THIRTY-three individuals have been named by Malacañang to the Consultative Commission that will submit to Congress its recommendations for amendments to the 1987 Constitution, principally the shift from the presidential-unitary system to a parliamentary-federal system of government.

The Commission was created by EO 453, issued on August 19.

"It’s a study group," Sec. Rigoberto Tiglao said as he announced the names of the 33 members. "Congress would appreciate that a group of the best and the brightest has been pulled together to provide them staff support," said Tiglao, whose office will serve as the body’s secretariat.

According to its mandate spelled out in EO 453, the Commission will consult with people and submit a report to the President by the end of the year. The recommendations from the Executive will then be given to Congress.

The House of Representatives leadership has announced that charter-change discussions will occupy the chamber for the rest of the year. The Senate, however, is not as keen. The Constitution requires that any amendments introduced by Congress must have the vote of three-fourths of its members.

The group of 33 chosen by the President is led by former University of the Philippines president Jose V. Abueva, who has long advocated for a shift to federalism.

5. Gonzalo Jurado, vice president for finance and development, Kalayaan College
6. David Naval, College of Law Dean of the University of Nueva Caceres 
7. Antonio Vilar, president of the Eastern Quezon College
8. Lito Monico Lorenzana, member of the Citizens’ Movement for a Federal Philippines
9. Ray Teves, chairman and national convenor of the Citizens’ Movement for a Federal Philippines
10. Donald Dee, president of the Philippine Chamber of Commerce and Industry
11. Sergio Ortiz-Luis, chairman of the Philippine Chamber of Commerce and Industry
12. Francis Chua, treasurer and member of the Board of Governors of the Philippine Stock Exchange
13. Joji Ilagan-Bian, former chairperson of the Mindanao Business Council
14. Jose P. Leviste, Jr., chairman of the Economic Intelligence Unit of the Philippine Business Leaders Forum
15. Alfonso T. Yuchengco, former ambassador and currently presidential adviser on foreign affairs, and head of the Yunchengco Group of Companies
16. Vicente T. Paterno, former Senator and founding director and chairman of the BIMP-East Asean Business Council
17. Gilbert M. Duavit, former Rizal representative
18. Pablo P. Garcia, former Cebu governor

familiar names connected to arroyo. sila sila uli? baka yung ibang personalities gaya ni abueva at iba pa ay pwede. pero itong mga ibang obvious naman ang pagmumukha na tuta ng arroyos, i doubt!

Naniniwala ba kayo na di kayo gagamitin nyan sa kanyang maiitim na balak? Mag-isip isip na kayo bago masama kayo sa listahan na kamumuhian ng mga taong bayan pagdating ng panahon.

Nakita n’yo ba si Alex Magno nag-aanchor sa PTV4 during the Impeachment Voting? Pablo Garcia of Cebu? Gerry Espina of Biliran? 2 from Citizens’ Movement for a Federal Philippines? 3 from Phil Star? A Pampanga mayor? Etc, etc.

Tapos gagastusin ang pera ng taumbayan for the purpose “…submit a report to the President by the end of the year. The recommendations from the Executive will then be given to Congress.”

Hindi ko na talaga nakikita ang priorities ng administrasyong ito.

going thru the list it will give you an idea as who’s who are GMA cronies/tutas whether in business, academe, media. At least these people won’t be able to hide their true color anymore and pretend to be impartial media pratitioner. Alex Magno was rewarded with a board seat with the DBP with a hefty monthly allowance. Julius Bondoc has been denying that he has ties with Mike Arroyo, at least now the cat is out of the bag. For this at least I am grateful to malacanang for confirming where these people ( name in the list) stand and whose interest they are protecting.

Sinabi ng ayaw ng mga tao sa cha-cha, pambihira talagang buhay ‘to. Mayabang at matigas talaga ang gobyernong Arroyo.Hindi pa tapos ang issue ng gastusan sa mga lobby groups, eto na naman ang panibago at bonggang gastusin.

Kungsabagay hindi naman magtatagumpay ang cha-cha because of the following grounds:

1) May mangyayaring masama kay GMA;
2) May mangyayaing masama kay JDV;
3) May mangyayaring masama kay FVR;
4) May mangyayaring masama sa lahat ng mga “tongressmen” na sumusuporta kay pandak (per one of my kablogs)

Ha! ha! the end is near.

P.S. Yung representatives from the media panay mga Philippine Star columnists. Walang sigurong may gusto from my favorite newspaper.

i noticed lately nga etong phil star w/ their boss in the forefront has become gma’s no 1 fan. i used to like this paper better than the others before gma’s time dahil medyo balanse ang reporting pero ngayon hindi na. puro makagloria na mapareports and opinions. no wonder puro sa phil star ang mga taga media na pinili ni gma. bilog talaga ang mundo.

ingat ka jan mariatoo, hindi ba palaging ini-emphasize ni pareng maxie sa column nya na he pays for his tickets whenever he is invited to join GMA’s state visits.

I hate to say this but i think this political crisis all boils down to the issue of class struggle. Hindi kasi nila kauri ang possible successor ni GMA. Karamihan sa mga elitista at alta ay pro Glue-ria kasi siya lang ang kauri nila. In the same way, ayaw ni maxie kay De castro dahil bobo na, masa pa.

That is why, maxie is dutifully assuming his role as a doting foster parent to GMA.

As for Bobo Tiglao’s spiel about having the “best and the brightest” provide Tongress with staff support, I’ll say, just look at Jarius Bondoc and you’ll know that what he (Tiglao) means by that are people with an IQ that is a little above 50.

subra nga ang pagka elitista nitong si maxie boy. yung mga columns niya konti lang ang lamang kay maurice arcache. kung trip kong mainis tsaka ko lang binabasa yung column niya (dito lang sa internet). puro pasocial kasi like mga foreign trips niya and meeting with dignitaries na kausap nia ang pinagkukuwento at kung ano-ano pang mga moonlighting in paris ang pinagsasabi. wala naman tayong pakinabang doon. nagyayabang nga lang. dapat sa entertainment section yung mga columns niya eh.
i wonder paano sia nasama sa mga pinakulong ni marcos noon. at si ninoy pa ang kasama nia sa kuarto. eh puro sosyalan lang naman yung mga topic ng columns niya.
bottom line is, di makamasa ang taong eto.

They say history repeats itself. Just like what macoy did, i think gloria is aiming to use cha-cha for her to stay in power even beyond 2010. Marami sa tin dito gusto nang mawala si gloria di ba. Kung saka-sakaling matuloy ang cha cha na, i’ll bet my a*s na mag aaway away din ang tatlong pinaka gahaman sa kapangyarihan : si tenga, si tabako at si pandak. i wont be surprised kung magkapatayan pa ang tatlong yan, ang matira ang magiging prime minister.

Precisely! Is this not what free press here in the Philippines is all about? Lahat ng influential groups or politicians ay may kanya kanyang media. Abante is for Lacson. Manila Times is for Erap. In Cebu, Former Mayor Garcia ( Political partymate of FPJ) owned Sunstar. The Freeman is owned by Gullas ( Political ally of GMA). I don’t know with Malou Mangahas ( PCIJ editor) if she is a real kin of FPJ, as one of the bloggers in the shoutbox insinuate.

In other words, media in the Philippines are the same media worldwide. They can be biased, too! Yet they are called the Fourth Estate that vehemently influenced public opinion and pretends to cling to Journalism Code of Ethics. Gets nyo?

Since the Gloriagate erupted, I have started to notice that the group of Bishop Efraim Tendero, Evangelical Free Church of the Philippines is supporting Arroyo. The leaders keep on saying that we Filipinos know nothing. They keep on saying politics is dirty. I even heard some quip that if People Power happen again, they would not go back to the Philippines. Instead of praying that we can get out of the political mess that arroyo has created, this christian church has allowed itself to be used by GMA. I am saddened of this development. I do understand that Arroyo visited this group and Arroyo prayed to accept Christ as shared by Bishop Efraim Tendero, of the Philippine Evangelical Group. Since then I have observed that this group has been giving all out support to GMA.

I refused to believe. But seeing the name of Bishop Efraim Tendero, of the Philippine Evangelical Group as part of the 33 people who is going to screw us up to Gloria’s parliamentary system, my observations has been confirmed. It’s so sad that this christian group refuses to look at the truth of the evidence of Gloria’s cheating the elections. Instead of supporting the impeachment, this group instead supported GMA’s fake presidency and GMA’s hunger of power.

I pray that other Christian groups will remain to be vigilant and will remain to separate themselves from any form of evil.

Please guys. Let us all pray.

Some poeple on the list are basically ok, but most are just GMA’s tuta. With the likes of Donald Dee & Yuchenco who are blind businessmen supporters of GMA what will happen to the philippines. I wonder how much this guys paid GMA just to be on the LIST? I wonder also how much personal interest are they going to put in the constitution?

Let us stop this craziness now!oust GMA before it to late!

Isunod natin PhilStar. Huwag na kayo bumili ng basurang ito. Nakikiusap rin kami sa mga advertisers ng PhilStar, itigil ninyo ang pag lagay ng ads sa PhilStar dahil kung hindi, kayo ang isusunod namin.

Naaalala ko yang si Sergio Ortiz-Luis, kasama ko yang bumabanat noon sa VATnung si Cory ang presidente at unang naimplement ang VAT. Presidente pa si Ortiz-Luis ng COPE kaya naman gigil na gigil siya noon sa VAT. Ngayon, nag-iba na ang hangin. Natapalan na?

i am wondering why people are reacting to the personalities included in the list when most of them doesn’t want cha-cha in the first place.

why, would it make you agreeable if you like the persons to be involved in the process? if not, because you don’t like cha-cha in whatever way, then better wait for their recommendation and take it from there.

it would be understandable if comments are made to the amount of expenses the process would add to our deficit.

unless of course, if you are already resigned to the fact that gma can do the cha-cha whether you like it or not.

Assumptionista, I am as edgy much like the obvious mistrust you have on others in the Con-Com, but that there seem also a problem how we are to be adequately educated with what may be best for all of us, all the more who should be our trusted resource persons to dissect all through our laws, because you mistrust our congressmen, you cry foul!

The exploratory venue to provide clarity unravel the heck is wrong with our system you can’t buy because some of the businessmen make-up of the Con-Com designates, you say may have bought their way up to be conscripts to that body for them to be part of the supposedly apolitical Con-Com. Therefore from your tone, the businessmen are questionable personalities hence may I ask, should we discontinue, just forget it?

Let me make the emphasis why I have more questions to ask than be ‘high’ with compelling remarks more to disregard what may be crucial in these times and age, we are a people at war and we need to be re-educated why we have no choice but be with this war. For me, to adequately benchmark up against the war we can’t even know, firstly, we must enable ourselves to the max learn the best combat training possible.

From words of many experts, we need to at least change our systems foremost, because there are inherent faulty design problems causing serious internal systems mishaps and failures, especially fund disappearances, stolen from our blood coffers. Even gas money for police cars disappear without a trace, this is how serious corruption has become. I don’t think changing presidents are the solution to all these, I really need not go over records of people who are in helter-skelter gung-ho over the impeachment thing, because the stench could foul you worst even more!

For instance, under a Federal Parliamentary system, the Palawan people may have control over their natural resource like the Malampayan projects, and same as the Lanao provinces that would have some degree of control for them to be able to also partake from fortunes of their numerous power grids derived from hydro power resources rightly, and etc.

Poverty must be fought with impunity, and our present system can’t simply work and therefore, must replace them pronto!

Only appointed officials must divest their business interests, but
not elected officials. Example Sen. Manny Villar who is the richest
elected official in the Senate.

Overall revamp! Kung gusto natin palitan ang presidente! It should be from the President, Senate, Congressmen, Mayors and down to barangay levels ang palitan. As of now, I don’t buy the idea of changing the president alone. Ang daming nakisawsaw! Mga talonan sa election, mga NPA affiliates, former presidents at may mga shady characters pa ang nakikiapid sa pagpapatalsik kay Pandak.

Sa lugar namin isang pamilya lang ang humahawak pagka mayor at congressman. People get a uniform result during any elections. I need a change in the system ( borrowing from cromwell), PRONTO! Mas masaya pa ako shortening the term of our politicians through cha-cha than changing the president.

My quick rebuttal to Toro’s reply :

I beg to disagree, Sir.

Republic Act. 6713, which is still a good law, defines public officials to include BOTH elective and appointive officials [ see Section 3(a)].

Thus, the provision on divestment (section 9 thereof) applies not only to appointive officials but as well as to the elected ones, and, of course- subject to the usual conditions thereunder.

5. GMA won’t step down unless Cong. Mikey Arroyo wins an acting plum. His latest movie, Sablay na, Pasaway Pa [which had its premiere in Biliran Province some time in June] has yet to be shown in Metro Manila theaters. Reports say bookers decline to release the cheap flick for obvious reasons.

6. She will only relinquish her post as soon as the Philippines has overtaken Indonesia in the Asian corruption index ranking. We’re still at number 2. Becoming number 1 would be a feat indeed!

7. The concept of delicadeza is alien to her.

8. GMA simply cannot imagine herself behind bars while the First Gentleman goes shopping in Hong Kong with Vicky Toh.

9. GMA dreams of a royal wedding for her only daughter Luli in Malacañang. Not in Lubao Church, not at the Manila Cathedral. The plan is to invite heads of state as well as former US President and GMA classmate Bill Clinton. The event will eclipse the profligacy of the Imee Marcos-Tommy Manotoc wedding.

10. And finally, GMA won’t resign because she’s not the president. She’s just an overstaying palace visitor.

Di nag-isisip? I was absoulutely right about Manila Times propensity. To refresh your memory, Manila Times was subtly bought by Mark Gimenez, a very close crony of Erap. Subtle, because he used
businessman Reghis Romero 3rd as the facade buyer. Later, Gimenez on May 1999 admitted ownership of the paper.

Yung mga naniniwala na ang problema ng Pilipinas matatapos pag nagkaroon ng Charter Change ang kailangang i-educate hindi yung non-believers.

For this post, I will discuss Federalism. By definition, it is a form of government in which power is divided between a central government and several FORMERLY independent regional governments. Ang gustong gawin ni FVR, JDV, at Gloria ay ang kabaliktaran. Yung mga hindi kayang magsarili, bibigyang layang magpatakbo ng sarili. Katulad ng nangyari sa dating USSR at dating Czechoslovakia, mas marami ang naghirap kaysa umasenso ng pahiwa-hiwalayin ang power ng mga central governments. Ang mga dating resources na napapakinabangan ng lahat, ngayo’y hindi na nila ari. Gaya ng militar. Sabi nga mas delikado raw ngayon dahil yung mga nuclear capability ng USSR wala na sa Russia kundi nasa Uzbekistan. Hindi katulad ng United Kingdom o Federal Sates ng US o kaya’y Malaysia na may 13 states na maaaring tumayo ng sarili, trade and industries here are basically concentrated in 3 areas only: Metro Manila, Cebu and Davao. The other regions or provinces may have some business activity but these are not sufficient to be considered real economies.

I have to stress further that the definition says “formerly independent states”; tell me, aside from the 3 metropolitan cities, which other cities or provinces qualify as independent? Pwede na bang gawing federal state ang Samar? Ilang ospital meron ang probinsiyang ito? Ilang pulis? Sapat na ba ang paaralan para sa mga kabataan? May sapat bang negosyo na puwedeng pagkunan ng buwis na gagastusin ng Federal Government of Samar? Ang Bicol kaya? O Bataan? O Bohol? Lalo na ang ARMM? At marami pang iba?

Ang mga successful federal gov’ts ay nangyari dahil may mga states na may pagkukulang na maaaring punan ng katabi niyang state. Ang sistemang ito ay binuo ng pangangailangan ng pagtutulungan ng magkakatabing mga state upang bumuo ng iisang central government na magpapalakad ng kaayusan sa defense, currency, and foreign affairs.

Ang gustong mangyari ng mga leader natin ay kanya-kanya. Saan kukuha ng itutustos ang mga mahihirap na probinsiya para sa health, education, justice, infrastructure, energy, atbp na sa kasalukuyan ay buung-buong iniaasa sa central Manila? Ang mga hikahos na bayan, lalong mamumulubi. Walang ibang patutunguhan ito kundi sa higit na pagrerebelde ng mga apektadong mamamayan.

Pinag-aralan na ito nuon pang panahon ni Marcos at napag-alamang local autonomy ang pinakamainam na solusyon sa pinakamahirap na rehiyon, ang ARMM. Katulad ng isang taong walang pinag-aralan, nakahubad at maysakit, hindi pwedeng pabayaan mo siyang mabuhay mag-isa pagkatapos mong bigyan ng kalayaang patakbuhin ang kanyang sarili. Kung ang problema lang naman ay ang Muslim Mindanao, bakit kailangang ang buong Pinas ay gawing Federal?

Most importantly, this committee tasked by Gloria to study the provisions of the constitution to be framed are not representative of the whole spectrum of Phil society. At best, they account only for their selfish interests – the dark side of the spectrum. Tell me, who among those in the list were not “visitors” of Malacañang during the turbulent days of July and August or were part of a “selected” GMA audience in her speaking engagements during those days? Who among them have called for the truth to come out?

Magkano na naman kayang “fertilizer” ang ipamimigay ng Malacañang para mailusot ang chacha? On the other issues on charter change, I will try to find time to post it here, too. Mahirap ipaliwanag sa Ingles dahil kailangang i-educate ang lahat. (Sorry PCIJ, mahaba na naman ito.)

Yup, Dante Ang is the publicist and media consultant of GMA. Also, paki-check yung timing ng acquisition ng Manila Times, is it before Jimenez’s departure to Florida or withing months of his departure?

Aside from Manila Times, I think Ang has a controlling interest or interest with one of the Government TV station.

Tongue-in,I know he was GMA’s publicist for a few months paid a1 peso ( kuno) per year consultancy. However, I still consider him an opportunist with dual allegiance. Considering that there was no clear cut transition of how the ownership of the newspaper publication came into his hand from Gimenez. I think he was also made a facade buyer by Gimenez to boost its sales. Kasi sa pagkakaalam ko palugi pa rin ang newspaper under Gimenez name. Theory ko lang.

In answer to tongue-in’s mass education why cha-cha should not push through, I as a probinsiyano I have my own way of educating the masses too by comparing the present system to that of the federal type of government. To wit;

(excerpts from my paesano Miravite)
A. Presidential Form:

All “collected taxes” go to the NATIONAL GOVERNMENT. Lawmakers such as Senators and Congressmen get their share for their respective Districts in the form of Pork Barrel.

The Departments’ Budgets such as the AFP for instance, the Controller handles the annual budget for the entire Department. The fund is deposited to the account at the start of the fiscal year. As Controller, he “controls” the amount he wants to put into his pockets through connivance with the Generals and other high ranking military officials.

The Pork Barrel for instance for one congressman, let’s say P100 million is released to him. He has custody of the funds. He puts say, 10% to his pocket, the rest is released to the Governors who also puts 10% to their pockets before releasing the balance to the different Municipalities. Each Municipality or City takes a 10% cut from their share before releasing the balance to the Barangays. The same process is repeated down to the Department Heads.

The lower rank and file make their “cut” through “lagay” from the citizenry and businesses getting licenses or any services from the government and some people at the top even gets their SHARE on this too. It takes an Actuarial to come up with how much is left for the people in the form of maintenance of roads, bridges, government buildings, salaries of peace officers and teachers and other economic programs to enhance and improve the lives of the people in the Cities and rural areas.

THAT IS WHY WE ARE WHERE WE ARE NOW BECAUSE OF THE ABOVE.

If the people are honest, any form of government will do. As what Emerson said: “Like people, like government.” Similar to” Like father, like son.”

DEFECTS: The national Government gets ALL the tax payments. They control the Country’s economic growth. The big Crocodiles are in the National Government especially in those Departments such as BIR, Bureau of Customs and Department of Public Work and Highways.

BIR collects the taxes. Bureau of Customs collects customs duties, Department of Public Work & Highways collects “red tapes” from contractors. Actual taxes are lost on bribery of government officials. In the latest study, the Office of the President has the highest rating for honesty. Why? The Office does not collect any taxes!

In a 2004 report about UNDP corruption report on RP, an estimated
P100 billion in annual budget is allegedly lost yearly and 13% of the
Country’s P781 billion National Budget in 2001 went to the pockets
of corrupt officials.

This could affect the whole country because TAXES ARE ALL PAID
TO the NATIONAL GOVERNMENT.

B. Federal Government:

In a Federal form of government, there is Federal Taxation and State Taxation. Federal tax is mainly composed of Income Tax (both business and individuals) and other Federal imposed taxes on certain business and undertakings. The bulk comes from Income Taxes.

The State imposes tax on businesses in the form of Sales tax. This is 100% kept by the State. It is distributed based on certain formula to each City and County. It imposes other taxes too such as property tax, income tax (both business and individual, but much lower than the Federal) If the State is like California for instance, the 6th economic power in the world if it were a separate country, the standard of living is higher compared to other States. There are rich States and poor States. Each State has her own State government.

The State Chief Executive is a Governor whose salary is paid wholly by the State. In a rich State, the Governor gets a higher salary compared to the less richer or poorer State.

HIGHLIGHTS: The Federal government does not interfere with the business of the State as long as it does not involve Federal Laws. The Senators and Congressmen representing the State to the Federal Senate and House of Representatives are paid by the State. The Governor of the State maybe recalled in a Recall Election if the required number of petitioners is met.

Can you see the big difference?

Actually there is no Republic of Samar or Republic of Bohol.There is no fear of destitute provinces will be width out because the governors of these areas already convened a few months ago making Cebu the central government for the state proposition.

The main reason why probinsyanos clamor for a federal government form of Gov. the very obvious reasons. To wit;

1. Manila has always become the center for economic activities. Recieving 60 percent of the provinces’ income.

2. Manila is always the center for infrustructure projects accounting to almost 80 percent of the national government budget. Kayo ang may LRT, Kayo ang may MRT, South superhighways, numerous Overpasses and underpasses, etc.

3. Job oppurtunities abroad, kayo pa rin dyan sa Manila ang bida. Almost 70% Tagalogs are accomodated for employment abroad and only a dismal 30 % came from Visayas and Mindanao residents combined. (2004 NSO survey).

4. We have a language barrier. Not all probinsyanos knows how to speak tagalog.

5. We are archepelagic in geography. Segregated by bodies of water. Basic services are stalled because everything has to come from Metro Manila instead of taking it from the government within the state especially during emergencies.

6. There is a blatant neglect for the provinces’ indigenous cultures. Take for example the concept of a National Language. Only tagalog dialect are being incorporated. No Cebuano sentence or words, no Illonggo, no Warays, no Muslim, etc. In fact 26 % of the country speaks Cebuano language(spoken and understood in most part of the Visayas and Mindanao). Tagalog is almost at par with Cebuano dialect at 27 % spoken mostly in Luzon. Why not incorporate some of the words and sentences to be called a National Language? Suffice to say,Tagalog dialect doesn’t deserve to become a National Language and be forced to learn in our elementary curriculum.

I have a lot more obvious reasons for the Federalization clamor but I don’t have the luxury of time to post it here.

Isa lang ang masasabi ko sa mga taga Maynila, don’t be so selfish. Manila is overdeveloped, let the development be dissiminated to other provinces. I say, let cha-cha push through, PRONTO!

‘Gets kita dak2’ problem talaga media hyping in this country, each party persona has media bitbit at pupuwedeng dalhin kung saan-saan. However, I am deduced to the bone coming to grips with each of this interest political groups not being able to come out with enough clarity why they are so against overhauling the system that I surmise to be so fraught with inconsistencies, inner-working so faulty it cater to just the few ‘big boys’ bata-bata of big business ‘monopolistic’ clique controlling power in this country.

The design according to the unseen manuals of money laundering fund institutions na bata-bata of big boys na ka-tropa ng big business will easily explicate why this country has a multi-billion peso drug empire and of course, gambling lords and so on. Reason why America is so pissed with us they have to keep us on the watch hot list, ‘nood ka ba ng big brother tv reality sitcom? Or just about, and we are oh so knowing of this yet kunwari pa-cute pa tayo did daw natin alam, pweeee!

Pero okay lang, because after all what is there to hide? This I would imagine to be game plans big boys play and when people start to get killed, our children conscripted to these conflicts, ah iba na ito, magising na tayo.

We can by really understanding, not underestimate the danger of being so defectively poor, so squalid horses die because we’re eating the grass so to speak, ‘ala nang makain pa’no na? If may be committing mass murder is excusable in this country and people committing them are given reward to be senators and congressmen, something is definitely wrong with the system, sisiw si Garci if we are actually allowed just a ‘sneak’ of people who may be dying by the day because of extreme poverty, not to mention state sanction wars decades past that purportedly to have claimed thousands of lives, I can go on forever…come to think this need not be happening if we have regional interests pushing for good workable governance under a parliamentary federal governance.

Yes, dak2 palitan na ang sistema PRONTO!

NO TO CHARTER CHANGE for the meantime. GLORIA MUST GO first.

It’s still in the drawing boards. so why on earth they have to lobby from the americans when their (“kuya’s”) system is a presidential-federal one?
