Arroyo appeals to civil servants

AFTER surviving an attempt to impeach her from office, President Arroyo sought "an active partnership" with civil servants and their help "to be a good and just president."

In a newspaper ad published yesterday, the president urged government employees to provide people with "the best possible services — marked by professionalism, courtesy, and integrity."

But amid allegations that she has been using every means to stay in power, including dispensing largesse to friendly congressmen and other politicans and making controversial appointments in different government agencies, one wonders at the sort of response the president’s appeal would draw from civil servants.

The full text of the Palace ad:

To my fellow civil servants:

Through all periods of political turmoil in our past, the public servant has always been the great stabilizer of the nation and keeper of the people’s welfare. Through this latest episode of partisan conflict, I thank you once more for keeping governance on an even keel.

I seek an active partnership with you — from our pubilc school teachers, men and women in uniform, to our medical and social workers, field personnel, messengers and clerks — those who wear the badge of public service with great pride and honor.

Help me be a good and just President. Let us offer our people a fresh start by giving them the best services possible — marked by professionalism, courtesy, and integrity. Let our team spirit be enhanced by open dialogue, more opportunities for growth and knowledge, and a system of rewards and incentives to those who excel in the line of duty.

It is time for the Filipino civil servants to take center stage as we brdige the gap between government and the people, by being the best servant-leaders that we could become. I call on you to be by my side as we redouble our efforts to fight poverty, prevent corruption, and promote a system of laws, and not of men, for the greater good of the nation.

Let us have a fresh start based on mutual respect, commitment, unity and teamwork. Let us lead the nation and serve the people, and take them to the threshold of a brighter future.

wow! another proof of manang Glo’s kakapalan and kasinungalingan at pagiging kawatan.

and why not say kawatan? di ba sa kaban ng bayan ang pinagbayad niya sa kanyang puno ng kasinungalingan na AD na yan?

after providing and promising millions to those tongressman to kill the impeachment, heto na naman siya, umeentrada at nag kukunwaring honest, may integrity, at gusto ang kapayapaan.

sa sobrang kakapalan, pumayag ba naman sa tinatawag na higschool scholarship fund ng tongressmang walalang hiya din.

anong highschool scholarship fun. manang GLO libre po ang highschool sa public no.

paano kc, mayaman ka. at gumagastos ka ng limpak limpak sa highschool mo. ganoon???

its too late mrs. arroyo. wala nang naniniwala sayo. sana noon ka pa nanawagan ng mga civil servants kuno. baka magcomply sayo dito mga tuta mo rin huh! magtigel ka na nga. matagal ng sira credibilty mo. kahit anong gawin mo wala ka ng appeal sa tao. hoy maawa ka sa sarile mo napakatrying hard(TH) mo na ha? baka mas matuwa pa tao kung umalis ka na dyan sa poder mo. sige na pls go na!!!

after admitting in April 2001 that pinagplanuhan talaga nila ni DAVIDE ang pag oust kay ERAP noon, (take note: with or without erap’s resignation ha), ngayon naman, “PLEASE help me become a better president”.

Saguisag made the move after prosecutors declined his offer for stipulation on the existence of a speech delivered by Arroyo on April 19, 2001 during the launching ceremony of Ahon-Bayan-Rehiyon Mindanao Project in Davao City.

The speech was being offered as additional rebuttal evidence in support of the defense claim that Estrada was illegally relieved of power and immunity.

The pertinent portion of the speech reads, “Anyway, how did I become president? I mean you all know the story but let me talk about those days, January 19, January 20….[W]e had a division of the house that dawn on the 20th ….And that was when Chief Justice (Hilario) Davide said that whether Estrada resigns or not he is administering my oath of office at noon….”

Really now, can a person who has a credibility problem, in this case, the President of the Republic, urge “government employees to provide people with “the best possible services — marked by professionalism, courtesy, and integrity.” But amid allegations that she has been using every means to stay in power…”? It just doesn’t make sense. It goes without saying that leaders should have credibility BEFORE he/she can demand that from her team, or from the people. The ad was a mere Monday joke!

Could be that the SC Chief Justice just didn’t want to have a vacuum in power of the presidency and did not really connive with the President but instead just doing his duty in administering the oath. Unless you’re an Erap fan, am sure you’re one of those who were happy at that time to hear that an oath taking would be made.

And if what you said is true, then Pimentel and many of those in the opposite side (civil society) now were guilty of the same sin.

As an avid reader of this blog I admire the observed obsession (passion, hatred, hopelessness) of most of the bloggers to oust gma from office. I wish you all the highest luck.

Who is she kidding..? Common, all she needs to do is look at the mirror! COURTESY? INTEGRITY? OPEN DIALOGUE? I hope she knows the meaning of these words. You cannot give what you do not have… A good leader inspires and sets a good example….

And for the people of this blog who make a stand FOR or AGAINST GMA!! well I admire you all, AT LEAST YOU MAKE YOUR OWN STAND!! Compared to others who I do not know what their stand is, and just insults others or filipinos in general. Mabuhay and Demokrasya!!!

According sa mga taga Honolulu, Hawaii, Gloria’s minions made a filler that she was planning to drop by the small state on her way to New York but apparently the Filipino community there were not anxious on giving her a warm Aloha welcome. Hence, GMAs entourage skipped Honolulu as part of her itinerary. Pati duon naamoy ang baho ni GMA.

Akala niya, kayang bilhin ang integrity ng mga Pinoy sa USA. Ang mga Pinoy sa US at siguro sa ibang bansa din, they worked hard and honestly for their money kaya mahihirapan si GMA na goyohin sila.

fresh start? best services possible?…. matagal nang nagkakandakuba sa pagtatrabaho ng maayos, wala ka pa jan sa ninakaw mong pwesto!!… pero anong ginagawa nyong mga TRAPO kayo: nag-aappoint kayo ng mga tao sa mga government offices na hinugot mo lang kung saan, na kamag-anak ng kung kaninong may utang ka… ilalagay nyo pa sa pinakamataas na posisyon… magbubuhay-hari sila na para bang ang pagtatrabaho sa gobyerno e “luxury”… ang yayabang, ang babastos… walang mga prinsipyo, walang professionalism… papasok ng late, uuwi nang maaga…

andaming magagaling na tao na nagsisilbi sa gobyerno. pero hindi nirerecognize, hindi pinapakinggan, hindi pinahahalagahan… politics first…

u don’t need to remind us, tita glo, to uphold professionalism, integrity and courtesy. sa mga true-blooded public servant, way of life na ‘yan.

KASEHODANG MAGKANO LANG SWELDO SA GOBYERNO…

tanungin mo muna yung mga inappoint mo, HELLLEEEERRRR, dahil yang mga engot na inaappoint mo, sila yung bumababoy sa konsepto ng serbisyo publko…. nangungurakot paaaaa!!!

mabago kaya ni gma `tong schedule or yung typical day ng mga public servant natin dahil sa kanyang liham?

typical day ng isang public servant:

9-10 – kakapasok pa lang sa opis.. magsusuklay ng buhok, mag retouch ng makeup, konting kwentuhan..
10-11 – mag memeryenda
11-12 – ok magwork na as “public servrant”
12-1 – lunch break
1-2 – magtsismisan or siesta break
2-3 – magmemeryenda
3-4 – ok sige work ulit as “public servant”
4-5 – mag reready na para sa uwian!

Hangga’t may presidente, walang power vacuum in the presidency.

at hangga’t hindi natin iyan naiintindihan, we can no longer expect a united Philippines.

2001 is a fateful year in the Philippines. That year marked the power grabbing of the pekeng pangulo (together with her connivance kung sino sino man yon) from the tunay na halal na pangulo.

kaya in December 2003, the pekeng pangulo said hindi na siya tatakbong presidente dahil she realized she is one reason that our Philippines is divided.

and 2004 followed where our right to vote was downright stolen. An aftermath of the EDSA 2.

In a democratic country, power is supposed to be in the people, and not in the supreme court, and not in the military, not in congress, not in senate, and not in the president.

The supreme court, the military, the congress, the senate, and the president are all designed in the democratic country to impose the power of the people.

that’s why democracy is OF THE PEOPLE, BY THE PEOPLE, FOR the PEOPLE.

whether or not we are maka erap, anti erap, maka GMA, anti-GMA, maka LACSON, anti-LACSON…

as long as we fail to uphold democracy, we will continue to be divided.

we did start the process of impeaching erap… but because of the walk out lead by JOKER arroyo, our kins in Manila went to EDSA to protest it.

and then by virtue of a supposed diary of ANgara which supposed to have said erap resigned, the supreme court made GMA president.

erap was not impeached. erap did not resign. erap did not die. And read the 1987 constitution. verify what the requirements of changing an elected president.

so 2001 separated the Filipinos.

iyan ang totoo.

what happened in 2001 reflects what happened in 2005. we marched, we protest, we asked manang GLO to resign. She didn’t.

And we tried to impeach manang GLO. Her alipores killed the impeachment.

We asked manang GLO to resign. She didn’t.

We want to go back to the street and ask for manang GLo’s resignation. However, unless, the supreme court will intervene and have another one take oath as president even if manang glo would resign….

sorry; its not CIA but FBI. News came not in detail in US press but certainly it has caused another damage in Philippine political climate.
Ang mabigat ksi sa unang ulat this issue was pointing to the Phil Government

Baka naman yung $75,000 a month na yan ay lagay sa FBI para gumawa ng kuwento.

Kapal ni GMA to ask us for hepl to be a better and just president. Sa pagkaka-alam ko, once you enter the race for the presidency, you should know what to do to be efficient, good and just president. What can you expect from our public servants, eh ang baba ng suweldo niyan. ‘Di yan katulad nung mga appointees niya na ang lalaki ng suweldo. Buti naman at walang comment dito yung kinaiinisan nating lahat. Its a very welcome respite from the “chosen one”

I am willing to heed your call for all public servants to serve with utmost professionalism and intergrity. I can even go further by pursuing excellence and compete with the best of what the private sector can offer. But how can i follow a leader who keeps urging her subordinates to fight corruption when her own family espouses such an unconscionable act? Ms. Gloria MAKAPagAL Arroyo, please…clean your house before asking others to clean theirs. Ang KAPAL mo talaga.

Tama, tayo ang magbebenepisyo kung magkakaisa tayo at pagbutihin ang trabaho natin. Magkaisa tayo at magtrabaho mabuti para:
1. Ilantad and katotohanan at parusahan ang mga nagkasala.
2. Tumulong magpaliwanag sa mga mamamayan na ang ekonomiya natin ay hindi makakabangon sa paraan na gusto isulong ng administrasyong ito. Iyon ay ang mangutang ng mangutang para pambayad sa dating inutang and punan ang lumulobong budget deficit. Lalo tayong ibabaon sa utang. Idadagdag pa natin dyan ang mga financial packages na ipinangako ni GMA sa mga anti-impeachment majority nya sa House. Bale ba, ginisa tayo sa sariling mantika. Pinagmukhang walang magagawa at niloko na ang mamamayan, tayo pa ang magbabayad nito. Salamat sa mga buwitre and makasariling kongresista.
3. Usisain ang mga sarili kung papayag ba tayong paikutin na lang ng isang pekeng pangulo at masasawalang-kibo na lamang kahit lantaran na ang pagsisinungaling ni GMA at mga alipores niya. Ganun ba tayo ka-inutil? Ilang taon mula ngayon, anong isasagot natin sa ating mga anak at apo kapag tatanungin tayo kung ano ang nangyari sa kasalukuyan? Sumunod ho kami sa payo ni good egg na magbulagbulagan, magbingibingihan at magpipipipihan, maging makasarili at isipin lamang ang sariling kapakanan.
4. Isulong ang pagtatatag ng tunay na pambansang demokrasya kung saan ang may mas kakaunti sa buhay ay may mas marami sa batas at kalinga ng gobyerno. Na ang itinutulak sa kongreso ay ang interes ng mamamayan at hindi ang interes ng partido.

good egg duh. hindi basta pag tatalak yun. number 1, freedom of speech is a basic human right especially in a democratic country like ours, wag mong tawaging pag tatalak yun. mag bebenepisyo hindi lang tayo, kundi pati mga anak mo, pati mga ka apo apohan ng anak mo, kung hindi papatayin ang basic human right na ito.

Hey ate glo you dont know that you will the first to lead the civil servant. and than come back to us i need your cooperation.You know you make a big blunder because you dont fear GOD you fear the people who help and manipulate your duty to the country.You’re the problem people like us are busy working bringing home money to feed this 80 million people.Any way we will wait 10 years in your leadership that is history.!10 years of famine and uncertainity.This is the only country were the money to feed the economy is coming from OFW not from the govt earned what incredible govt.
