WITH ALL THE APPARENT RUSH for the spoils of the Priority Development Assistance Fund (PDAF), more notoriously known as the pork barrel, some may find it curious to know that there are several cities in Metro Manila that failed to consume their dose of pork.

The reasons, according to a study by the Commission on Audit for pork releases from 2007 to 2009, are either the lack of technical ability to implement the project, or the lack of need for the project to begin with.

This appears to fly in the face of arguments that pork is needed by legislators because they are in the best position to know the needs of their constituents.
