A RECENT executive order seeking to supervise all public information activities, including advertisements, of all government agencies, is being seen by critics as a veiled threat to press freedom.

Signed on March 6, 2006 by President Gloria Macapagal-Arroyo, Executive Order No. 511 creates a body to “guide, integrate, and supervise” the communication activities of government agencies, including government financial institutions (GFIs) and government-owned and/or -controlled corporations (GOCCs).

The body, called the Communications Group, will also consolidate the advertising budgets of government agencies like the Philippine Charity Sweepstakes Office (PCSO) and Philippine Amusement and Gaming Corp. (PAGCOR). The body will be headed by Press Secretary Ignacio Bunye and have as its members the director general of the Philippine Information Agency and the chairman of government mass media organizations.

Publishers are worried. Philippine Press Institute chair and Malaya publisher Jake Macasaet said EO 511 “is using advertising clout to rein in the media.”

But Bunye said “to impute suppression of press freedom relative to this effort is far out in the left field.” He said the administration merely wants “to consolidate government information efforts to improve the public reach and penetration of key socioeconomic programs.”

“The sole purpose of this EO is to organize and rationalize the public information programs of various government agencies in the Executive branch, no more, no less,” he added.

The amounts being spent by government agencies on advertisements are by no means small.

In a study by AC Nielsen, a top marketing research firm, said GOCCs like PAGCOR are among those with the biggest advertising spending.

PAGCOR ranked 8th among the top 20 advertisers in the Philippines, based on TV ad spots from January to September last year. AC Nielsen said that among the GOCCs, only PAGCOR, with 17, 280 TV ad spots, made it to the list; all the other advertisers were multinationals.

Bur for newspapers, Macasaet said the “advertising budget of government agencies represented a minimal part of the ad revenues.”

“It will not be enough to put any paper, whether a small one like mine, down on its knees,” he told the Inquirer.

EXECUTIVE ORDER NO. 511

RATIONALIZING THE PUBLIC INFORMATION FUNCTIONS AND DUTIES OF THE EXECUTIVE BRANCH

WHEREAS, the work of informing and communicating to the public the policies, programs, achievements and activities of the Executive Branch involves the offices and agencies which have these tasks such as the Office of the Press Secretary, the Office of the Communications Director, the Philippine Information Agency and the government mass media;

WHEREAS, the line departments, bureaus, offices and agencies, including government financial institutions and government-owned and/or controlled corporations, undertake similar work in the course of undertaking their main functions;

WHEREAS, there is a need for a body to guide, integrate and supervise the operation of these entities, with respect to their public information activities;

WHEREAS, Executive Order NO. 348 (s. 2004) created the Office of the Communications Director;

WHEREAS, under existing laws and jurisprudence, the President has the continuing authority to reorganize the Executive Department of the Government.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. Creation and Mandate. – There is hereby created a Communications Group in the Office of the President which shall guide, integrate and supervise all public information dissemination activities of the Executive Branch of Government.

Section 2. Composition. – The Communications Group shall be headed by the Press Secretary and shall have as members the Director-General of the Philippine Information Agency and the Chairman of the government mass media organizations, both of whom shall have the rank and emoluments of Cabinet Secretary.

Section 3. Function.-(1) The Communication Group shall guide, integrate and supervise the public information activities, including advertisements, of all departments, bureaus, offices and agencies in the Executive Branch of the Government, including government financial institutions (GFIs) and government-owned and/or controlled corporations (GOCCs), in close consultation with the head of these entities.

  1. The Communications Group shall ensure the rationalization of the organizations directly under it, mainly the Office of the Press Secretary, the Philippine Information Agency and the government mass media organizations.

  2. The Communications Group shall meet regularly to ensure full discussion of the government’s mass media initiatives and shall report to the President problems that require the Chief Executive’s action or decision.

Section 4. Assistance. – The Communications Group may call upon any office in the Executive Branch of the Government, including GFIs and GOCCs, for such assistance as may be necessary in the performance of its functions.

Section 5. Funding. – Funding for the operations of the Communications Group shall be sourced from the Office of the Press Secretary, the Philippine Information Agency, the government mass media organizations, GFIs and GOCCs, subject to the usual accounting and auditing rules and regulations.

Section 6. Transfer of the Office of the Press Secretary/Supervision of the Philippine News Agency. – All functions, units, properties, and staff and other resources of the Office of the Communications Director are hereby transferred to the Office of the Press Secretary. The Chairman of the government mass media organizations shall supervise the Philippine News Agency.

Section 7. Repealing Clause. – Executive Order No. 348, is hereby revoked. All other orders, rules, regulations, and issuances, or parts thereof, which are inconsistent with this Executive Order are hereby repeated or modified accordingly.

Section 8. Effectivity. – This Executive Order shall take effect immediately.

DONE in the City of Manila, this 6th day of March in the year of our Lord, Two Thousand and Six.

Get Real : Why people are not out on the streets

FOR the opposition members who crow over the latest Pulse Asia survey — which shows 65 percent of Filipinos think that ousting President Gloria Macapagal-Arroyo is the best thing that can happen to the country — take note: The same survey reveals that 81 percent of Filipinos think that ousting Ms Arroyo is the worst thing that can happen to us.

How is this? Does this imply that Filipinos can’t make up their mind or/and that the survey can’t be relied upon?

As mentioned in last week’s column, the survey respondents were asked which of 10 political scenarios, presented to them in a list, constituted the most beneficial — the one that would best serve the national interest. Multiple answers were not allowed.

Five of the scenarios had to do with Ms Arroyo’s resignation and various possible aftermaths: (1) special presidential election; (2) Vice President Noli De Castro taking over; (3) the Vice President resigning and the Senate president taking over until the holding especial elections; (4) a temporary group or “junta” taking over to prepare for elections to choose a new president or prime minister; and (5) the Vice President taking over temporarily while preparing for a new government under a new Constitution. more

IN the latest Pulse Asia nationwide survey, the question was asked (roughly translated): In your opinion, which of the following scenarios will best serve the national interest? Ten separate scenarios were then presented — five on President Gloria Macapagal-Arroyo’s resignation; two on her continuation in office; two on a coup; and one on intervention of a foreign government.

Based on the responses, Pulse Asia reported that 59 percent of Filipinos (those who chose any of the five scenarios involving her resignation) opine that the most beneficial political scenario would be President Arroyo’s resignation. For good measure, it was also suggested that the percentage of those who want Ms Arroyo out goes up to 65 percent if one adds the percentage of those who want her removed from office, through a coup (4 percent) or intervention of a foreign government (2 percent). Evidently, the analysts did not consider the possibility that the foreign government could intervene to keep Ms Arroyo in power. more

Ako ay isang middle class Pinoy, isang officer sa isang malaking korporasyon at may asawa…dalawa anak. Di na importante pangalan ko kasi parepareho naman tayong mga middle-class….trabaho 9-5, inom konti tapos uwi sa pamilya, laruin si baby, itutor si ate/kuya tapos tulog na, pag wala na pera intay nalang ng sweldo.

Whinny Monsod is the one who should get real!

She criticizes Pulse Asia for lumping together various “ARROYO RESIGN” scenarios but she does the same with a much more varied set of “NO MORE ARROYO” scenarios, thereby coming up with a ludicrous 81% to buttress her argument.

One does not even need to conduct a thorough review of the Pulse Asia study to learn that there is definitely more homogeneity for the varying ARROYO RESIGN–BEST 4 RP response sets (making up 59%) to warrant a cluster than the COUP–WORST 4 RP (40%) vs. ARROYO RESIGN–WORST 4 RP (29%) choices.

Siempre, karamihan sa atin, if not all, may sariling mind-set na. Pinapaniwalaan natin at ipinagtatanggol yung sang-ayon sa ating mind-set. At siempre binabatikos at di pinaniniwalaan yung taliwas sa ating mind-set.

Having said that, I believe this move by the administration is another shameless act of a desperate group of in an attempt to perpetuate its stay in power.

Bakit tila yata nakakaramdam ako ng paranoia sa press ngayon… Bakit hindi muna sila naghintay ng mas konkretong patunay na gagamitin ng gobyerno ang advertising budget nila to suppress the media?

Baka maging example ito ng boy who cried wolf, eventually hindi na maniwala ang mga tao sa mga reklamo ng taga media…

On another note…

Hindi kaya totoo rin na may mga media entities talaga na ang source of income comes from the governetn state-owned institutions… Kung yun ang rason, abay malaking problema nga nila… So the next question is, have they (or will they) compromised editorial independence in the name of the God-money???

I just hope these “surveyors” should stop insulting the public but just properly reporting their data. Marunong na po ang mga taong bayan at nag iisip na po ang mga yan….Addition lang, no?

They are out want to win the media war with more paid propagandists without qualm and moral regard to waste people’s money in the process (Let’s audit this media initiative later once Gloria is out and hold every paid lapdog accountable). They realized that the full time Gloria propagandists they have at present are not enough to silence the truth-seeking anti-Gloria writers sprouting spontaneously all over.

— just two points here.. one that we dont see gloria arguing bout the surveys when she was running for the elections.. hahaha dont think the fact that kasi it shows her leading has anything to do with it right??

Even if all 59 percent agree on a post-Arroyo scenario, effectively 100 percent of Filipinos do not want her to be removed through military intervention.

— second point is whichever way you look at it.. majority of filipinos want her out.. closet protesters lang nga mga iba dyan..

Please read the column today (March 10) of Mr.Max Soliven, our
publisher and well respected veteran journalist, I think he also,
more or less, has the same stance on the issue. I just don’t know why
this “self-serving” stand, as you stated, could make it “disturbing”
to you. It is a fact and reality that media entities have to deal
with each day in terms of survival especially in a very competitive
media that we have. So as a personal stand on the issue of press
freedom, I have been consistent in saying “press freedom” is a
relative term. it depends upon the vested interest of your media owner.

May I know who’s in charge of the house? all the presidents men are now pre-occupied on the survival of gloria macapagal arroyo. How can the country move on, when all time and efforts are spent to protect gloria, to save gloria. Who’s minding the store? Nobody. As Joker Arroyo said earlier, this administration will do everthing to perpetuate themselves to power. How GREEDY?

Am now worried and angry because tax collection had increased due to the additional 2% VAT. whose gonna benefit from these additional collections? Yesterday we received our Meralco billing, lo and behold our billing now is over P11,000 when our last billing was only P8,000 something, an addtion of over P3,000. I wouldnt get worried if the collection will get back to us in form of better social, health services for the poor and the needy but knowing Jose Pidal and company are very much around, only God knows where the tax collection will go.

Now this admministration is spending so much taxpayers money again on the barangays for the constituents assembly kuno. Wala silang paki-alam sa gastos hindi naman nila pera yon eh.

Our countrymen are hungry and no decent home to live in, but look at these PUBLIC SERVANTS, walang pakundangan sa pagwaldas ng perang bayan. nakakasuka na. PATALSIKIN NA, NOW NA!!!!!

You may call it an affront to “press freedom” or whatever but the fact is the government, again whether you call it propaganda or whatever, must also compete with the minds and spirit of the people, in the same way that other media groups that are being controlled by vested interest are trying to “influence”, “propagandize” or in short, counter any, if it not all, of the government’s propaganda machineries.

There is nothing wrong with controlling all press releases or advertisement coming out of the government entities. It is up to the people to whom they will trust or believe. We must also remember that in the political arena, the opposition also uses the media and some media entities are controlled by some of these groups. Hence, it is equally but fair that government should control all the news that comes out. If some new agencies that oppose to the government are being hurt by what appears to be a media crackdown it is most likely that the news is already crossing the line of seditious overtone or similar.

Media ownership should in fact be controlled because they are such a very powerful instrument that could bring down a government or influence events. Even in a very democracy country such as Australia, New Zealand and even the United States, the media ownership is closely being monitored as a means of ensuring “balanced reporting”. I would be interested to know the owners of some, if not all of the media in the Philippines. I will not be surprised why some of these media (i.e., newspapers, TV or radio) are anti-government all through out but very supported of one’s government of their likings, again all throughout.

No government in their right mind would ever tolerate such a behavior. There is always limit to “press freedom”. It is never absolute or to be defended at all costs. Who would want to denigrate the Prophet Mohammed by that irresponsible caricature? Some had said that calling the attention of those who published the caricatures as an affront to press freedom! What press freedom if it insensitive to the very core of one’s belief, if it is seditious, if it will create great public disturbance, mayhem or people or military to revolt against a duly-elected officials!

If one wants to get rid of the head of state, they have to do it legally, i.e. election, impeachment or lost of trust and confidence as in the party mechanism as in a Parliamentary system.

It is scary thinking that because there is a fragmented opposition and no definitive platform of government as an alternative waiting to govern, there is that grim scenario that once GMA is forcefully and illegally forced out of office, there will be a power vacuum that would likely be filled in by politicians of high questionable or doubtful characters, orientation or vested interest.

The administration in power can use media to air its propaganda using ITS own party resources just as opposition groups can. However, ad budgets of GOCC’s and other gov’t agencies cannot be used for partisan ends by propping up admin-friendly quarters and excluding critical media for the simple reason that this would constitute a blatant misuse of PUBLIC funds.

If government agencies like PAGCOR have any infomercials that have to be disseminated to the PUBLIC (a public that they are tasked to serve), then their ad placements should never be partial to any particular media entity.

And as for media ownership, it should be pointed out that gov’t has a number of TV & radio stations, as well as, sequestered news publications under its wing, which it can use to air its take on the current events.

There are many “sacred cows” not to be sacrificed in the altar of Freedom of speech and here are a few:
>>> anything that discrimainate against any person regarding his/her sex, age, color, disabilities and race.
>>> anything that tantamount to hatred (like denying the holocaust) and the Rwanda massacre is also considered hatred.
>>> anything that violates the rights of the minor (like publishing the names and pictures of underage wrongdoers).
>>> anything that discriminate the apposite sex.
If you want to know more of the limits google search canadian charter of rights and you’ll find that freedom of speech is not an absolute as most think. But believe me, we are as free as the birds here, and those limits have never bothered us in any way, actually they help us becomes a cohesive society. thanks

Well and good, dapat nga magtipid ang gobyerno, kaya lang kunwari lang nagtitipid. But look at what they’re doing.
The Contituents assembly is on high ground running to the tune of P125 million taxpayers money according to IBON Foundation. All this just for undertaking a signature drive for Charter Change (Cha-cha). Wow palibhasa di nila pera, baka nango-mission pa?

The media can actually hit back by doinng DEADMA. Wag nang pansinin si gloria at mga alepores nya. The best counter is to IGNORE and IGNORE gloria and company. In fact nakakasawa na nga makita mga photo ops ni gloria. In my house, we have 3 news papers, when I see gloria’s face in the front page, I turn it up side down so I wont see her cute (?) taray face. Why worry, as a publisher said, news papers will survive without governments adz.

And dont ever think that those who doesn’t agree with you are of of lower intellegence, morals, and values than you have. Never did I object to anyone of you expressing your opinions, no matter how silly they are.

One distinction you forgot, though, is that supposedly valid conclusions made from scientific studies, be they “hard” science or just of the socio-political variety, should NEVER be subject to anyone’s biases and personal opinions.

Practitioners of various disciplines like economics should know that!

Once an experienced academician like Monsod starts to twist research data to suit her argument, she exposes herself as a charlatan and a fraud, which is not unlike her fellow sham-erudite-of-an-economist Lemon Cheap Executive.

This office will definitely change the entire picture. I’d like to remind everybody about how Big Mike manipulated people’s sentiments leading to EDSA 2. He confided to Nick Joaquin how they distributed Erap tapes coming from Ramon Jacinto, and how they bought and distributed millions of copies of the Pinoy Times bearing the reports on the Erap mansions.

This new EO is a cloak for a propaganda office and not for better management. Channels 4, 9, and 13 are all government-owned, kulang pa ba ito para sa administrasyon? Do the math, how many privately-owned channels do we have now?

The 4th State as media is called is supposed to be a fiscalizer and not a propagandist. Do your job well and the media will only print high praises. The problem is, too much corruption and anomalies in government that these really stands out in the news.

*To middleclasspinoy, try watching CBS, ABC and Fox News, you’ll see that the US military also suffers from rumbling and complaints from the lower ranks. What’s nice about the US is that they address these grievances.

Kaya walang middleclass na sumasama sa mga rallies is because most have migrated to other countries. This is a fact, that is why we are suffering a brain-drain. Through the years, the middleclass has dwindled as those living below the poverty line continues to grow. Of the 84 mil. Filipinos, roughly 15 mil are either under or unemployed. The gap between the rich and poor has grown by leaps and bounds.

OK, so name-calling isn’t your cup of tea. Fine. At least I never pretended that my low opinion of them were based on any research data.

But you should get it into your head that Monsod, precisely because she’s trained in the ways of scientific research, is only qualified to interpret and make conclusions within the bounds of the research data at hand. Clearly, the 81% she came up with is too much of a stretch.

Huh? Well, that’s precisely what the PIA is for. Why create another body to “rationalize” public info programs of government at *this* time?

“Section 2. Composition. – The Communications Group shall be headed by the Press Secretary and shall have as members the Director-General of the Philippine Information Agency and the Chairman of the government mass media organizations, both of whom shall have the rank and emoluments of Cabinet Secretary.”

O, tapos si Bunye ang magiging boss ng direktor ng PIA at ng Chair ng government media organizations. Why? The media needs of the President are not the same as the communication needs of government agencies, nor the public service agenda of government-owned media. This body will ensure that they be one and the same thing. The OPS needs to manage the President’s image, the PIA should be promoting the *programs* of government agencies, government-owned media should be independently providing news and entertainment (they are *publicly* owned, not official mouthpieces of the incumbent). The Communications Group is clearly there to centralize and politicize media operations across government. In other words, it is a propaganda team. There was a Ministry of Information during the Marcos regime, wasn’t there?

(prolonging her stay in office) funding is needed for this excercise di ba?.. kaya lets legalize jueteng call it STL.. dat way we negate the reason we kicked out erap from office in the first place.. sabagay legal na naman ito.. panu naging legal? .. coz we changed the name to STL.. kaya yung mga tauhan sa DILG on the look out right now..for possible jueteng resurgence.. basta di STL yung pangalan nyan illegal yan… to ensure pag nag start yung STL hit sya….. kikita na ang Legit STL franchisee (juetenglord na pinabango lang).. kikita pa PCSO which in under who?? ATE GLUE (the biggest jueteng lord of em all)
