AMID accusations that the voting was a farce, the board of trustees of the Development Academy of the Philippines elected last night Antonio Kalaw Jr. the new president of the government think tank. He will replace Eduardo Gonzalez who retires on May 31.

Kalaw, whom President Arroyo declared in a March 31 letter as her choice for DAP president, got the votes of seven Cabinet members who sit in the 11-member board, in what DAP insiders charged was according to a script fashioned by Malacañang.

The seven were Environment Secretary Angelo Reyes, Health Secretary Francisco Duque, NEDA Director General Romulo Neri, Budget Secretary Rolando Andaya Jr., Acting Land Reform Secretary Nasser Pangandaman, education department officer-in-charge Fe Hidalgo and Agriculture Secretary Domingo Panganiban.

In last night’s meeting, called to interview eight candidates shortlisted by a search committee, the representatives of Neri, Duque and Pangandaman submitted to DAP Chair Jimmy Yaokasin letters already indicating their vote for Kalaw “pursuant to President Arroyo’s desire letter.” The endorsement letters were the same as the draft Yaokasin earlier suggested to the trustees.

Reyes’ and Panganiban’s representatives informed the board that their principals were voting for Kalaw. Andaya’s and Hidalgo’s representatives, on the other hand, said they had called their principals, who reaffirmed their vote for Kalaw.

Yaokasin did not vote after seeing Kalaw had garnered seven votes.

Neither did Gonzalez. Instead, the outgoing DAP president, reading from a prepared statement, explained that he could not vote for Kalaw who, he said, had subverted the selection process and could not “lead the academy to new heights.”

“I deeply regret that it is an insider—a high-ranking DAP officer who must lead by example, a Career Executive Service Officer who is sworn to uphold professionalism in the bureaucracy—that is causing this agonizing moment for the Board members. He has degraded this process through a politically endorsed candidacy that he has furtively maintained despite the presence of a stronger, more qualified set of candidates—a situation, I feel, that will potentially embarrass the President herself,” Gonzalez said. Kalaw is DAP senior vice president and corporate secretary. He was overseer of the search process that began when Gonzalez announced his intention to retire to the DAP staff last January.

Civil Service Commission Chairperson Karina David-Constantino inhibited herself from voting, calling the process a farce and accusing the trustees of reneging on their duty by succumbing to pressure from the Palace.

“I think the interview was a useless process because, indeed, we were going through the motion, the letters having been prepared,” David said. “I cannot call ourselves a Board if we cannot make decisions with reasonable basis.”The CSC chair expressed fear for the academy’s future. “(DAP) was never intended to be just a tool of any administration. It was intended to be a think tank worth its salt to help to advise those in power and not to be used by those in power,” she said.

David recalled how the DAP has been a “pillar of strength” even during martial law. She said, “DAP has always been a sanctuary for fresh ideas and for people with integrity. And I think, to put it bluntly, while it is true that power has its own prerogatives, I have always believed that the only way by which power can be used should be with sufficient restraint. I have not found that restraint in this process.”

David said she will not attest Kalaw’s appointment. The board has 30 days to get the CSC’s imprimatur to make his appointment official.

The CSC chair, however, will be out of the country starting June 21. This means the board can approach the CSC officer-in-charge during her absence to attest the appointment.

David had insisted on the proper selection process after Yaokasin read Arroyo’s desire letter at the board’s March 31 meeting. She had reminded the trustees that the DAP presidency is a career, not a political position.

Seven of the eight shortlisted candidates snubbed last night’s interview upon learning that Malacanang had issued “marching orders” to Cabinet members to elect Kalaw even after the DAP board had agreed in its March 31 and April 28 meetings to follow the proper selection process.

They included Grace Jamon, dean of the DAP Graduate School; Segundo Romero, former DAP executive vice president; Francisco Magno, executive director the De la Salle University’s Institute of Governance, and Amado Mendoza Jr., a political science professor at the University of the Philippines; UP sociology professor Josefina Navarro; Ayala Corp. associate director and Cebu Business Club president Antonio Pineda; and former environment undersecretary Rolando Metin.

Many DAP officers and employees had opposed Kalaw’s candidacy, saying he lacks expertise in the academy’s thrusts, which include governance, productivity and competitiveness, and development.

The search committee, in fact, ranked Kalaw ranked second to the last of the eight candidates. Kalaw has no postgraduate degree, unlike all the other candidates who are PhD holders with strong local and international connections and a string of publications, researches and awards.

Mendoza, who was among the four candidates who wrote the DAP board a strongly worded letter last May 11 rebuking Arroyo for interfering in the selection of the DAP head, showed up at the start of last night’s meeting to ask if the two conditions they had set for their participation in the interview process had been met.

The four had sought the withdrawal of Arroyo’s desire letter and the board’s assurance they would evaluate the candidates based on their merits.

When told the conditions had not been met, he left.

The board interviewed Kalaw, asking him about the propriety of Arroyo’s desire letter, among other things. He replied that the desire letter was the President’s prerogative and that it was a reality.

The board did not assess the results of the interview, but proceeded immediately with the voting.

Absent from last night’s meeting was Finance Secretary Margarito Teves or his representative.

The other Cabinet members sent representatives: NEDA deputy director general Nestro Mijares, Education Undersecretary Antonio Inocentes, Budget Assistant Secretary Eduardo Opida, Health Assistant Secretary Mario Villaverde, Agriculture Undersecretary Salvador Salacup, Environment Undersecrtary Demetrio Ignacio and Land Reform Undersecretary Bernie Cruz.

The Development Academy of the Philippines, the country think tank proves at once that against Arroyo’s “whims” they become an”empty tank”: no backbone, no brain, no credibility no power to resist. That’s what they probably wants, otherwise, they could have fought their way for what this institution stands for! What is there left still for Gloria to be destroyed? What is more irritating is the apparent submission by these so-called elite and educated people of the country. There is not even a room for intimidation here, they just give way, without a fight! Shame, shame, shame on you!

In the DAP board’s March 31 meeting, Chairman Jimmy Yaokasin read a “desire letter” from President Arroyo, who expressed her wish to have Antonio Kalaw, a DAP senior vice president, elected the next DAP chief executive. A DAP board member says the unprecedented letter was “clearly an attempt by the President to influence the board.” (The election of the DAP president is tentatively scheduled on May 19.)

Several DAP board members say there are “better qualified candidates” for DAP president than Kalaw, who supposedly lacks expertise in any of the think tank’s thrusts. CESB executives also say that should a pro-Malacañang person become DAP head, the Palace would find it easier to muster the necessary numbers to remove David as CESB chairman, as well as force through or recall certain policies. The DAP president automatically becomes a CESB ex-officio member.

That’s what happening in DAP. Meanwhile, the Marcos Boys are back in the palace.

Two henchmen of dictator Ferdinand Marcos are back and now lording it over in one of the primary offices of Malacanang. Eduardo Soliman Jr., and Marcelo Farinas II are now the one-two punch of the Office of External Affairs, an agency that is supposed to work with non-government organizations and people’s organizations – the very institutions that were in the forefront of the campaign against the Marcos dictatorship.

Soliman served as Imelda Marcos’ executive secretary at the Metropolitan Manila Council while Farinas, a technical assistant at the defunct National Development Corporation, accompanied Marcos in exile – a blind Marcos loyalist. Both are known to have dictatorial tendencies, styles and methods.

Soliman and Farinas may have their political backers but surely their appointments do not augur well for the NGO’s and PO’s, and the Filipino people. Through them, Marcos is back from the grave and the years of struggles against tyranny and oppression are now being laid to waste.

It is not surprisisng any more that appointments to such important positions are in aid of the presidential interests (not to be confused with in aid of legislation hehe). Similarly, I had correctly suspected that Garci would be used for the 2004 elections when he was appointed to the Comelec over the strong objections of Sen. Pimentel who had the sad experience of having lost his previous senatorial quest due to dagdag/bawas and he accused Garci of having a hand in it. I really hate it when anyone in this govt invokes the words “transparency in governance.’ because that’s an outright lie.

For the information of everybody, not all employees of the ACADEMY is in favor of the endorsement letter. There have been protests and requests for Antonio D. Kalaw to widraw his candidacy unfortunately he never stepped down because of the strong support and assurance of all the Board members ( na sunod-sunuran sa lola GMA nyo) na done deal na ang pag-upo niya. Despite all the comments of Karina David, deadma lang ang lolo nyo! Nakakahiya talaga pero makapal ang apog e.

The election of DAP President last night was a farce. We were made to believe that the DAP board followed a selection process, a process that has been corrupted by a desire letter from GMA. If the DAP board indeed followed a process, then it could have been clear to them that Antonio D. Kalaw, Jr. was the least qualified among the eight nominees based on the report submitted by the DAP board appointed Search Committee. (Kalaw ranked 7th out of the 8 nominees). This may have been more evident to the board members if they were given a chance to interview the nominees in person. Shame on them to make us believe that they voted based on their careful assessment of the nominees qualification.

The farce election of Mr. Kalaw came right after the historical event of having Filipinos climb Mt. Everest for the first time. We salute people like Leo Oracion, Pastor Emata and Romi Garduce for being true role models to us DAPers.

To Mr. Jimmy Yaokasin and the 7 DAP Board members who did not uphold the integrity of the DAP President Selection Process (namely Sec. Angelo Reyes, Sec. Francisco Duque, DG Romulo Neri, Sec. Rolando Andaya Jr., Acting Sec. Nasser Pangandaman, DepEd OIC Fe Hidalgo and Sec. Domingo Panganiban including their representatives) maybe you could learn a bit from Oracion, Emata and Garduce the true meaning of becoming role models to us DAPers and to all Filipinos as a whole.

Tapos sasasbihin ni Bert Gonzales may assassination plot laban sa Donya in the Palace. Kung ganito naman ng ganito na lang lagi, masama mang isipin, dapat na talagang tapusin ang walang patid na pambababoy sa mga natitirang matitinong institution. Walang patawad! Pati mga opisina ng gobyerno na di ko pa man lang naririnig ginamit na ni Gloria para sa interes niya.

To add insult to injury, didn’t you notice, Gloria had to write the board a letter to name her preference for the next DAP president.

Bakit ‘ka nyo? All she had to do was to tell in private the seven cabinet secretaries to vote for Kalaw and she wouldn’t have heard a whimper. But no, she made sure the remaining 4 board members, and everyone else knows, “hey, Kalaw is my appointed one, me reklamo?”

The media should follow-up on this issue to open the eyes of the so-called silent majority. Huwag na tayong kumagat sa spin nila na walang puwedeng pumalit. Pagod na ako mag-explain sa mga anak ko kung bakit nandiyan pa si GMA kahit na patuloy na niyuyurakan ang ating mga institusyon. Okay na sa’kin yung caretaker council maalis lang yang si GMA.

If we view fully, the reason why PANDAK continues her sejourns in the palace is that because she is waging her cohorts in a lavish/generous way, and that includes the promise for top government posts. Even independent institutions like DAP became a subject of her political terrorism.
What to do to stop this woman? If everyone refuses to pay tax, there would no more money to pay these termites in the government, and everyone will put the blame on Gloria, and that is the last thing Gloria in Excelcis could afford to handle. Anyway, there is no possible way for her to sue every taxpayer in the country: this is just a sort of national disobedience intended to suffocate the supplements for Arroyo’s survival! A very risky move but hit them where it hurts most: their pockets!

yup, gloria not only has dapped* her finger into DAP’s affairs but she practically swam into the think-tank thereby making it a septic tank (as tongue aptly said).

now, kalaw is floating on top of that septic tank after the magnificent seven flushed their farcical votes on him down the toilet drain.

…imagine kalaw floating in that sea of organic wastes…iiw…then imagine him as the just-flushed excrement from the bowels of presidential desire…that bulky, grimy feces now on top of the sewage water…yuuck!

kalaw, please remember that upon assuming DAP presidency you’ll be acted upon more or be gradually decomposed by palace bacteria (as you will not be able to assert your independence and just be beholden to the ones who appointed you) and eventually, you’ll only become the sludge at the bottom of the heap.

kalaw, i guess it will never really hurt you…for you’ve already shattered your personal integrity when you chose to be a candidate for the presidency yourself when all the while you were the overseer of the selection process. who knows if you’ve just inserted your credentials in the search process and then bowed down from it when you’re already in the 14 semi-finalists. you even had the nerve to solicit endorsement from the number 1 non-believer of delicadeza.

…and to think personal integrity is one of the selection criteria crafted by the search committee…

for sure, kalaw, you’ll never be able to fly away from your distinction as the stinking manure of your org.

just sit back and relax…more of gloria’s shameless (but sometimes laughable) antics and tactics will come…now that they are hell-bent on achieving a no-el scenario come 2007 or if not, at least a horse-rider of a mayor of the city of Makati…(i just had a talk on gloria’s brand of politics with a neighborhood last-termer local exec…a grim future awaits patriots.).

Has anyone been to Ellen Tordesillas’ blog site or to MLQ’s? There is a nice discourse about Lulli’s Blog Brigade. It seems that she has a swarm of bloggers whose posts are in defence of her mother dear. Could it be that they are also here? According to some bloggers in MLQ, they have finally come out in the open. They no longer lirk in the shadows waiting to pounce on those who oppose GMA. Can you confirm this Alecks?

Civil disobdience is very effective. Gandhi used this to kick the British out of India. I agree with you baycas, GMA will never run out of money because of PCSO and PAGCOR. Add that to their desire to strike a deal with the Marcoses regarding their ill-gotten wealth. Incidentally, the human rights victims also has GMA to blame for their woes. Its the government who’s been fighting their claim in the courts despite the fact that remuneration has already been awarded to them. The main reason behind this is the impending impeachment this July. This will definitely cost much more this time as her tongressmen will surely raise the ante.

What I really find hard to believe is Sec. Ermita actually forwarding the desire letter to DAP. I believed the good secretary is FVR man on GMA govt. I was also more inclined to believe that the good secretary will be guided by the principle of good governance and high standard of moral integrity, a built-in guardian and fiscalizer to the excesses of the usurper in Malacañang. I was terribly disappointed that his actions tend to imply that he saw nothing wrong on GMA’s desire letter.

If the good secretary can actively participate in this kind of maneuvering, to what extent is he willing to do the bidding of the present dispensation?

Incidentally, I would like to inform you that there is such a group aptly called Luli’s Blog Brigade. This group posts comments in the different blog sites all over the web. They mostly harass and irk the bloggers who are against GMA. They used to lurk in the shadows but now have come out into the open.

If that’s the case, maybe the Senate can allocate a zero budget for all of these farcical government institutions and agencies. The Senate is threatening to pass a zero budget for the PCGG if the PCGG won’t backed down from their plan of striking a “deal” with the Marcoses, isn’t it?

We still got a lot of sincere and principled professionals who make each one of us proud and most importantly keep egging us to fight for what we think is right, for this country, for our people and for our children. My fervent prayer is that all these things today will be a nightmare for us tomorrow, and our children will face a better Philippines where cheaters, liars, opportunists are jailed and not gifted with powers.

jr_lad, poor Ms. Heidi Yorac would turning in her grave. This Abcede’s name should be changed to Absurd Eh. Yes LBB is alive. ‘Di sila nagpapahalata noon, but officially they’re out in the open. What they do is to register and post irritating comments and remarks defending GMA and her cohorts. Maybe nandito an din sila. Pag may nag-react sa comment ko, alam mo na member sila nun. So para huwag kang ma-inis, huwag mo na lang patulan pag may tumira sa’yo.

Nice to know you liked the site Huseng. This story was posted here a few months back. Follow up yung kay Ellen. Its should inspire us all.

schumey, if you are free in posting comments against the administration, you should accept other people’s view as they are also free of their own opinion, learn to listen not just to write! That’s RESPECT! Don’t single them out, some of bloggers here are against your comments but they are not necessarily pro GMA!
