Much applause, few surprises

LOOKING triumphant after seven weeks of a crippling political crisis, President Gloria Macapagal-Arroyo told Congress today that the political system had become a hindrance to economic growth and that it needed to be changed.

She proposed that Congress be convened as a constituent assembly to change the constitution and proposed a shift to a parliamentary and federal form of government. But she did not address the impeachment complaint filed in Congress today nor the allegations of wrongdoing that have plunged her government in crisis.

It was the shortest State of the Nation Address (SONA) ever given by Mrs. Arroyo since she assumed the presidency in 2001. It was also the most enthusiastically applauded. The president spoke to an unusually supportive  assembly packed by her allies among congressmen and local and national officials.

There were no surprises in today’s speech, as talk of charter change has been rife for weeks. While it is likely that the House leadership will fast track the charter-change proposal, it is equally likely that the anti-Arroyo members of Congress will push for impeachment.

Unlike in the past, the president today did not deliver a long list of her accomplishments, but went straight to the point. “Our political system has degenerated to the extent that it has become impossible for anyone to make any headway yet keep his hands clean,” she said. “Perhaps we have strained the present political system to its final limit.”

The President said that a constituent assembly — which would involve turning Congress into a body to amend the constitution — may be the quickest way to change the political system. But she did not give a timetable for charter change, nor did she mention cutting her term short after a new constitution had been drafted, as proposed by former President Fidel V. Ramos.

Previous to the current crisis, President Arroyo was not enthusiastic about the idea of charter change, but this time, she made a connection between a political system that had “degenerated” and an economy that “was poised for take off” but could never quite advance because of politics. She proposed a shift to a “more responsive” parliamentary form of government, but it was her endorsement of a federal form of government that was particularly well received by her supporters among local executives, who were there in full force — again, a break from the past, when the SONA audience consisted mainly of national officials.

“Perhaps it’s time to take the power from the center to the countryside that feeds it,” she said amid loud applause. The president, however, did not give details on what kind of federalism she envisioned, although she talked about enabling local governments to deliver services more efficiently to their constituents.

While thousands of demonstrators were protesting outside Congress, the President crowed about her achievements, including a six-percent economic growth last year, record levels of tax collection, four million new jobs in the last four years, expanded health-insurance coverage, the decline in kidnappings, and progress in the peace negotiations with Muslim insurgents n Mindanao.

The President acknowledged that “ours is a country divided.” And there was no better indication of that than the contrast in the reactions of Senate President Franklin Drilon and Speaker Jose de Venecia who flanked Mrs. Arroyo as she spoke. The House Speaker was wildly enthusiastic, while Drilon was mostly looking down at his shoes. (Click here for a video and audio of the President’s speech.)

“The system needs fundamental change. Its time to start the great debate on charter change” — GMA is trying to change the rules of the game. From the impeachment or calls for resignation to a proposal for charter change. That is the center of GMA speech — a diversionary tactics for congress, media and the people to be pre-occupied with charter change.

Macapagal-Arroyo told Congress today that the political system had become a hindrance to economic growth.
-Think it means that ms arroyo wants the system changed coz it wants her out and is a hindrance to her economic growth.

Our political system has degenerated to the extent that it has become impossible for anyone to make any headway yet keep his hands clean.
-Does she mean that all of those in high office those in power right now have unclean hands and are like her cheaters, stealers and con artists?? And we want those kindsa people to frame our next constitution?? Are we insane??

ours is a country divided
-She should have said i divided our country.

Everything we expected to hear was there. If not for a blatant insult on our intelligence as a people, what else shall we call this speech? I think I’m going to have indigestion from what she said.

Federalism? Charter change? Oh my God.

Really flight is a manifestation of guilt.

i think its more better if she address the current situation. cha-cha means only for her political survival and gracefull exit.
much better shee address about her. urge congress to fast track the impeachment case against her to find the truth. as i can see, she is the problem, she made an action to divide more our people about cha-cha. instead to concentrate about her impeachment case. i dont see willingness in her SONA. i think first action and priority of congress is impeachment then debate about cha-cha or possible make it.

Yes, there were no surprises. We know that the congress halls will be filled with Gloria supporters to beef up her palakpak boys. We know that she would try to shift the debate from the issue of her legitimacy as president to cha-cha/con-ass. Yes we know that her speech will focus on areas the congressman and governors would like to hear and on her political survival. We know that she would spiced her speech with her questionable accomplishment while downplaying her record breaking shortcomings (highest budget deficit, highest spender, highest loan incurred, highest unemployment rate, highest number oil price hikes, highest election spending, having the most expensive boulevard, most corrupt government).

The past and present composition of the congress is reason enough to junk their proposal for charter change. The people do not want JDV to be prime minister. The people do not want more pork barrel. The people do not want to surrender their right to choose their President. The people do not want a subservient Prime Minister, a leader accountable only to the parliament. The people want a strong and upright President. GLORIA is the problem and the solution is not cha-cha, the solution is for her to resign.

GMA tells us that she’s concerned about the economy and education. So she declares today a special non-working holiday (that’ll really help GDP) and all children miss one day of education at school. For what? 23 minutes of utter rubbish? Hardly inspiring at all. Was it not her who said recently that we were on the verge of a financial catastrophe? And yet only months later we are now “poised for takeoff”. I mean does she really expect credibility !!!!

Listening to the congressmen interviewed later was sickening. Some were claiming this was the most inspirational SONA yet. Well I can only assume thats cause of GMA’s promise for charter change. Beware the politician who wants federalism or a parlimenatary system. It only means they know they will get acees to more funds (for themselves).

Interesting to note while watching the SONA that gina devenecia sat next to Ramos during the speech and was the found to be walking GMA to her helicopter after the speech. What does such closeness mean?

The sona for her allies.

GMA delivered a sona for her allies, JDV, FVR and the palakpak boys of are very happy.

Maybe this would commit them to stay in her side and for her to keep power.

SHE’S HELD HOSTAGE BY HER ALLIES!

It is true that this is the most divisive president we ever had, and the people even picked her as the worst president our country (never) elected.

Now some of her allies even called Metro manila as Imperial Manila. This will cause more divisiveness soon.

This administration is very good at discrediting people that when you unearth a scandal of her or criticize her, you’ll either just politicking or destabilizing. When non-opposition people (including the Hyatt 10 made their remarks), they brought this conspiracy theory angle against them.

They also scare people about possible successor or any form of transitional government.

Amazing!

And now, the country is begining to be more divided with the so-called cha-cha and the so-called imperial manila issue.

January 2001, our hopes we’re high because we thought we have a leader with high moral standards.

After 5 SONAs take a look, he outdid every wicked thing her predecessors did…and more.

THE TRUTH IS, WE CREATED A MONSTER!

ITO ANG TUNAY NA STATE OF THE NATION

The SONA delivered by GMA is a FAKE SONA. 4-million jobs created WOW, asan kaya yun? samantalang base sa survey 2.9 millions ang jobless as of June 2005(correct me if I am wrong).

klap,klap,klap,klap,klap,klap,klap,klap,klap,klap,klap!
BOW THANK YOU, (Bulong: kunin nyo na appearance fee nyo kay Sec. Neri)

The SONA is out of touch with the real issues confronting the nation today.GMA did not mention the impeachment complaint filed against her and the series of scandals that led to the present political and economic crises.
The SONA is not well articulated because it does not genuinely address the economy and polity intelligently. In fact, the economic data presented by GMA do not determine real economic performance. She mentioned 6.1 % GDP growth last year, however, this was possible due to government spending last elections and the 8 billion dollars remittances overseas and not on real economic performance.Real prosperity should be based on productivity of goods NOT ELECTION AND INFRASTRUCTURE SPENDING which are unprofitable and does not benefit national income accounts in the long term, export trade surplus and investments flow NOT DOLLAR REMITTANCES, increasing personal savings NOT DEBT, lowering interest rates to benefit SMEs, meeting and sustaining employment demands with supply NOT JUST CREATING CONTRACTUAL JOBS, improvement in Human Development Index like affordable housing, healthcare NOT HEALTH INSURANCE OF PHILHEALTH, education quality NOT QUANTITY, basic food and nutrition requirements, reasonable wages to meet cost of living.
I did not hear from GMA any economic real data which are measures shown above that will sustain economic growth and spur national development.GMA even mentioned to shift development from the center to the countryside while no genuine land reform for legitimate farmers is implemented, local industries are closing down, exports do not outweigh imports, job security is not improved in the long term then the SONA is TRIVIAL.
The CHA-CHA proposed by GMA does not sit well because of its timing and the credibility of the proponent who lost her moral ascendancy to govern due to scandals and injustices she and her family committed. She must be first ACCOUNTABLE and ANSWERABLE to these real issues confronting the nation today before she can even propose a systemic change of the political system. This is a diversionary and dilatory tactics to keep away from the real issues and obstruct justice and stay and prolong her political power desperately.

Please stop the drama and hystrionics. We need to think independent of politicians who have their own interests to take care of. We’ve been used enough. Listen, listen, think and analyze intelligently about what is best for our country.

Kablog,

WOW!

Judging from from the repeated thunderous applause from members of Congress (excepting Senator Drilon as you so astutely observed), it’s
almost surreal to believe this is the same president who everybody thought was about to fall down from her throne only recently. The loudest roar came with her promise to convene a constituent assembly to start restructuring the government to a parliamentary-federal form patterned after many of our Asian neighbors.

While that charter change would balance power in the government between Manila and the constituent districts, I hope that would also
change how politics is practiced, though I have my doubts it would
obliterate our culture of corruption. Maybe there will be more and better checks and balances, as it is in Britain, that would minimize the possibility of theft and other scandals.

PGMA is setting our country on a new course. Considering that the current system has not worked well, let us at least give her a chance to begin the change. We have nothing else to lose.

As expected, GMA delivered what the congressmen wanted to hear. Suggesting the house be turned into a constituent assembly to fast track a system change is outrageous. What I saw was an embattled president clinging for dear life to stay in power. Charter change is not the answer to our present crisis, but an examination of our values. Its so obvious that our (mis)representatives want to stay in power for as long as they can. These politicians must take us for fools. Sila-sila na naman ang uupo.

As for the “Imperial Manila” and those who feed us from the countryside, mga tol, pati gulay ngayon imported na. That is the reason why our farmers and their families are hungry. Our dependence on their crops has dwindled considerably due to unabated smuggling and high interest rates on loans acquires from banks and finacial institutions.

4 million jobs were created in the last 4 years, she must be joking. Did she count those who were laid off after six months? We all know for a fact that most jobs now are good only for 6 months. What about the graduates every year, do they have jobs now?

To those congressmen and local officials who cry for funds for their contituents, I suggest that you use your pork barrel to good use so your constituents will enjoy more benefits.

As for the impeachment, sorry na lang mga tol, I don’t think it will push through. We have seen how our (mis)representatives behaved during the SONA. They obviously have they the numbers. And the way Nograles clarified that no creeping signatures will be allowed, patay na talaga ang impeachment.

In closing, lets not allow our politicians to wreck our country with their personal ambitions. We must insist that our voices be heard. We the people they have sworn to serve and we the people who put food on their tables.

26-minute sona!
– service, health education -all lies and deception just like sonas the previous years.
-ang mbc, cbcp, hyatt 10 are not happy. yung mga sinabi ni aroyo are not connected to the problem. ang senado ay ayaw din wrong timing daw. it is not wise for them this early. the president itself is the problem.
-nakikiusap si gma ” you stick to me and move on. mrs president the country will not move on unless you resign. wala sa pananaw ni aroyo ang kinabukasan natin. kinabukasan ni gma ang laman ng sona. walang substance. mrs president you are not secured anymore as a president. you’re a goner no matter what you do

It is just unfortunate that the issue of CHARTER CHANGE becomes a tool in GMA’s survivial kits. While there may be merits to the proposal, I believe that this is not the proper time to dscuss charter change or a shift to parliamentary form of government. In effect this will just become an issue to be pre-occupied in the minds of members of Congress and local government units. This will likewise be a hot issue in the Senate as this will result in their eventual extinction.

I believe there are merits on the Charter Change but let us not sidetrack from the issue of GMA credibility and her crimes against the people.

Let us talk about CHARTER CHANGE once GMA is no longer in the Malacanang.

The problem is that Pinoys are too consumed by the debate on politics to focus on a debate on FUNDAMENTAL ISSUES. The fundamental issues go even DEEPER than the institutional rot that is only now becoming a focus of debate (too little too late).

An admired Pinoy based in New York once made this observation:

” ‘They are droll and unintelligent, focused on the trivial or the irrelevant.’ When the issues are of some significance, it’s the wrong arguments that prevail, the wrong side wins. Logic and common sense take the backseat to political arguments and the views of the poorly-educated. There seems to be some bases for her disenchantment”

Read the complete article here:
http://www.geocities.com/benign0/agr-disagr/10-comsen.html

The fundamental issue is the character of Pinoy society itself — a society with a culture not compatible with development of a strong nation.

Despite this outrage everyone presumes to harbour today, fact is (and as Mr. Raymond mentioned above), the REAL issues were already clear to a handful of insightful people even way back in 1987.

These views have been echoed many times after Fallows:

by Peter Fallows:
“Mr. James Fallows was right. This is a damaged culture. It is a selfish culture where too many think only of themselves (and family) and care little for others, or the nation as a whole.

I cannot emphasize too strongly that without absolutely fundamental change in these 9 issues, and the cultural change to go with it, the Philippines will be the basket case of Asia one generation from now.”

Complete article:
http://www.geocities.com/benign0/aboutus5.html

by Teddy Benigno:
According to Fallows, effective bureaucracies “needed to be protected from excessive democratic rule” as he sought to explain the economic and social success of many non-democratic countries in East Asia. He continues: “Foremost among these traits is technocratic insulation – the ability of economic technocrats to formulate and implement policies with a minimum of lobbying for special favors from politicians and interest groups.” Here comes the clincher: “The function of authoritarian rule (not dictatorial) has been to see that certain national interests are served, interests that might not automatically emerge from the play of market forces or the individual pursuit of happiness.”

Complete article:

And, of course, no comment of mine in this blog would be complete without an ounce of self promotion for Yours Truly 😉 :
“Any way one looks at things, the reality is this: we’re stuck with each other and that stigma of being Filipino that was aggravated by Erap’s presidency. The first step in the right direction is to swallow the bitter pill and take a good look at ourselves. That’s us! Non-partisan, nothing personal. It’s all in the culture ”

PGMA is setting our country on a new course. Considering that the current system has not worked well.
-Can’t believe you people believe all that crap the administration is churning out. First that it was the opposition that’s causing the destablilization. Now its the political system thats at fault. The system is only as good as the people that are running it. Kahit na if u have a windows operating system in your computer kung bobo ka naman at di marunong mag operate wala rin. If we follow the administrations train of though we should replace our windows o.s. not the operator.. makes sense ba?? If we move to a parliamentary system now with all her minions in congress and the senate tapos we allow them to tamper with the constitution. It will result into perpetual corruption and nepotism those are the reasons why we abandoned the parliamentary system in the first place.

let us at least give her a chance to begin the change. We have nothing else to lose.
– I agree whats 2 billion or 3 billion more of our money goin to waste its just money right?? tapos she’ll tell us to tighten our belts even more coz kulang pa yung taxes natin para sa mga white elephant projects nya.

-I agree on some point like our need to examine ourselves as a people. Why we allow ourselves to be used by politicians by the police by the church. Fundamental changes have to be made in the way we teach our children. We must teach them pride, humility, selflessness, fair play and patriotism etc.. Those were the traits our forefathers have that we seem to lack nowadays. More important is we need to really control our population. With the yearly increase in the number of poor folk government is really hard pressed to deliver those basic services said poor masses need to sustain life. Kahit na ba increase sila ng increase ng EVAT if we dont put our population under control you’ll end up with angry hungry masses, a middle class taxed almost to extinction, a church with lotsa parishioners who commit crimes nonetheless.. politicians who take avantage of the poor as a source of votes, and a poor uneducated populance seeking reprieve from all of this by electing another erap into office. Masyado po yan indebted to the church, at ngayon naman ke ramos at JDV. In the end sinung talo?? Not those people from the states po dito lang po sa pilipinas. Tayo ang talo.

SONA lang yon. It was not the venue to address the tapes and other issues that have been hounding her administration. She already presented a way out – for the country and not just for her. Tell me, who among the past presidents was ever convicted of a crime in this country. Meron ba? For all the wrong that was done against this country…ni isa wala. Doesn’t that tell you anything?

Her speech was mercifully short, and we still find fault in that. No matter what she says, some of us have our minds made up that she’s guilty of everything we can conjure – no impeachment, no trial, no truth commission – basta guilty. No matter what plays out from now on, some of us only want the country to go through more hardship because of our own choices. Why? Because we THINK we are right…. that is so presumptious, immature and DANGEROUS. Think of that.

We use the same words over and over again, generation after generation. We ought to be thinking about what is best for the country in the long run – for our own sakes and the future of this country. Doesn’t that mean anything anymore?

“Mr. James Fallows was right. This is a damaged culture. It is a selfish culture where too many think only of themselves (and family) and care little for others, or the nation as a whole.
-I don’t think filipinos are selfish.. at least those that are from the provinces that is. Think only those that were polluted by western thought processes, who think like they do, who were educated in their schools, who read their books. Those who were infused with the belief that money is everything. Everything is driven by profit.

Philippines will be the basket case of Asia one generation from now.
-I think the philippines is a basket case now. We have a cheating president and her congressman minions who are equally criminal in the way they protect her. A church not acting as a church but a political party, An AFP that is corrupt and non partisan kuno tell that to ERAP. An ex-president puppetmaster and his sidekick who has the president on a tight leash. A business community only interested in profit kahit na the truth is staring em in the face already they just can’t or choose not to see it. A people that is poor uneducated but still encouraged to propagate coz its in the best interests of the politicians and the church.
A middle class that is either apathetic or chooses to leave the country and its bulok people behind to seek greener pastures and a little order in life. Rampant killings rapes criminality and were all manhid to it coz we see it evryday in the news. That’s our state of the nation!!! Its been like this ever since EDSA1 if that is not basket case to you then dunno what is..

BF is creative and a maverick, just like Dick Gordon was during his time in Olongapo City, emphasis on “was”.

It’s too bad that BF did not have the full support of the President. Napolitika kasi, maraming “pride” na nasagasaan, mga MM mayors who won’t give an inch. Sayang, if GMA would have stood by his side all the way, siguro mas matino ang Metro Manila. Bakit ? P O L I T I K A!!

Ms Arroyo said the political system had “degenerated to an extent that it is difficult for anyone to make any headway yet keep his hands clean.”

She said the system was still capable of achieving great reforms, but by and large, “our political system has betrayed its promise to each new generation of Filipinos, not a few of whom are voting with their feet, going abroad, and leaving that system behind.”

The President said politicians might have “strained the present political system to its final limit.”

First, cheating…
Now, she wants to change the rules of the game…what’s next?
I detect a pattern…(Marcos deja vu with a hint of anti-social tendencies maybe?)

If I cheated during any type of game, I can’t play anymore.
If I cheated in school, I will receive a failing grade or get expelled.
If I cheated at work, I will get fired.
If I cheated at home, I will get divorced.

If I cheat as president, I deny and propose a charter change? (diversion from issues with the extra benefit of changing the rules)

If she remains, what are we teaching our children. The temptation of having power will test even those with the strongest of wills, beliefs, and value systems. I believe she failed the test.

Regarding changing to a parliamentary system, I don’t get it. She wants to move to a parliamentary system because it is less bureaucratic; but that only means it is more susceptible to abuse. The inherent bureaucracy in the present system is necessary so that the interests of all are considered. Politics is give and take, not just take. Don’t get upset with the process enough to change it; instead, make the process work for you.

Instead of a charter change, she needs change in two areas: First, she needs to change her style of engagement to one that brings collaboration rather than “impasse” on her initiatives. Second, she needs better people around her to give her proper advise. If the above two changes do not work, she needs to change jobs.

Like her other SONAs before, GMA’s 5th SONA was not an address about the state of the nation. It was a thesis presentation intended to boost morale and rally support in her struggle to remain in power. GMA never mentioned the political crisis directly but she presented a formula on how her battle is going to be fought, by calling for a Charter Change to effect federalism and shift to parliamentary system. This new strategy has now raised the level of the playing field by enlisting the local politicos into the main arena of battle. By issuing the call for Cha-cha GMA can now extricate herself from the main line of fire while placing local politicos in the frontlines.

Now, if GMA’s charge starts playing, the whole political dynamics of the country will be dancing the Cha-cha. The call for her ouster will then be left in oblivion sitting at the back seats of the dance floor.

My take with Cha-cha is, I am for charter change but with the conditions that: GMA is first impeached and then call for a constitutional convention where real representatives of the people shall be elected to draft a new constitution. By then, the issue of Federalism shall be determined by the people and not by the politicos.

“../it was her endorsement of a federal form of government that was particularly well received by her supporters among local executives, who were there in full force — again, a break from the past, when the SONA audience consisted mainly of national officials.” “Perhaps it’s time to take the power from the center to the countryside that feeds it,” she said amid loud applause. ”

The Federal system of government has long been awaited by people in the province… They have long wanted economic independence, better control of resources, education, security etc., and a bigger voice in policies that affect them.

My hats off to Mrs. Arroyo and her army of speech writers. While discerning citizens have come to realize that ours is a nation on the brink of collapse due to her 4 years of mis-management, others less astute grant her accolades for pointing to the sytem as the cause of our ills.

What happened to “Hello, Garci?” Jose Pidal? President Macapagal Highway? PIATCO? Jueteng? $2,000 a night to watch Pacquiao? “I am sorry, I made 15 lapses in judgement?” Why are the Hyatt 10, Cory Aquino, MBC, De La Salle, UP, Ateneo, NGOs calling for her to make the supreme sacrifice? Because we need charter change more?

what happened to Erap is well planned, well thought

there is a conspiracy then to oust Erap and we are all used
by those perpetrators.
that somehow made an imbalance to the force.
So now who can bring balance to the force like STAR WARS.

in GMA’s case its much much different.
as long as the FVR and JDV are all here they can
manuever GMA till 2010.Notice JDV jumping like a chimpanzee.

The SONA is like watching a soap or a stage play or a movie.
Imagine as such produced by FVR,directed by JDV,
Batasang as avenue or a theater.a spoof of ” REGAL FILMS”
it is now called ” ILLEGAL FILMS”
starring of course the illegal baby La Gloria.the contrabidas
are the opposition, those people who are calling her to resign.
what a nice script writers can make out of this.
and what a plot they could think of your guess.will be good as mine
i think we will be watching this soap, this play, this movie till 2010.

Si GMA nga naman talaga. Kitang-kita na ng taong bayan na nandaya siya sa nakaraang election, yet she tried to make it appear na okay lang ang lahat.

Dear readers, it is indeed very sad that we have GMA as our president.

When she was installed as head of state in 2001, being an OFW, i was very hopeful na sana ay may magandang mangyari sa ating bayan. My wish became even stronger when i learned that she is an economics grad.

Extra-ordinary problems requires extra-ordinary solutions. Alam
na natin na hindi pwede ang “impeachment”. Ano pa ang hinihintay natin? Patatagalin pa ba natin siya sa puwesto?

Nobody really knows if the impending change will be for better or for worse. Pero one thing for sure, the people wanted a CHANGE.

It is not the system but Mrs. Arroyo herself and her cornies are the hindrance for our country to attain its ideal economic goals. Cronies like Mike Defensor and such are programmed to say nothing but “YES MA’AM!” They are not just “loyal” to Mrs. Arroyo but “BLINDLY loyal” to her. This is quintessential that POWER blinds common sense. I pity those “BLIND loyalists” I hope that they also drown when GMA’s ship sinks into oblivion.

Benign0, halika, tayo ang magdebate.

I have resisted minding you for so long because as a heckler, you don’t deserve serious attention. But after being put in place by PN Abinales, you’re still at it.

The problem with your opinions is that they are not well-founded. You would have made a good quack doctor but never a surgeon, even an inept one. You collate opinions by other people and distill ideas from them, and pass them off as your own. Many of the people you quote don’t even have the intellectual rigor to be taken seriously anywhere in the Philippine academia. Solita Monsod? James Fallows? Teddy Benigno? An admired pinoy in New York? Cmon. I know a barber in New York Cubao who has a much trenchant view of Philippine history and culture than all of you combined.

You pass off opinions as if you know Philippine history and politics like the back of your hand. The truth is, you have a very shallow grasp of it, or at least, what you know is the wrong version of it. Anybody who has a real knowledge of the true history of these islands would know that it is people like YOU who historically have been its blight.

To illustrate my point, had you lived during the time when Bonifacio was insulted by Daniel Tirona during the Tejeros Convention, you would not only have seconded Tirona’s objection that Bonifacio was not a lawyer. You would have put into a motion that from then on, no Pinoy from the lowly classes should be allowed to desecrate such sacrosanct ceremony as building a republic. With your usual braggadocio, you would even have said, “Mga Kasama, gamitin ang KOKOTE!”

Care to answer, Benign0? A full historical discourse awaits you…

1. Banning election of any POLITICIAN upto the 4th degree relative and spouses after 1 term.
2. Scrapping the Pork Barrel which is what TRAPO salivate for(Pork Barrel can be better distributed to the different barangays and municipalities). Congress should be crafting LAWS.
3. 4 year terms for congressmen to be able to pass intelligent laws. I am amenable to higher salaries BUT no PORK.

Presidential or Parliamentary form of government is the same kung ang mamumuno sa atin ay ang mga politicians na nakaupo ngayon. They are after their contituents’ welfare but their own. Look at today’s crisis, JDV, Pichay and company have already declared that GMA did nothing wrong in speaking with Garcillano. If you point out the contents of the tape, they will tell you that it was spliced. They will make you believe that GMA didn’t say those nor hear Garcillano say about the Generals not knowing how to cheat. If these people will represent their constituents in a parliamentary form of government, di pareho rin ang mangyayari. Mas madali pang maging prime minister kasi mas madaling suholan ang mga congressman (assemblyman).

Charter is in fact a constitutinal coup by the lakas party (FVR, JDV) in collusion with the majority. It is the price that GMA will pay for the impeachment not to prosper beyond the congress. They will paying more taxes (local, state and federal taxes).

Parliamentary form of government will not work in our country when our electoral system is controlled by the elite and cheating is just as rampant that even the incumbent president is capable of doing it.

With votes alraedy in the hands of the members of Congress who will elect the prime minister, it will be a system of manipulation, compromise and maneuverings by the majority in the parliament.

And if the Prime Minister is found to have committed a crime like what GMA committed against the people, He or She can easily be absolve by majority-controlled parliament.

It will be a tayo-tayo system of government. It will be an extended family affair among the elites, with members of the families in various electoral districts represented in Congress. They will not only work as legislators but likewise with their relatives working in various agencies of government.

THERE will be total disregard to our government career officials and employees. Goverrnment officials and employees will be controlled by members of congress.

Imagine a persona like GMA with Mike Arroyo, Mikey Arroyo, Iggy Arroyo running the
affairs of government.

Our political leaders have not matured enough to have the decency to resign when the people have lost their confidence. Or will members of Congress or Parliament act on the basis of good morals, leadership, qualifications, lost of confidence etc. They will act on the basis of their political survival.

Sad to say, GMA represents the kind of political leader that is UNFIT to rule in a parliamentary system.

i agree with you pero sana linisin din comelec tanggalin mga mandaraya gaya ni garci at yung mga involved sa garci tape. and please lang kung si jvd & fvr ang mamumuno d bale na lang. id rather go for presidential form of govt. at least people’s choice ang mamumuno at may mandate ng tao. pagmumukha na lang ni jdv nakakasuka na eh. hopeless na kasing manalo sa election ito. patay na ambition na maging presidente ng pilipinas. at si fvr naman sabi wala syang balak mag prime minister. eh ngayon nga di sya ang president pero sya ang nagdidictate kay gma. instrument lang si gma.
by the way, gusto pala ni jvd conass. sabi nga ni mike defensor unahin muna deliberation sa commitee ng con ass bago ang impeachement. nagaapura talaga. remind ko lang defensor di payag senate con ass. they are for concon. abolish congress muna & go for concon para tao mamimili ng mga assaemblymen na siya naman mamimile ng prime minister. di bale matagal at magastos concon basta may quality. dapat lang gastusan amendment ng consti dahil kapakanan ng taong bayan hindi kapakanan ng mga majority congressmen like jdv(trapo), jaraulla, art defensor, nograles, libanan, pichay, antonino etc. at yung mga palakpak boys sa congreso mga tuta ni gma. tsupi na kayo. get get out!

I think that I’m beginning to be fretful as a citizen of Asia deep in thought over ‘essential issues’ like the ever-dangerous Pyongyang playing up to bully us with expensive nuclear toys while they starve their people. Well, Pakistan and India and now, the Koreas. Why can’t we forget in a while trivial issues like having to enmesh ourselves with Filipino politicians like Drilon & Co, instead we tackle crucial citizenship issues like the Asian citizenship, why not? Euro has now emerged to have succeeded, why not Asia?

Say, an Asia growth projection for Asians to include the Koreas, India and Pakistan and importantly China and Taiwan, a single citizenship with just our kids as the primordial concern, think food for our kids. Europe with their Euro money and railways to connect, why not Asia?

I think that this is one way of providing real power to small and medium scale industries become even more proactive standing up to the bullies of the greedy big business, drug lord cuddlers!

Think, a railway for Asia for the people of Asia, no more bombs only puritan concern for our kids, isn’t it truly nice and beautiful no more war in Asia? I hate Drillon and his like, I know he was elected first time senator via the fraudelent ‘dagdag bawas’, I like PGMA because she asked for forgiveness and I granted it. Think ‘Asia rail’ for the world!

There will be investors from all walks with such a growth projection, I wager for real peace with this growth projection, for peace and our children.

PGMA is betting she can wheather out the global economic pressure brought by high oil prices and other commodities.

She is betting once again that even without solid macroeconomic programs our country can ride the tide of global growth. She is counting on the stable flow of dollar remittances from our overseas Filipinos (a fixed variable irregardles not dependednt on her economic policy, if she has one) as a buffer.

She is also hopeful that Alan Greenspan (of the US Federal Reserve Board) would remain hawkish on inflation and thus control the rise of US interest rates. With our ENORMOUS DEFICIT I don’t now how Philippines can survive a sudden spike in INTEREST rate coupled with High Oil prices.

Hi usda_grademeat. Pulutan ba kamo?

The last time i wrote in these blogs was weeks ago, with Abe Margallo. But even then, Abe had manners and though his ideas were a bit patronizing, they were at least grounded onto something. But this guy Benign0 is something else. He reminds me of the entertainment tabloid writers. Konting tsismis na marinig, konting opinion ng iba na mabasa, ayun ige-generalize na agad towards nothing but a single point: idiotic ang Filipino.

Siguro sya.

By his silence, he is continuing to support the mismanagement of our country by GMA.
-I think he goin with the flow playing his cards right. Mas advantageous sa kanya to be with the ruling coalition di po ba coz they have the numbers eh and the support of the local govrnments. And if ever we do switch systems mas malaki chances nya ma elect as prime minister.

STATE OF DAMNATION ADDRESS

To the 84 million inhabitants of the 7,107 islands of the Philippines: ladies, gentlemen, lesbians, bisexuals, transgenders, and gays – from the shanties of Payatas to the mansions of Forbes Park; from the chapels of the Ivatans to the mosques of the Tausugs and from Manila to the rest of the world where every hardworking Filipino is present, isang mapagpalayang araw!

It is both a privilege and a challenge for an ordinary Filipino like me to deliver the State of Damnation Address.

My piece will not boast of accomplishments. President Arroyo has done that. Mine will be devoid of promises. President Arroyo is good at that. I will not talk about peace and unity among Filipinos. We have seen the end of that. Instead, I will attempt to highlight the obvious: a nation divided; a country gone awry; a populace losing hope.

We have a sitting president who screwed the electorate; refuses to admit her wrongdoing and stands firm as she clings to power.

We have a vice president who is lowly regarded by many sectors of the society and who might just lose his post to an electoral protest.

We have a senate president who was so driven by his ambition to seize a higher position that he decided to sever ties with the president, demanded her resignation and helped sow disunity among members of his political party. A week before that, he was on stage with her; declaring his undying support for her administration: “Madame president, kung gusto po ninyo, ilipat ninyo ang Malacañang dito sa Iloilo. Wala pong rally dito dahil suportado kayo ng mga Ilonggo.”

In just a week’s time, we witnessed a traditional politician’s despicable transformation from a very loyal ally towards becoming this country’s biggest starfruit (balimbing) in years.

We have a Lower House which spends millions of pesos in televised public hearings while failing to enact a single piece of legislation.

We have a Senate whose most popular members are recognized not because of their parliamentary skills but because of the B-movies they make.

We have a politicized and restless Armed Forces of the Philippines plagued by issues of graft and corruption involving its senior officers.

We have a police force reviled by half of the citizenry and feared by the other half because of its rogue officers’ involvement in crime.

We have the priests and the bishops and other members of the clergy who claim to follow the voice of one God but remain fragmented by politics.

We have the hypocritical Left extremists – now, well represented in Congress – who used to vilify lawmakers for enriching themselves at the expense of taxpayers. Their uncompromising clamor for the abolition of the pork barrel was patent! But today, look at them – enjoying the same largesse they once loathed.

We have a First Gentleman who would never be first in the hearts of the public and who is perceived to be everything but gentle.

We have a jailed former president who even had the guts to deliver his own SONA while ignoring the fact that he himself committed similar sins against the people he pledged to serve. Sir, you have had your chance at the presidency and you blew it. Just shut up!

We have a former president whose failed attempt to amend the constitution during his term remained an unfinished business and now eyes – as reports say – the post of prime minister in the event that the current administration succeeds in changing the system of government.

We have cabinet members who campaigned for the president; implemented her 10-point agenda and steered the country to kingdom come but upon realizing that they still have a conscience cut their ties with their boss whom they serenaded with “If We Hold On Together.” Patriots? Traitors? I would say cowards.

We have a former dictator’s daughter, now a lawmaker, who continues to live in profligacy but is now denouncing a government whom she accuses of robbing, cheating, and lying. Look who’s talking!

We have a former president’s son, now a lawmaker, who, in public hearings, treated jueteng witnesses like they were criminals, completely forgetting that he himself was once tagged as a beneficiary of the illegal numbers game and a plunder case against him is still in progress.

We have election officials who continue to receive thousands of people’s money in salary and incentives despite bungling a billion-peso computerization contract and helping manipulate the results of elections.

We have wiretappers who remain at large; never investigated and most likely, would never be punished.

We have self-confessed jueteng operators, bagmen, bagwomen, and collectors who are granted immunity and warmly welcomed by the members of Congress instead of being arrested, prosecuted and jailed.

We have undisciplined civilians who never run out of complaints against the government but even they do not and cannot follow the most basic traffic rules.

This is the state of damnation.

This is the Philippines in 2005.

Eli, Eli lama sabachthani?

Maraming salamat at magandang araw.

Maabuhay ang Pilipinas!

In Mrs. Arroyo’s Sona she said that ours is a country divided. Hmmm, I wonder who’s to be blamed for that? No matter how I racked my brain, I only came out with one person…..let the drum roll please, mga kababayan ko, here’s the country’s biggest culprit – Gloria Macapagal-Arroyo. She must be living in a constant state of denial nowadays for her not to know that.
I wonder what kind of jobs her illigitimate administration created anyway? The last time I came home to the Philippines, which was late last year, in one of the barangays that I visited 40% of its residents were jobless. Most can only eat once or twice a day. Who cares what the rest of the country eats as long as our corrupt and greedy politicians can have steak, caviar or foie gras for dinner.
According to Mrs. Arroyo kidnapping is a ” thing from the past”. This pronouncement however was shown to be untrue. I read an article in inq7.net dated July 29 that from June 17 to June 18, seven cases were recorded by the head of the CAAC, Teresita Ang-See to the National Anti-Kidnapping Task Force. She also added that if Mrs. Arroyo knew she wouldn’t have included that in her speech. Good grief! Mrs. Arroyo couldn’t even get her information straight.
Let us not be fooled by Mrs. Arroyo’s tactics. Charter-Change is just another ploy by her and her “trapo” allies (FVR and Jose De Venecia) to divert our focus from the real issues of vote rigging, jueteng payola, and corruption that are currently hounding her illigitimate administration. Charter-Change is not the answer to the current crisis that is facing our nation. Changing the present form of government from Presidential to Parliamentary can be best equated to moving a bunch of rotten eggs from one basket to another; the same corrupt politicians and the same corrupt ideology. Why are we going to spend billions of pesos to change our present system when we could use these funds to better the lives of millions of our fellow Filipinos who need it most. These funds can be used to create jobs, improve education, improve public healthcare, build infrastracture and so on. Whatever funds that would be used for Charter-Change would just eventually end up in the pockets of some of our corrupt politicians. We, the ordinary Filipinos, are the ones who end up losing in the end.
In our local newspaper, Mrs. Arroyo’s vote rigging scandal has been featured lately.

“If I run, it will require a major political effort on my part. But since I’m among the principal figures in the divisive national events for the last two or three years, my political efforts can only result in never-ending divisiveness.”-GMA that December

Don’t you see? She is prophetic. Pero like Cassandra in Greek mythology nobody believes her.

Pero sa SONA, may isang bagay akong talagang pinaniwalaan, she “..cannot keep..” her “…hands clean.”

We must be vigilant. Sobrang dami ng spins to distract our attention from the real issues of the day. This adminsitration is really so arrogant and “garapal.”

Mrs. Arroyo simply does not care about the marginalized sector of the country, whose number increases by the day. I remember last Christmas in one tv docu where she displayed the signature collection of her granddaughter while so many children sleep without clothes to cover their backs. And during the June 12 dinner at Malacañang, she was wearing her sparkling diamond necklace while talking about the plight of the poor people. How ironic.

Because of her ambition, her desire to be the greatest president of the country drove her to do nasty things. She has trodden the slippery slope. There’s no turning back. But she can still save herself from ruin by admitting her guilt and resigning, and helping the country get back on its feet again not as president but as an ordinary citizen (hopefulloy not in jail). That way, there wouldn’t be any pressure on her. If I were Mrs. Arroyo, that’s what I would do.

No to cha cha!! Ngayon nakatunganga sila except for some columnists like de Quiros, David, Neil Cruz, Quezon etc.

“YOU CAN FOOL SOME OF THE PEOPLE SOME OF TIME, BUT YOU CAN NOT FOOL ALL OF THE PEOPLE ALL OF THE TIME.”

Characteristics of Psychotic Criminal Behavior:
-denial (she denies cheating (Clinton-like))
-grandiose (she brags about her accomplishments)
-deceptive (she creates a distraction from the real issues by reintroducing cha-cha)
-lack of feeling (she’s choosing to remain in power rather than keep her family in tact (some call this sacrifice, I call it foolish)

GMA says, “Perhaps we have strained the present political system to its final limit” and “Perhaps it’s time to take the power from the center to the countryside that feeds it,” STRONG LEADERS DO NOT USE THE WORD “PERHAPS”; IT SHOWS LACK OF CONVICTION AND STRONG UNCERTAINTY. IT’S A WORD USED BY POLITICIANS OR SALES PEOPLE TO HEDGE UNTRUTHS.

GMA uses the following words/phrases, “degenerated”, “was poised for take off”, “headway”, “final limit”, “keep his hands clean”,“more responsive”, etc…AMATEURISH AND VAGUE…SAY WHAT YOU MEAN. USE UNITS OF MEASURE TO REFERENCE TO THE LISTENERS THE IMPACT OF YOUR STATEMENTS (e.g. thirty public employees lying, eleven representatives taking a bribe, zero initiatives passed, etc…) DON’T BLIND YOUR AUDIENCE WITH GRANDIOSE LANGUAGE WITH NO SUBSTANCE.

Given the above, I question whether she has the mental stability, and personal skills set needed to effectively run our beloved country. While the politicians are talking strategy, the masses are hungry, poor, and sick.

As I listen intensely on the SONA delivered by PGMA, I cant help but wonder why people were clapping and giving a standing ovation. The kind of SONA she delivered is an insult to our intelligence.
Her allies in congress are the would be beneficiaries thereof as it shall give them the opportunity to accumulate more wealth and power!
The SONA was an indirect way of GMA to tell the congressman not to sign for the impeachment by endorsing what majority of those congressmen wanted.
Maybe GMA and majority of those members of congress needs to go to the operating room for brain and heart surgery, hoping that their brain and heart will send the righteous signal for them to see the evil in GMA.
The issue is not the constitution or the form of government, but rather it is the KIND OF LEADERS/PEOPLE running the government, who think not of the welfare of the people but their personal interest, for them to stay in power and accumulate more wealth to the prejudice of the greater majority.
I say we CHANGE our LEADERS… then there will be HOPE for the Philippines!

Local Mayors and Governors are vulnerable at the current political crisis. They are under the mercy of Malacanang for fund release – PALAKASAN and SIP-SIPan (kissing ass) is at its ultimate peak. Whether they like it or not, the local MAYORs and GOVERNORs are captive followers to SURVIVE. They are the easy target and follower for HAKOT crowd.

With GMAs vent to hold on to her power, any infractions from any LGUs can be easily noted and noticed.

Iwas pusoy!

After hearing that GMA was named 4th most powerful woman by Forbes, and the palace saying that this is a vindication for GMAI immediatedly checked out their website to find out the real score. This is what I discovered. Obviously, it was done before the current crisis plaguing the presidency happened. In the intro/commentary about this issue, the writers wrote, that like Megawhati, she may soon be off the list. Bunye should first check the site, then comment if this indeed is a vindication. I suppose the writers soon realized their mistake that they inserted the above mentioned comment. If anyone would like to check out the site, its http://www.forbes. com.

The failures of the presidencies from Marcos to present are not necessarily unexpected. Afterall, the Phillipines was under foreign control for 80% of the last 450 years. It also did not help that we went under a dictatorship for many years under Marcos. During the years under Marcos, people learned how to think and act corrupt (social-learning) not because we were bad people but because we needed to to survive (put food on the table). This in no way excuses GMA from what she did and in no way placing any blame on Marcos. It is merely my perception of why the country’s leadership is as bad as it has been.

IT DOESN’T MEAN THE PEOPLE HAVE TO TOLERATE IT.

Like a watchful parent of a testy teenager and like it has done for several leaders before GMA to include Marcos, the masses will not tolerate the foolishness and will put in place another leader. Someday, a rightful leader will step up. This rightful leader will NOT expect any tangible reward nor need any validation; instead, that person will be satisfied with a short grin before going to sleep everynight knowing that he/she did good for the country and its people.

All this attention given to GMA is attention that could instead be given to the plight of the poor, the hungry, and the sick. Every child that goes hungry or goes sick because GMA or her administration fail to pay attention to them in an attempt to stay in power is an impeachable crime. Every minute you are in office is a minute that a poor, sick, or hungry child is praying to have a better tomorrow. You’ve turned the presidency to a big “drama” episode. But I guess its ok, the poor can better go through their hunger because of the entertainment she’s provided

The political instability this whole thing is causing will cause many millions of potential foreign investments to shy away. This of course, translates to lost potential income for many (I wonder how many poor, sick, and hungry children this potential revenue can help).

The Filipinos are good and kind people; we learned how to be humble because we come from very humble beginnings. However, one should never test our kindness. Like Lapu-Lapu who initially welcomed Magellan and eventually took Magellan’s head off after being betrayed, the Filipinos can be “bad-asses”.

RESPECT THE “PRESIDENCY” AND THE PEOPLE’S WILL, STEP DOWN!!!

4th powerful woman in the world. That is a very tall order. If by this, Forbes Magazine means that, GMA was able to repress the Filipino people by denying them of the very basics of democracy, then I think they should make her No. 1.

it’s time for us to discuss the differences of parliament/federal form of gov’t and presidential form of government, folks. We should thouroughly discuss it before we present it to the people in 2007. i urge u instead of bickering and politicking lets find solution to the problem. there were atleast simptoms that comfront us now… as we exchange accusations to each other. it s time now to tink and move forward.

Hey Lee_p

I lived in a parliamentary system for 27 years. Here’s a good place for you to start your education at – http://en.wikipedia.org/wiki/Parliamentary_system
you can also find the advantages and disadvantages of the presidential system at the same site.

When you have self centered politicians no system works at all. Indicative of the failure of a parliamentary system with selfish politicians is Japan and Italy.

The Philippines does not need a change in it’s political system. It needs a change in its politicians. Politics in this country in not seem as a means to affect change for the better of the community but a means to affect change for ones own personal well being. And to hell with the rest!

That’s the real problem here.

If this happens, wala ng mangyayayari sa Pilipinas. This will be the darkest part of our history. May masahol pa sa pananakop ng Espana, Amerika at Hapon. During those times ,Filipinos fight those who were repressing our freedom. .

if opps failed in their bid to make gma accountable and if im abraod, i would rather not go home para manapak lang.

instead i would continue to work hard as i can, earn good dollars to feed my family, will not violate laws, enjoy life and try to change foreigner’s perspective by using me as their basis instead of my politically-divided country as to what a filipino is. i might go home later but just to enjoy the fruits of my labor.

to hell with the politicians, i will not and never let them ruin my life.

thats the general feeling of the middle-class. enjoy.

pagnagtaas ng pamasahe, the middle-class will say nay, “2 peso fare increase? heck i ride 30-peso flag down taxi.” but to the ordinary pinoy a 2 peso can be everything.

that’s the middle class today – law abiding tax-payers. they move the economy. but do they move a country? nay.

i would rather feel this way and enjoy, and i would not be sorry. and i would not try to move a country then move it again every other day because the movers themselves or the unmovers never change their ways.

then again the middle-class never try to get low nor high. that’s why they’re the middle class. thinking ive earned my way here and nobody could take it away not even a dirty politics nor the highly pathetic mob. so what’s the point of superficially changing foreigner’s perspective? then again your moving yourself not a country.

on choosing who to blame, the middle class has this dilema: blame the obviously wealthy in government which comprises of the higher class individuals and influencial families; or blame the mob on the streets, those who complain everytime they get price-hike or their homes get demolished or couldn’t get basic medical attention or could get free education or could get wage increase… etc.

than to confront the influential government the middle class will instead point fingers on the low class low life lazy pinoys. hmmm. well, not a bad idea. enjoy.

state of the nation… d masabi ni gma na

nah, i would blame only myself. i would not try to blame anyone with my agonies nor wait for them to provide me with riches, i’ll pick the pieces myself and learn from it.

changing the foreigner’s view is for them to look at me and not my country and equate from it. look for my skills and compare it with the rest. for me, when an individual tao take responsibility with his own action and ready to be judged individually, then he’s okay.

on the contrary i would not try to keep in the middle, i’ll try to move high with my own sweat, with or without govt support. yeah, i’ll move myself first, the country will follow later, when all of us are moving ourselves individually (or collectively) in the right direction.

i’ll be no hero and that’s okay.

Ok ka koj.

I have been doing that for the last 22 years of my life. That’s my way of helping our country via money i’m sending monthly.

Which will in turn make more fertilizer. So in the end all is good. Nothing is wrong. Can u see the logic day?
