Archbishop Oscar CruzJUETENG and elections are first cousins, says Lingayen-Dagupan Archbishop Oscar Cruz. He adds that one usually follows the other, as elections in the Philippines are financed with jueteng money.

Cruz has been waging a crusade against jueteng for five years, ever since Ilocos Sur Governor Luis “Chavit” Singson revealed that former President Joseph Estrada had been receiving millions of pesos from the illegal numbers game.

Jueteng has only gotten worse under the current administration, says Cruz, in this podcast for i Report’s series on local bosses. He believes that the national government is jueteng‘s biggest beneficiary. Thus, it will not make any moves to curb it.

Archbishop Cruz admitted near the end of his interview that no one from the lowly collector to the top of the hierarchy, the Jueting Lord has been prosecuted for the Crime of Illegal Gambling and he also mentioned that the Anti-Jueting Crusade can not even put up a chapter in the Province of Pampanga, due to the influence and the power of the Gambling Lord, which I gather is alleged to be known as one “bong” Pineda. He is trying to convey is his message that Jueting had already taken root deep in the Political offices of the Local Official with the Muscles of Local Police for Protection and also private armed Goons. And instead of the syndicate disappearing, it is getting bigger and the number one source for Election Campaign Expense.

Now turning to the other channel, Miss Gloria Macapagal Arroyo would brag that she, single handedly eliminated Jueting during her own campaign. But then Jueting in Pampanga is still untouchable and so in most part of the country. And she needs a lot of funds this coming election, and knowing that Gambling is one main source, would we expect the President again to speak with the corner of her mouth and take the Jueting Money with her hands?

Jueting is already a rotten decay in our society. I think our nation will no longer eradicate this bad habits of gambling coz it was already instilled in our minds since then that the best way to improved our living is through gambling, a one time shot of being millionaire especially the notion of our people at the countryside.

The best thing we can do is to subdue this decay through livelihood programs or job opportunities at our countryside. Since our country is an archipelago the best way to promote livelihood programs is through farming & eco-tourism from foreigners. if we may just have a good program of agriculture then I think we can solve this problem. Thailand, Vietnam & Laos are just example for us who now export most of their GNP. The support of the government is vital to this success. Honest to goodness discipline from the LGU, the military & other authorities for sure will make us move our people to work hard, but the problem is that the most violators and promoter of this jueting are those that are in the positions and in the government these days, it even become worse under GMA leadership and at most become rampant. Have we heard any jueteng lord prosecuted? None at all….. If only proper distribution of basic goods for agricultural funding, not like the Agri fund scam of GMA, I think little by little in the years time we can attain this.

How can Abp. Cruz be effective in his
crusade against jueteng when in his own diocese in Pangasinan, he cannot stop his priests from accepting donation from jueteng operators. He was once an ordinary in
the Archdiocese of San Fernando.
