LEGISLATORS, by their very name, are supposed to make laws. But as the pork barrel issue proves, legislators are also into many other things, such as identifying projects, hobnobbing with contractors and middlemen, and putting up foundations.

In fact, the recently release report on pork barrel expenditures by the Commission on Audit shows that several foundations who have legislators as incorporators and had implemented pork barrel projects, are guilty of unliquidated expenses, questionable transactions, and unconfirmed deliveries.
