SEVEN Asian countries, including the Philippines, are in the bottom 20 of the fifth annual Worldwide Press Freedom Index released by the international press freedom watchdog Reporters Without Borders (RSF).

RSF Worldwide Press Freedom Index 2006The Philippines is among the worst-ranked countries for 2006 at 142nd place (in a tie with the Democratic Republic of Congo out of 168 countries surveyed), further slipping three places with the continuing murders of journalists and increased legal harassment in the form of libel suits, including those filed by First Gentleman Jose Miguel Arroyo, husband of Gloria Macapagal-Arroyo.

The country is now in the ignominious company of Bangladesh (137), Singapore (146), Vietnam (155), Laos (156), Pakistan (157) and Burma (164). (Download the Asia Index.)

Since it was introduced in 2002 to provide a worldwide index of countries according to their respect for press freedom, the RSF Index has documented the deterioration of press freedom in the Philippines under Arroyo’s rule, with the country sliding down the rankings from 89th in 2002 to 118th in 2003. Though it improved to 111th in 2004, the country endured a sharp decline to 139th in 2005.

Though it moved up slightly, with fewer journalists killed, Bangladesh recorded more than 80 cases of censorship. Singapore slipped six places due to the new legal action by the government against the foreign media. Vietnam also moved up three places but it continued to stifle freedom of expression online while Laos remained in the same position, with its media obeying the information ministry’s orders.

The past year also saw Asian dictatorships step up their repression of the media with Burma slipping another place, with seven journalists imprisoned, 11 arrested and prior censorship maintained. Despite fairly outspoken media outlets, Pakistan saw kidnappings of journalists and physical attacks by police or intelligence agents.

Two of the three worst free expression violators are also Asian countries — North Korea (168) and Turkmenistan (167). Th RSF index reported that Kim Jong-il, the all-powerful North Korean leader, continues to totally control the media. In Turkmenistan, the torture death of journalist Ogulsapar Muradova, RSF said, shows that the country’s leader, “President-for-Life” Separmurad Nyazov, is willing to use extreme violence against those who dare to criticize him.

China (163) also dropped four places even though the country’s media outlets are more numerous and aggressive now, Repression, however, has increased, carried out jointly by the government departments of propaganda and public security. The Chinese government has stressed that it wants to keep its monopoly on all news, mainly through the state-run Xinhua news agency. In the past year, censorship has been stepped up, penalties increased, and many news websites shut down. Physical attacks have also escalated, with one journalist killed by police.

Northern European countries, meanwhile, have been topping the Index since 2002, with no recorded censorship, threats, intimidation or physical reprisals. As in previous years, Finland, Ireland, Iceland and the Netherlands share first place this year. Perennial joint first-placers Norway, Denmark and Switzerland, have however, slid down the rankings.

Denmark’s dramatic fall (19th) is attributed to the serious threats against the authors of the Mohammed cartoons published in autumn 2005. The Index noted that for the first time in recent years in a country that is very observant of civil liberties, journalists had to have police protection due to threats against them because of their work.

RSF also expressed alarm over the “steady erosion of press freedom” in the United States, France and Japan. Describing the deterioration, the Index said:

The United States (53rd) has fallen nine places since last year, after being in 17th position in the first year of the Index, in 2002. Relations between the media and the Bush administration sharply deteriorated after the president used the pretext of “national security” to regard as suspicious any journalist who questioned his “war on terrorism.” The zeal of federal courts which, unlike those in 33 US states, refuse to recognise the media’s right not to reveal its sources, even threatens journalists whose investigations have no connection at all with terrorism.

Freelance journalist and blogger Josh Wolf was imprisoned when he refused to hand over his video archives. Sudanese cameraman Sami al-Haj, who works for the pan-Arab broadcaster Al-Jazeera, has been held without trial since June 2002 at the US military base at Guantanamo, and Associated Press photographer Bilal Hussein has been held by US authorities in Iraq since April this year.

France (35th) slipped five places during the past year, to make a loss of 24 places in five years. The increase in searches of media offices and journalists’ homes is very worrying for media organisations and trade unions. Autumn 2005 was an especially bad time for French journalists, several of whom were physically attacked or threatened during a trade union dispute involving privatisation of the Corsican firm SNCM and during violent demonstrations in French city suburbs in November.

Rising nationalism and the system of exclusive press clubs (kishas) threatened democratic gains in Japan, which fell 14 places to 51st. The newspaper Nihon Keizai was firebombed and several journalists physically attacked by far-right activists (uyoku).

I’m sure this isn’t the first time we have been country #142 in this and some other surveys and ratings.

What’s with the number 142? Either it really defines how we now shamefully stand in the community of nations, thanks to our leaders, or is reflective of the prevailing true Pinoy attitude, encoded in numbers as “I love me”.

Look, we even have a president who signed a pact with the Japanese PM that would allow us to “import” hazardous and toxic materials that would virtually turn this 7,100-island country into the world’s biggest dumpsite! This, in exchange for nurses and other healthworkers being allowed to work in Japan while those whose health they should have been looking after are threatened with health hazards posed by “tariff-free toxic wastes” we even have to pay for. Wow!

Isn’t there a survey that puts the Philippine president as the most stupid president in the world?

why gwaping, if the SC did not reject the PI petition, will gloria not stay until 2010?

galing mo rin a. ginawa mo pang pabor kay gloria ang desisyon ng SC. para kang si bunyeta. but think of this, after 2010 what will happen to gloria if the form of govt. is not changed to parliamentary system? igagarantiya ko sa yo mag-aala erap yan sigurado.

Apology rejected. Because that is based on YOUR false assumption that she will stay until 2010. Similarly, the folly YOU belive that she benefitted from the SC decision to trash Singaw ng Bayad and Olat’s petition for charter change.

Kindergarten logic says the rejection of Lambino and Aumentado prevents Gloria from staying BEYOND 2010. What gave YOU the idea the converse will cut her term short?

It’s a win for Gloria, JDV and Papa Eddie are the losers (they can’t take out Gloria in the interim parliament anymore), another person that won is Noli of course. He’ll go for the presidency in 2010, sighhh, ‘will be’ victim of CI(E)VIL SOCIETY again.

gwaping, you must be right, the chacha thing is not a gloria thing but a Ramos strategy. But, this this shows that Gloria is an opportunist and a manipulator of a high caliber. She contents herself in using someone else brain to materialize her whims and ambitions to remain in power, thanks to Ramos strategy. And to make sure that she gets the support from other opportunists, she bribes them using the money from the coffers of the poor; means US! How can you paint a different picture out of her mess? Gloria will not remain in power till 2010 because “her people’s initiative is not the Filipino peoples’ initiative!

gwaping, that’s your incredible perception. but is malacanang really rejoicing? strange, but i can’t see what you’re envisioning… maybe true for noli. instead, i see gloria’s lapdogs scrambling for their next move on how to do the cha-cha. ermita is quick to call for a motion for reconsideration and for administration congressmen to go for Con-Ass while injustice sir raul o. gonzales is even suggesting to postpone the election (is that rejoicing to you?). and if this initiative is not a gloria thing, please explain to me the role of ULAP in this PI move. who controls the local executives? can you honestly say that the funds used by ULAP came from their own pockets and not from public coffers? nobody would believe it, right? again, logic will tell us that if gloria is against cha-cha, those local officials behind ULAP should have all been slapped w/ suspension (at least preventive) by now for malversation of public funds. just look at what’s happening to those local executives who are against gloria. the fact is, gloria needs this cha-cha to avoid prosecution when her “term” ends in 2010. with cha-cha, it means also no more fixed terms for incumbent officials and that applies to gloria too. by the way, where did you get the idea that JDV & Papa Eddie can take out gloria in the interim parliament? isn’t it clear in the proposed amendment and revision of the constitution that she will keep her position until 2010?. which one do you think is advantageous to gloria?

bootlickers are amply rewarded, starting with Davide, Senga, and soon Palparan. the last may even end as ambassador to some important country. tsk, tsk.

jr_lad, read well your politics…it is all win-win for Gloria! If cha-cha succeed, that’s her payment to Papa Eddie, if it’s not successful, she finishes her term until 2010. For show, she has to support all cha-cha initiatives, otherwise lagot siya kay Papa Eddie and JDV…Tita Glo and her party (Kampi) can’t stand alone, yet :-) Ronnie Puno and Louie Villafuerte is still working on it, on the othehand, JDV and Papa Eddie are better off with Tita Gloria because Lakas chances of taking over the the government is still positive. They can’t afford the opposition to take over, that is why in Congress they protect gloria in all POSSIBLE terms.

jr_lad, in an interim parliament, it’ll be all JDV show…Kampi is still a miniscule group, it can’t fight yet the combination of Lakas (of JDV & Papa Eddie) NPC (of Ninong Danding) LDP(of Tito Edong)..they’ll dispose of Tita Gloria at their wishes (of course in graceful way, para di dyahi)…haven’t you noticed, when cha-cha is not moving a year ago, nag-aalburuto si Papa Eddie, but since the last SONA pa-smile-smile lang sya? ‘yun ‘yun :-)
