who called me up, _____ also called me up…and _____ even told me to do this…release the 9-hour tape first then i’ll talk…”

wow, isafp really had too many tapes loaded at the time! doble could have easily been a multi-millionaire then. it makes one wonder why the “opposition” voice tapes weren’t sold to the highest bidder…hahaha. it’s more dumbfounding that the palace boys and girls only released the “hello, gary” tapes and the “x-tapes,” not the “opposition-saying-hello-garci” tapes…more hahaha!

this won’t erase the fact that gloria macapagal-arroVo, the “incumbent”, LIED, CHEATED, STOLE, and DID A COVERUP…

she is not innocent until proven otherwise…simply because she dodged the charges against her to put her before the senate where evidences against her will be presented…we are not in court so don’t anybody say she is not guilty yet…this is a political thing (just like the impeachment)…

pcij, can’t wait to hear garcillano podcasting…

What’s happenning to our country? We have a fake president, a liar, cheat, and yes very arrogant!!! Now that GARCI is back, more lies and lies, lies ahead of us. Perhaps, GARCI has mastered the SCRIPT prepared by Lupita , the director,with collaboration perhaps from BUNYE, SALUDO, GONZALES 1 and GONZALES 2, MIKE DEFENSOR,PICHAY,TIGLAO. When GARCI appears it will be blockbuster!!! BUT Not necessarily truthfull.

1. Gracia, the wife appears neat at mukhang kagalang-galang. Issuing
some conditions before GARCI appears.

Garcillano’s sudden appearance has caught the Opposition flat footed. It goes beyond their comprehension that he would surface at this time when Gloria is too deep shit in trouble.

Now Garci hints at telling all and more, hinting some Opposition members will be implicated, and the Opposition in a knee-jerk reaction claims Malacanang is behind Garci’s reemergence to send shock waves to the Opposition.

Already Lacson is warding off any reference that the Opposition is capable of cheating. For one who has a serious moral problem saying that is like two thieves calling each other thief.

The problem with the Opposition is they love to grandstand, talk and complain endlessly as in the senate investigations, the impeachment, and during the entire episode of the Garci tape scandal, but is clueless on how to put up an effective offense in a face off confrontation with Malacanang. They always end up losers. As a result of all this, what significant accomplishments do they have to show us?

Garci may well be the last card for the Opposition, but as I see it, Garci will succeed in diluting the election issue against GMA as he and Malacanang will take the offensive against them. That little woman has outwitted them again.

And to add, while they been calling garci to appear in their ‘in aid of legislation (kuno)’ sessions, many are now giving their reservations, while some are already predicting what he has to say…

Pag pabor sa kanila, ayos, swabe, totoo…pero pag hindi, sinunggaling, bayaran, nagapang…This one applicable to either side.

nice point baycas, if there’s any incriminating evidence against the opposition also (i really don’t care if there is, tamaan na ang tamaan at maparusahan mapaadministrasyon man or opposition) fine, let’s hear it. but why malacanang or bunye did not show this to the public a long time ago? why present only the “hello gary tape” or the “x tape” (later on call it as fake as well)? why ask the opposition to produce a 9-hr complete(?) tape as what some people in the adminsitration and garci is now claiming? it’s their people who made this tape. they should ask the isafp about this (if it does exist) not the opposition. for sure there’s money involved when this tape landed at the hands of the opposition. and even if garci makes a disclosure about other people talking to him as well like legarda, escudero and others, without any solid proof such as the hello garci tapes, it would mean nothing but just a ploy for the defense of glue-ria. show garci and let us hear the other tape that he is claiming and let the administration produce that so called complete tape… para masama na rin lahat ng mandaraya.

I suspect Garci never left the country. Those Singapore documents indicating his presence there could have been manufactured. It’s much easier to fake documents than sneak in and out of the country from a crowded airport unseen. For all you know, the BID is telling the truth. Even as we speak, Garci has been busy calling his friends and yet no one can say where in Mindanao he is hiding.

ang tanong toro, if garci really did not leave the country, who is protecting him. sino ang nagtago sa kanya? walang reported sightings noon hindi katulad lately na marami ng naglabasan na balitang nakita siya sa mindanao in different places. tumayming sa paglabas ng asawa niya. at bakit ngayon lang lumantad ang asawa ni garci? base sa inteview ng ANC hindi klaro ang pagkasagot neto kung talagang hindi sila lumabas ng bansa. medyo alanganin ang pagkasagot na “hindi”. ngayon din lang nagpuputak etong mga administration congressmen like pichay na nakausap nila si garci. ibig sabihin kasama sila sa GRAND CONSPIRACY sa pagtatago kay garci. and to think na sila ang nagpalabas ng arrest warrant. at the end taong-bayan na naman ang naloko.

Jr obvious naman siguro kung sino ang nagtago sa kanya. I’m sure kung hindi man siya umalis ng bansa maaring pinatago or itinago siya ng someone from the administration or group of people in the administration. I believe ang paglutang ulit ni Garci ay grand plan ng administration. Gaya ng sabi ni Toro, na caught flat-footed na naman ang opposition sa mga nangyayari ngayon. Nakikisawsaw na naman si Lacson at Tatad sa issue na to. Ang hilig kasing mag grandstanding ng opposition eh, ayan tuloy naisahan na naman sila ng administrasyon. Pero anyway puro speculation pa naman lahat ito eh, kaya may aabangan talaga tayo kung totoo ngang lulutang si garci at kung may totoo ngang 9-hour complete wire tap tape. Daming gugulong na ulo nito kung sakasakali kapag nagsalita na si garci at lumitaw nga ang buong wiretapped na tape. Kaso nga lang di natin alam niyan kung pawang katotohanan lang ang sasabihin ni garci, maliban nalang kung may totoo ngang authenticated complete 9-hour tape. Lahat siguro ng involved dun kinakabahan na ngayon kaya nagkukumahog na ang opposition at administrasyon na hanapin si garci. Pero i’m sure si garci nasa kamay na ng administrasyon, naghihintay lang sila ng tamang timing para siya ilabas at para magmukha na naman tanga ang opposition pag siya’y nilabas na.

Puro kayo Garci, Garci, Garci……. Pero wala naman akong naririnig na na committee na binuo para imbestigahan kung sino ang nasa likod ng wiretapping na ito na isang capital crime!. Kung kaya ng mga taong ito na i-wiretapped ang pinakamataas na pwesto na ating bansa, paano pa kaya tayong mga ordinaryong tao lamang?

Obet, bakit ka naman iwa-wiretap? VIP ka ba? Kaya huwag kang matakot sa wiretapping. Dapat nga ilagay sa batas na pwede itong gamitin against government officials (only on government officials not on private citizens) kung may graft & corruption, para na rin sa transparency in government.

For sure, kahit na may mga oposisyon na nakausap si Garci, eh hindi naman siguro kasing incriminating ang tema ng usapan. Hindi katulad ng kay GMA na talagang minomonitor ang ‘napagkasunduang pandaraya’ sa 2004 election. Kaya, come on Garci, let’s hear it!

Mindanao, because of its mountainous terrain, is the perfect hideout (an election-rigger and “terrorists” alike). besides, garci has lots of friends there and he could easily “blend in” with the commoners without even having to play incognito. without a doubt, it’s the ideal LAST place one will look for him…but wait…who was looking for garci in the FIRST place???

not the lazy, grandstanding opposition…and certainly not the clairvoyant lame duck in malacañang!

garci will tell all…for sure…but the “all” will definitely depend on what the script says…

some important notes or reminders:

garci was the one wiretapped or more specifically, “bugged” (because you can hear the “dialing” sound just a like a modem does when garci contacts somebody and you can also hear garci’s ringing tone when he is called upon) NOT gloria.

HOR’s five-committee hearings were for that purpose – to investigate on the hello, garci tapes AND wiretapping. only to have a stumble-block when garci cannot be produced and what’s more, it was overrun by the infamous impeachment “proceedings.”

senate’s biazon committee hearing, the former general citing a possible breach in national security, also has the same purpose…remember the time gudani and balutan testified?…that was the wiretapping hearing. of course, we all know how it was derailed by a plague that has infected the government people…practically making them deaf and mute…the “curse” of eo 464!

how about the afp’s own investigation on its intelligence service? nothing came out of it! in fact, isafp personnels suspected to be behind the wiretapping of garci were left untouched (in contradistinction to garci’s “soft touch” policy on witnesses) or even rewarded*:

rear admiral tirso danga: then isafp chief during 2004 elections, now afp deputy chief of stafffor intelligence (J2)
brig. gen. marlu quevedo: then deputy isafp chief during 2004 elections, now isafp chief
lt. col. pedro sumayo: then isafp MIG21 chief (surveillance desk) during 2004 elections, now still isafp MIG21 chief
t/sgt. vidal doble: then assigned with MIG21 during 2004 elections, now restricted at the isafp compound, where his family now lives – as did his two girlfriends, for a time. no charges were filed against him.

Garci has had all the fun at the expense of the Opposition’s speculations that he was sighted in Singapore, London, Brazil, Argentina, Chile, Malaysia, and Brunei. He was said to be everywhere only to find out he never left Mindanao, according to his wife. Is that possible? Why not. If the military’s intensified search to capture Janjalani in that small island of Basilan has failed, in spite of the leads given by the island people, how much more finding Garci in the wilderness of Mindanao? With the hi-tech communications, celfones, faxes, and the internet, it’s inconceivable that a notoriously famous name and face of Garci could not have been recognized in those places if he had been there or seen at all.

Now Garci has made the move. Those six months he spent in hiding must have given him time to perfect his defense and how to fight back. The Opposition should be ready for this. Hindi pwede ang tutulog-tulog sa pancitan. Garci cannot be that bold to enter the lion’s den in Congress and allow his accusers to skin him alive.

This is the Opposition’s last card, the last hurrah. Fail not or they get outwitted by that little woman again. They must do away with silly speculations and useless hyperboles. Just listen to Tatad’s clumsy attempt to link Mike Arroyo claiming that Mike was seen meeting with Garci in Mindanao. This is the kind of useless hyperboles that only magnify the Oppositions shallow mind. Does Tatad think Mike is so stupid to risk being caught with Garci particularly at this time when everyone is looking for him, and Mike is like a magnetic hulk that attracts attention wherever he goes? Would it not be logical for Mike to send instead a man in his confidence to talk to Garci if indeed he wanted to talk to him? Tatad has made so many dumb speculations that he cannot think straight any more.

If the Opposition fails again will they succeed to impeach Gloria in June next year? Oh no, not for as long as the Opposition does not have the number to dominate Congress and Malacanang commands the loyalty of the majority of congressmen. What then are the possibilities of Gloria stepping down? With the kind of Congressmen and Senators and their allies like Tatad, Binay, etc., who don’t know how to carry on a good fight, NIL.

Toro, i definitely agree with you specially about Tatad story. Walang logic ang pinagsasabi niya about the alleged meeting nina Garci at Mike Arroyo. Hindi naman siguro ganoon katanga si Mike para makipagkita pa kay Garci ng ganon-ganon nalang na nakikita ng mga tao sa mindanao. Lahat interasado kung nasaan si Garci tapos lalantad pa siya sa mga Hotel kasama pa si First Gentleman. Napafiction naman ata ng story na yun. Ganda gumawa ng istorya ni Tatad, complete pa yung mga plate no. at model ng sasakyan. Hindi naman siguro ganun ka stupido ang administrasyon para gawin yun. May escort pa raw na mga pulis ang convoy nina Garci at First gentleman… Saan na naman pinagkukuha ni Tatad ang kwentong yun? Si James bond ata ang source ni Tatad eh, sobra naman ganun kadetalye. Akala siguro maiimpress yung tao sa kwento niya, pero hindi naman ganun katanga yung tao nakikinig at nanunuod sa kanya. Maghintay nalang tayo kung totoo ngang nasa mindanao pa si Garci at lulutang nga siya. Huwag na munang makisawsaw at gumawa ng mga kwentong kutsero ang ibang tao sa opposition para hindi na gumulo pa ang sitwasyon.

It’s not a matter of who will be subjected to wiretapping although this is really an issue of national security in the Garci wiretapped tapes since the highest official of the land was victimized.
The issue here is that wiretapping violates Section 3, Article III (Bill of Rights) of the Constitution. It is very explicit, “The privacy of communication and correspondence shall be inviolable except upon lawful order of the court, or when public safety or order requires otherwise as prescribed by law. Any evidence obtained in violation of this or the preceding section shall be inadmissible for any purpose in any proceeding.”

yep, i doubt if the fellow hasn’t written and memorized his script (or that written by others for him) in the months he was conspicuously absent. i once read a novel how such a scenario was done wherein a group of conspirators fled their country for a non-extradition one, developed an airtight alibi, then smuggled themselves back to “face the music”.

needless to say, these people got off that way.

of course, the hero (anti-hero?) in the book hunts them all down and shoots each one dead, but that’s another story…

eh bakit hindi pinahuli at pinakulong ng amo mo yung mga nagwiretap sa kanya? bakit hindi niya pinaimbestigahan? natatakot ba siya sa sariling mga tauhan niya (puro napromote pa)? na yung mga wiretapper eh yung mga dapat na nagpapatupad din sa batas? bakit nga ba walang nag-iimbestiga, tanong nga netong si obet. alangan namang yung mga oposisyon ang magimbestiga neto. or takot lang yang amo mo na mas mabaho pa ang sumingaw? hehehe. esep-esep.

nagcut & paste ka na naman eh. para ka ring sirang plaka diyan sa paulit-ulit mong sinasabi about unlawful act and inadmissible in court. huwag kayong magtago ng amo mo sa saya ng korte.

pero maganda yang lumantad na si garci. ipaliwanag niya isa-isa yung mga usapan nila ni glue-ria sa “hello garci” tape. tingnan natin paano niya ilusot yung mga sinasabi niyang “there was no rigging in the last election”. kung meron siyang mailabas na tape din implicating more people including the opposition, mas maganda. it’s like hitting 2 birds with one stone. abangan!

It is very explicit, “The privacy of communication and correspondence shall be inviolable EXCEPT upon lawful order of the court, or when PUBLIC SAFETEY OR ORDER requires otherwise as prescribed by law. Any evidence obtained in violation of this or the preceding section shall be inadmissible for any purpose in any proceeding.”

i believe, the wiretapped conversation showing how the one sitting in power manipulated the votes shows violation of public safety or order.

for where is public safety and order when a sitting president can manipulate the result of an election. for where is public safety and order where a sitting president does not prosecute the people who supposedly wiretapped the conversation.

any man who violates the law deserves to be punished. no single “i am sorry” is above the law.

if the one wiretapped is to be punished, then so do the ones who wiretapped.
