Whodat?

IT has never had any need for publicity, and that remains true to this day. But recently the Presidential Legislative Liaison Office (PLLO) has come under the spotlight nevertheless, and not under the most pleasant circumstances at that.

Pampanga Governor Ed Panlilio [photo by Joe Galvez]Most recently, two of its undersecretaries were implicated in the alleged Palace payoffs scandal, and although both have denied having anything to do with it, the office to which they belong is suddenly not looking too good.

In an emailed reply to PCIJ’s queries about his experiences with the PLLO, former Representative Gilbert Remulla (2nd District of Cavite) writes that the purpose of the office, “to put it bluntly, is to lobby the congressmen and ‘persuade’ them to follow the legislative and political agenda of the president.”

The question is, can the Congressmen be persuaded to follow the President’s political agenda? Isn’t it that these Congressmen, especially those from the opposition, shield themselves from any influemce from the administration. Aren’t they all to self-righteous? The administration has the numbers in the lower house. So, the Presidential Legislative Liason Office doesn’t need to “lobby the Congressmen”.
