Arroyo to lift 1017?

(2nd UPDATE) PRESIDENT Gloria Macapagal-Arroyo went on air at a little past 11 this morning to say she will lift Proclamation 1017 only when she is assured that the threats to her government have been eliminated.

Arroyo said she has given instructions to the Departments of Justice and National Defense, and the Philippine National Police, to report within "24 to 72 hours" so she can then make a decision.

"Ibig kong bawiin ang state of emergency sa lalong madaling panahon," the President said. "Humihingi ako ng tatlong ulat na isusumite sa akin sa loob ng 24 hanggang 72 oras, upang suriin ang kalagayan ng seguridad."

The justice department will report about destabilization plots; the defense department, on the armed forces; and the police, on the peace and order situation.

"Babawiin ko ang state of emergency kung matitiyak sa akin ng bawat opisyal na lubusan nating kontrolado ang sitwasyon," Arroyo said.

She began and ended her short announcement thanking "the majority of our citizens" for their support to the declaration of a state of national emergency.

Opposition leader Rep. Francis Escudero, meanwhile, insisted that the state of emergency be lifted immediately. "It is not the President who needs to be convinced that Proclamation 1017 needs to be lifted. It is the people who are convinced that it should be rejected," he said.

Arroyo’s announcement this morning came amid successive criticisms from various sectors — senators, lawyers, academe, business, media and civil society groups — over the spate of arrests and the threats to media following the February 24 declaration. Vice President Noli de Castro, who has earlier declared his support of Proclamation 1017, is now also urging that the emergency declaration be lifted before the end of the week.

"Kung ako ang masusunod itong linggo na ito dapat ay matapos na ‘yan dahil wala na naman ‘yung emergency. Kung mayroong emergency ay natapos natin noong nakaraang linggo," said de Castro over dzMM. The vice president also said he was not consulted about the declaration and only received a text message informing him about it.

The Catholic Bishops’ Conference of the Philippines (CBCP) is also set to break its silence on the matter in the coming days.

Archbishop Oscar Cruz of Lingayen, a former CBCP president, said the bishops are not happy with the declaration, and, "that is why we will meet in the coming days to talk about what is happening in the country today." 

Before Malacañang’s announcement, four petitions were filed with the Supreme Court, questioning the constitutionality of Arroyo’s actions.

Though the Court did not issue a temporary restraining order, Chief Justice Artemio Panganiban yesterday assured petitioners that the justices will act on the issue "with dispatch." He stressed that the freedoms of speech and of expression occupy "the highest priority in all the freedoms under the Bill of Rights."

Lawyer Harry Roque, whose law firm is representing the Akbayan party-list group as one of the petitioners, urged the High Court to to still tackle the petitions and issue a ruling for the guidance of the nation.

If the state of emergency is lifted, Atty. Theodore Te of the Free Legal Assistance Group (FLAG) also said, the Supreme Court "may dismiss the petitions without rendering a decision, or it can dismiss them on the grounds of being moot and academic but still render guidelines." Such guidelines, Te said, will serve to educate not only law practitioners but the general public.

Without necessarily imposing Martial Law, historical parallelism finds the impish – if you pardon the adjective – President Arroyo in the league of Indian Prime Minister Indira Gandhi, who in 1975, declared a state of internal emergency (the Indian Emergency (1975 – 77) after she was indicted in a corruption scandal and was ordered to vacate her seat in the Indian Parliament, allowing herself to rule by decree till 1977.

India made great economic strides during the two year emergency period, but political opposition was heavily suppressed.

Civil liberties were suspended and a mandatory birth control program was introduced by the government. Confident about her chances of getting reelected, Indira Gandhi relaxed the emergency and released dissidents.

She then was trounced by an anti-Indira grand coalition in the 1977 elections.

And uh, the German Weimar Republic constitution allowed states of emergency under Article 48 to deal with rebellions. Article 48 was invoked numerous times during the 14-year life of the Republic, sometimes for no reason other than to allow the government to act when it was unable to obtain a parliamentary majority.

Adolf Hitler, building on this precedent by previous Weimar leaders, used the article to establish himself as dictator and ushering in the Third Reich.

Watched Sen. Salonga on TV he said that this government will continue doing this, they will declare a proclamation on weekends, then do whatever they want tapos babawiin later on pero nagawa na nila ang gusto nilang gawin. So next week the Supreme Court will rule that the cases filed vs.1017 are moot and academic. kaya inischedule next week ang oral argument para ma lift muna.. Di wala ng kaso.

Mga kapatid. sa aking palagay ang proclamation bilang 1017 ay isang tanging paraan upang mapanatili ang seguridad at kaligtasan ng bayan. Sa mga panahong ito isang matatag na batas ang dapat ipalkad upang maiwasan ang anumang ditabilisasyun. Ang mahirap lang sa ating mga pinoy ay tayo po ay nagpapagamit sa mga taong may pansariling ambisyun na ang isipin lang ay ang kanilang kapakanan.. sinasabi nila na mahal nila ang bansang pilipinas.. di ako nananiwala jan.mga ulikba gayan ang sinabi ni Hudas ng traydurin nya si Cristo..bago tayo sumama sa isang protesta bat di nyo muna isipin kung yan ba ay may katuturan.. sige sabihin na natin mawala na si GMA.. Sino naman kaya ang pede nyong Ipalit? si Gringo?, Mga Trapo na politician gaya nila Pimentel, Drilon,Enrile? Sa tingin nyo may matino pa ba sa kanila jan? you mean macario_sakay dahil sa 1017 ligtas na ang bayan natin sa mga abu sayaff, kidnappers, druglords, gamblinglords, smugglers, election frauds, corruptions, at sa mga street crimes?…o sa mga freedom fighters na walang hawak kundi pluma at papel at ang mga prinsipyo nila?…and you mean na pag hindi kakampi ni drilon o pimentel ay hindi Trapo?…just asking…

Proclamation 1017 will only do good for GMA & her allies….
so why not call it “state of PERSONAL emergency”!?

Ge-em,, sa kasalukuyang panahon walang ibang paraan kundi kailangan mong maging firm sa decision. bilang presidente iniisp nya ang nakakabuti sa nakararami..ang mga ditractors ngayun ay iilan lang yan sa mga disgrunted na di makasingit at ang ambisyung political ay pansarili lamang.. bat di mo tingnan ang track record ni drilon, pimentel? ano ba ang nagawa nila..mga datihan na yan noon pa sa panahon ni marcos. mga taong ayaw ng bumitiw sa senado dahil sa pansariling ambisyun.. kung silay may nagawa para sa pilipinas bat di sila kumandidatong presedente?.. si drilon ay hangol sa kapangyarihan alam nyang sya ang 3rd in command ang mapatalsik si GMA at noli sa palasyo ang kanyang hangad para sya ang umupong interim na presidente.. si pimentel.. trapo na yan.. bat di mo tingnan ang record ni pimentel sa panahon ni Marcos? ano ba ang role nya dun…sa alam ko si Pimentel ay isa sa mga decoys ni macoy..ang alam ni Pimentel sa senado ay puro pang felibustero lamang..Ang 1017 ay ang tanging Paraan upang mapanatili at maiwasan ang destabilisasyun..natural na matigas ang ulo ng mga pinoy at ang isip ay watak -watak.. dapat magkaisa nga para umunlad.. Ang mga akusasyon kay gloria ay political strategy lang upang pahinain sya. kung may tanung bakit di kayo pumunta sa korte suprema? sa tamang lugar at di sa magulung paraan..Wag na kayung magkunyari pang maging bayani ng kalsada.. marami ng bayani ang pilipinas wala ng lugar para paglagayan ng mga rebulto.. Si cory wla ng cridibiladad, she just forged an alliance with the devil ng makipag alayansa sya sa maka kanan at maka kaliwa.. at kay Erap.sayang ang trabaho nya sa EDSA1 .. sabagay nun panahon nya 9 na coup attempts lang naman… energy crisis, bagasak ang economiya.. mga kamag anak system sa gobyerno.. patunay ng kahinaan nya… ngaun Gusto ba ninyong maging repeat si GMA ni cory?..nasa inyo yan.. kayong nasa pilipinas ang mag suffer.. kung sabihin nating matanggal si GMA sino sa tingin mo dapat ang pumalit? tandaan nyo natural sa pilipinong politician ang corrupt.. kaya pumili na lang kayo ng mas less na corrupt at yung may isip at may alam mamuno.. paano na lang pala kung si FPJ ang nanalo… kawawang pilipinas..
