FROM a citizens’ impeachment tribunal to a truth commission, now it’s a citizen’s congress that groups under the broad coalition Bukluran Para sa Katotohanan are finally setting in motion to bring out the truth about the charges raised against President Gloria Macapagal-Arroyo in her aborted impeachment case.

Denied the legal and constitutional recourse of the impeachment process by the pro-Arroyo House of Representatives, Bukluran has created the Citizens’ Congress for Truth and Accountability as an alternative venue to present and examine the body of evidence gathered for the amended impeachment complaint endorsed by opposition congressmen that charged Arroyo with culpably violating the Constitution, betraying the public trust, and engaging in electoral fraud, bribery, graft and corruption.

The Citizens’ Congress comes almost two months after the administration-dominated House junked all three impeachment complaints against Arroyo. Bukluran convenor Bro. Armin Luistro of the De La Salle community said the initiative is precisely a response to Congress’s reneging on its duty to reveal the truth and hold the President accountable for her possible crimes and misdemeanors.

Earlier, some civil-society organizations had pushed for a people’s tribunal that would have been conducted parallel to the impeachment trial in the Senate. But the idea was criticized by Malacañang as being akin to a "kangaroo court."

To deflect such accusations, Bukluran has taken pains to come up with a credible body and a fact-finding process. The special committee it formed considered several options, including that of a people’s tribunal and a truth commission. Key concerns of objectivity, due process and the rights of the accused, the timing, and public acceptability eventually led it to recommend the mechanism of a citizens’ congress.

Acknowledging that the Bukluran initiative will still be questioned and attacked by Arroyo supporters, human rights lawyer and United Nations Ad Litem Judge Romeo Capulong, who will be one of the lawyer-presenters, also assured the president that the Citizens’ Congress will be fair. "(It) is composed of women and men of unquestionable integrity and patriotism, with untainted commitment to the search for truth and justice, and an abiding faith in the essential requirements of fairness and due process."

Named convenors of the Citizens’ Congress are:

  • Dr. Bienvenido Lumbera — 1993 Ramon Magsaysay Awardee for Journalism, Literature and Creative Communication Arts
  • Dr. Maria Serena Diokno — Professor of History, University of the Philippines
  • Sr. Mary John Mananzan, OSB — Prioress, Missionary Benedictine Sisters, St. Scholastica’s College
  • Bro. Edmundo Fernandez, FSC — Chairman, De La Salle – College of St. Benilde
  • Bishop Solito Toquero — United Methodist Church of the Philippines

Named to the Presidium as presiding officers are:

  • Former Vice President Teofisto Guingona Jr.
  • Prof. Victoria Avena — Professor, U.P. College of Law
  • Sharon Rose Joy Ruiz Duremdes — Secretary-General, National Council of Churches of the Philippines
  • Bishop Alberto Ramento — Co-chair, Ecumenical Bishops Forum and Chairperson of the Supreme Council of Bishops, Iglesia Filipina Independiente
  • Bishop Dan Balais — Jesus is Lord Movement
  • Menchie Caragdag — Peace for Life
  • Atty. Nasser Marohomsalic — Former commissioner, Commission on Human Rights

Capulong also stressed that the congress has constitutional basis in Article XIII, Section 15, which provides that:

The State shall respect the role of independent people’s organizations to enable the people to pursue and protect, within the democratic framework their legitimate and collective interests and aspirations through peaceful and lawful means.

Using the amended impeachment complaint as foundation for its work, the Citizens’ Congress, to be composed of 400 representatives from various sectors of society, will commence its hearings in November from 9 a.m. to 1 p.m. The first two hearings will be on November 8 and 9 at the U.P. Theater and the College of Social Work and Community Development, respectively. The next two hearings on November 15 and 16 will be held at the University of Makati.

As a fact-finding, collegial body, the Citizens’ Congress will hear the presentation of evidences and voluntary witnesses like in any court trial, though it will try to avoid being too technical and will not be prosecutorial and adversarial. Capulong said Arroyo is welcome to participate in the proceedings should she decide to send the justice secretary or her lawyers to present her side.

Sr. Mananzan said the purpose of the exercise is really educational as the findings will be widely disseminated to the public. "What the people will do about it, it’s going to be their decision," she said.

Meanwhile, the Black and White Movement has decided to call on Vice President Noli de Castro to serve as transition president until 2007 and for him to install an advisory council that would agree on a popularly affirmed reform agenda as its preferred option for a regime change. Following extensive deliberations in last weekend’s workshop at the Ateneo High School, the group also gave de Castro until November 30 to withdraw support from Arroyo and accept their proposals.

In case de Castro disagrees, the Black and White Movement will be pushing for the succession of the Senate President as acting president and who shall call a special election within 60 days.

The movement also proposed the following in the next administration’s reform agenda:

  • Electoral reforms
  • Reforms in the jsutice system
  • Financial and economic reforms
  • Pro-poor reforms
  • Pursue the peace process
  • Bureaucratic and military reform
  • Constitutional reform

For the first 100 days, the group expects the new adminsitration to put the following measures in place:

  • Stabilize the political situation
  • Institute zero tolerance against graft and corruption and restore good and effective governance
  • Demonstrate pro-poor commitment
  • Restore fiscal health and keep economic house in order, and
  • Lay the basis for sustained reform

The “Citizens’ Congress for Truth and Accountability” represents the “crab mentality” of disgruntled few with hidden agenda for self-interest – not necessarily for the greatest good of Filipinos.

The myriad of non-productive activities advocated by the proponents are the “root causes” of why the Philippines remains a 3rd World country.

As an entrepreneur/investor, the proponents advocacies create “uncertainty” which increase the “risks of investing in the Philippines”. I feel much more comfortable with what President gma plan of reforms as I see them entrepreneur/investor friendly.

The proponents behind the failed impeachment, now this movement scare entrepreneurs/investors.

The million dollar question for Filipinos is “Do you want prosperity? … or Do you want to remain in dire poverty?”

If you want prosperity- the choice is very clear.

Mr/ms. Martin everybody wants proseprity, no doubt about that. but the greatest question of the day and the reason why there seems to be a drag in our political life is that – do we have a legitimate governement? Arroyo can talk about investor/enterpreneur-friendly plans all she wants but if she doen’t have the support of the people those habla will amount to nothing. you must be aware that based on survey 80% of the Pilipinos want her out. 905 of the Pilipinos believe she cheated the elction last year. I an democratic setting, trust and confidence of the people is foremost for a president to govern effectively.

Gabby Claudio was trying hard to make the KANGAROO COURT label stick to what he called a “dangerous and superfluous gimmick” by the Opposition on ANC Cable’s Hot Seat program at noon today. I expect this to be most oft-repeated SOUND BITE on AM Radio and the rest of the demagagosphere for the next few days.

But Claudio was stung by a rare (never-before-seen?) instant of pique from the divine Pinky Web, who couldn’t see the superfluity but in Claudio himself. She asked if hiding Garci, CPR, EO464, etc were not Palace gimmickry in turn. Then when Ricky Carandang asked him, with mock innocence whether people should now just forget about Garci, the tapes, GMA and the ensuing coverup, the irony was completely lost on the Palace’s unfortunate talking head. with the earnest sincerity of Izvestia or Pravda’s best anchormen, eyes curiously defocussed and in the convoluted formulae of the moral midgets, urged us all to do just that.

When queried if he thought this was just the calm before the storm, he denied that there would be a storm at all because all these unanswered questions had already been aired and that the public had acquiesced. He takes the absence of mobs in the streets as proof of GMA’s acceptability!

The Palace is clearly treading water.

But I would suggest, if it is to be a Court of some kind, and let us not fall to insulting kangaroos now, that this should become the first TRIAL-BY-JURY in the history of the Philippines. Let any citizen or voter who wishes to be empanelled as a juror in PEOPLE VS. ARROYO do so simply by affirmation.

It is, after all a MORAL exercise whose political and legal consequences are as yet unforeseen. Much like Rosa Parks, who refused to stand up for a white man, our own Rosa Parkses– Cory Aquino, Tito Guingona, Bro. Armin Luistro, the Hyatt Ten– they just refuse to stand down on a question of right and wrong.

Dear Bob Martin,
Can you imagine what would’ve happened if at the height of the Watergate scandal some Pinoy wrote an article in the New York Times calling on Americans to quit it already with the investigations into Nixon’s taped White House conversations, the coverups, BECAUSE it would scare off investors if they tried to to learn the truth about the President? You’re way off base on this one amigo! You’re argument’s cute but NON SEQUITUR.

“he takes the absence of mobs in the streets as proof of GNA’s acceptability” – he could be partly correct because in the last people power when the people wanted erap resigned – people just went to the street as a show of force. now despite survey claim of 80% Pilipinos want arroyo out there is no show of force of people.

kangaroo court? i don’t think so. this people’s tribunal i think is maybe moral but it’s not lawful. maaring ngang pinagtatawanan lang ng malacanang ang move na ito pero dahil desperate na ang group na ito sa paghahanap ng katotohanan kaya pagbigyan na natin ito. eventhough the idea is maybe out of this world process that’s their right to push through. anyway it won’t harm anybody. there’s no harm in trying eventhough this idea i think is nothing but another grandstanding by the anti-gma and it will not solve the problem of this country. Definitely PGMA will be convicted of all the charges, kahit ano pang process ang gawin dito iisa lang ang patutunguhan ng result, gloria is guilty definitely. This maybe really a desperation move by the opposition and all the people against PGMA. But we should respect it cause they believe there is no justice already in this country.
At the end of the day we have to answer the basic question, saan patutungo itong move na to? I don’t think so, kung ayaw pa rin nyang magresign at bumaba, so next move na naman people power rally ulit?
I think Luck is still on PGMA’s side. Filipinos have more important things to do than join rallies. Despite unfavorable SWS, Pulse Asia and Ibon Foundation surveys showing unprecedented public dissatisfaction and distrust, fact is, these are just figures. People would rather feed their families than burn effigies.

It will help fortify the credibility of the People’s Court if apolitical retired SC justices and judicial luminaries are appointed to that court. No one allied with the anti-GMA groups should take part in dispensing judgment, but they can participate in the deliberations as witnesses. This is the only way to save it from being called a kangaroo court.

i dont see any entrepreneur or investor friendly program by the government, as a matter of fact, a lot of entrepreneurs and small investors are feeling the impact of PGMA’s policies and inaction on the problems besetting small biz.

some of the problems hounding small biz are the very high interest rates imposed by our banks, only big businesses can afford to borrow from local banks, very high utilities like power and water, that alone will make an entrepreneur think more than twice before engaging in any business, plus the flipflopping of the govt when it comes to investment protection, there is no protection. couple that with the impending implementation of evat.

higher taxes will stunt growth, the majority of the people will be the one who will bear the brunt of these new taxes, and besides, VAT is a consumption tax and it is regressive in nature.

with regards to the people’s court, after GMA closed all avenues of the resolution of the problems hounding her, the people is left with no choice but to express those sentiments by other means which is the people’s court.

Bansa natin talaga, nakakaloko. Kung ano ano ang pinag-gagagawa. Citizen’s Congress? What the hell is this? Mga tarantado at mga ipocrito! What’s the point of having such a congress when the Black and White already convicted GMA by calling on Vice President Noli de Castro to serve as transition president. Am I understanding this correctly? Please advise.

To the Citizen’s Congress–aside from GMA, please include the thieves and swindlers (past and present) on this fact finding mission while you’re at it.

Have any of you seen the documentary “In Search of the Marcos Millions”….? Let’s say GMA did cheat, this familiar and common act in Philippine politics is nothing compared to what Marcos et al did. Have any of you read the report about Irene Araneta transferring $10 Billion dollars from one European bank to another? Boy, this Citizen’s Congress really has its act together. Instead of searching for the billions that mother fucking Marcos stole, they go about searching for ballot boxes. Remember the victims of Martial Law? Remember the journalists that have gotten killed since People Power? Is it amnesia?

DJB,

It was unfortunate that Pinky Webb backtracked a bit when Gabby Claudio was clearly piqued. What she should have done was to force the issue. Unfortunately, she let that golden moment slip away although in fairness to her, I noticed lately that Pinky has been more forthright in her questions.

While we know the answers to the questions that the hosts ask, the answers take on greater ludicrousness when you hear it from the horse’s mouth themselves. And sometimes, one really ends up wondering if they really believe what they are saying or are they just taught to sing the same tune? Much like much of your demagagosphere!

People should not fall into the government’s trap of disregarding the people’s court as lacking in legality. It after all never claimed to have the legal authority to impose sanctions. The people’s court is just another exercise for the redress of grievances.

Gabby Claudio considers the decision of the congressmen as an exercise of representative democracy and considers the people’s court a legal fiction. But both are legal fiction anyway. A congressman’s vote is as much a fiction that he represents his district when he votes.

Theoretically, if a legislative district voted for FPJ, then by legal fiction, the congressman of that district should have voted in favor of the impeachment complaint. And if 80% of those surveyed said that GMA should be impeached, how can the majority of the solons claim to represent an overwhelming voice?

Much worse, how can Gabby Claudio rant against a people’s exercise when he himself is not even an elected factotum and is not even by definition, a legal fiction?

Take the people’s court simply as an avenue to reveal the hidden truths. And if the government persists in demeaning the people’s exercise, it will only stoke further its credibility and in the end, snowball and consolidate the entire opposition.

And if that time comes, Gabby Claudio will have himself to blame when he hectored Enteng Romano, Chito Gascon and the entire opposition to get their act together.

Should the GMA impeachment succeed, what good will that do? Do we replace her with another Cory who doesn’t know nothin’… or another Marcos who knows too much but used it to his advantage? call it whatever “animal” court you can think of…if this the only way to resurrect the “Stickiness Factor” (one of three factors from malcolm gladwell’s “tipping point”) i’ve suggested before as the highlight in our political dilemma, so be it. as i’ve commented 49 blogs ago, what hasn’t sank into our minds (especially those with little and narrow minds) is that gloria LIED, CHEATED, STOLE, and DID A COVER-UP. if only this Congress will remind us of this fact being hidden by gloria and her minions (contributing mainly to the “empowerment” of the great social change without gloria at the nation’s helm – the great social change i’ve suggested as gladwell’s Power of Context factor) and its proponents become the effective “connectors” and “salesmen” (completing the cast in gladwell’s Law of the Few together with the “mavens”), then the tipping point would become a reality. i am still optimistic…btw, i’m not making “taranta” of myself and i’m certainly not being a hypocrite in condoning this “kalokohan!”

if you will mean prosperity as having high OFW remittances putting in to a more stable peso more
(as gloria boasted as part of her economic reform agenda in her shows at NBN 4 and RPN 9), then i believe you’re in a make-believe world (as gloria is in her make-believe presidency!). the “uncertainty,” as bob martin has postulated is not caused by the divided opposition (the “few” who were branded “destabilizers” to gloria’s hold-on-to-the-power cause). the malacañang sham brought the uncertainty upon herself when she lapsed in judgement several times with the great escapist garci! a legitimacy problem hangs over the head of your so-called president, bob…i sure would like to wish your pseudo-surname was “hope,” ‘cause our country needs hope…hope for a better tomorrow (without gloria, of course!)…our economic woes and their cause as well as a suggestion on how to resolve the issue of gloria’s legitimacy is described here .

now, all these talks about elections (snap, plebiscite or otherwise) dumbfound me…as long as the commissioners are of questionable integrity there will never be an acceptable voting result! it’s a good thing, by grace of it’s own wrongdoing (apart from the “hello, garci” controversy) the comelec may be put in boiling water once this complaint from the ombudsman gets under way… more (also mentioned in mr. chanco’s column above).

…whew! it’s great to ventilate steam after a hard day’s work…

What is there we still don’t know? As to the media that cashes in on the events, that’s their job and they deserve some form of compensation just like you in your own profession. The fact that the present political conflict is their active source of their business is incidental. You can leave them alone on that.

Joey Concepcion as presidential adviser of entrepreneur is already a killer–how can entrepreneurs even look up to the guy, when the very basic of entrepreneurship is one who starts from scratch and builds up his/her company. Concepcion’s business is inherited, how can he even be considered an entrepreneur? Obviously, the bottled water with GMA’s face during the presidential campaign paid off. Ridiculous!

This is within the spectrum of constitutionality and reforms we all wanted in our country, patungo sa kaayusan at kaunlaran. The citizen’s court meanwhile gives an oppurtunity for people to know what is behind the impeachment complaints. The above measures will solidify the mass and prod the silent majority to act as it believes. Towards an ELECTION. Peaceful intiatives to achieve change. And change is only thing that is constant sabi nga.

Mike at Ka Erdy Manalo. Ano kaya kapalit?

Almost everybody here and those members of that so called people’s court have already made their judgement about the issues. Di ba we already made judgement that arroyo is guilty of everything. What’s the point of having a people’s court that seeking for truth per se when more than 80% of the population already made their judgement and believes arroyo is guilty of election fraud and other unlawful things and has no more morals to govern the gov’t. Di ba uulitin lang yung mga accusations sa kanya at bago pa magumpisa alam na natin yung magiging result, that arroyo is definitely guilty of all the charges. So ano ang makukuha natin bagong katotohanan dito sa people’s court?

“… if a legislative district voted for FPJ, then by legal fiction, the congressman of that district should have voted in favor of the impeachment complaint. And if 80% of those surveyed said that GMA should be impeached, how can the majority of the solons claim to represent an overwhelming voice?”

No, Dawin, that’s not legal fiction, that’s the political reality that manifests the boundless hypocrisy of the politicians we have today. Never have I witnessed a gathering of contemptible politicians assembled in one House connive to swindle the people. That was the crudest cut of all.

Bob Martin, if you are that foriegner blogger of MINDANAO, then I couldn’t help but commend you for showing concern over the Filipino’s plight. ‘Peoples court’ are typical activity examples of crab mentality indeed! On the other hand, there’s nothing you can do about these things and there is far more complicated than crab mentality, its CARPING. CHIZMOSONG PINOY said that we FILIPINOS is in this CARPING business for more than a decade now.

In economic spectrum, if a business goes 5 years, it means it is progressing, If it continues to exist for 10 years it is very stable. Now the CARPING business is more than stable because we are in it for decades now. bwahahaha!

Seriously, though some people here are roiling the water economically we are still ready to be tapped with the recent developments;

1. Some of our local industries are showing some edge like the SHEMBERG Philippines, now is poise to become the number one supplier of carrageeeran the world over. Carrageenan is a very essential component used as a thickener, emulsifier, stabilizer and gelling agent in food, beverages, cosmetics and pharmaceuticals. It is extracted from the Euchema seaweed or native “guso.” Imagine how many additional mouths we can feed with such a development. more

2. This month, Philippine industrial output surged by 7.3%. A good economic indicator inspite of Manila street turbulence. more

3. No one can stop our OFW REMITTANCES TO GROW 10% this year. From 8 billion last year going 10 billion this year. more

4. DELL, the world’s largest personal computer producer, says it is setting up a major customer call centre in the Philippines. Our English proficiency has become our best asset and company’s one of the essential logistics. Imagine how many high earning jobs we could create by these. (But of course, its not important because some people here are politically oriented than economic oriented.) more

5. IBM is expanding its outsourcing business, as it eyes more demand from the Asia-Pacific market while growing the services capability of its Manila offices. (Puleaase! Stop this roiling once and for all, to establish the confidence of these businesses to stay a little bit longer to provide our kababayans decent jobs. If we can hold them here, we don’t have to go abroad to look for greener pastures. When can we become economic oriented?) more

6. Peso’s stability over the dollar and pounds is something to look into. This might also mean that our economy is stabilizing. To date, conversion of a pound is £1= £98, compared to previous month of £1=P102. And $1= 55, compared to $1=56 few weeks back. more

Now to the people here who thinks we can progress more in political gimmickry than economic considerations, then there is really something wrong with us. I believe, there can be no chance for us to gain momentum given the counterproductive attitude of some of us.

Nabanggit ko sa isa kong post na ang People’s Congress is “searching for a tipping point”.

Salamat kaibigan.

I agree wholeheartedly with dakdakero’s citation of economic activity. But I will venture that these private enterprises and the economy are thriving inspite of government, not because of it.

Overseas employment has been our government policy since Ople became Labor Minister. It is not something this government should crow about.

English has been our staple language since Hollywood invaded our shores. It is not something our government can claim glory to especially if it decided to terminate the services of an efficient Undersecretary who was not willing to brook Malacanang interference and especially if the quality of English has gone down every year.

Shemberg has been with us since before GMA took over. Again, hardly a crowning glory.

What does this tell us? That those who know our country well may complain about rallies and traffic but our main cog in our economy is not the government which is one of the most corrupt in the world but the people who make up these islands.

It is a compliment to us Filipinos that our economy can continue to survive while we have a government that is lacking in legitimacy.

If we can remain blind to the moral issues confronting this government and remain indifferent or apathetic, it makes us a soulless nation.

To put an analogy, if your child is raped but you won the lotto, do we say forget about filing the criminal case, mayaman na naman tayo.

Mammon before morals?

Sa tingin nyo ba the problem would linger this long if GMA is really innocent? Anybody with half a common sense would know that she’s guilty, the problem is proving it. Like with Erap, common sense will tell you that he’s guilty (imagine if you’re the most powerful person in the land and someone accusses you of wrongdoing which lands you in jail for over 4 years, it’s either you’re guilty or very stupid). Of course proving it in court is another matter.

The people didn’t get a closure with the killing of the impeachment by the congressmen that’s why the legitimacy issue persists. The truth will always find a way to come out and eventually resolve itself.

With regards to why people aren’t going to the streets is because there is no clear alternative to the residing problem. Especially when you see faces like Imee Marcos, and Jinggoy and JV Estrada calling out for GMA’s resignation, it just sends shivers through my spine.

We have to keep moving forward at habang may walanghiya ay dapat palitan. We cannot go back or stagnate. We have to keep looking for the better alternative and I’m sure eventually we will.

Where does the corruption and the ‘buck’ stop? Everyone is – or should be – responsible for their actions… even if the consequence ‘bites them on the ass’ as a result. Dawin,

Thank you for taking time reacting to my blog. I just want to tell you that it doesn’t matter really if I don’t win my argument. My whole person and my income is not dependent on the validity of my points. Yes, I agree that our economy still probably would thrive regardless of our present government. I know its not a crowning glory for the present government, but it would have been better if our economic growth is consistently steady without much roiling on the streets and a non-stop scrutiny. I am not totally against this acts of crab mentality because sometimes this can be used to our advantage as a check and balance to correct our government but doing it on a daily basis is not good for our economy as a whole.

Good thing for you because you are a lawyer, and you have your profession to cling into at any time we are economically doomed. How about others who have no profession like you do? Can you, lawyers feed all the hungry mouths dependent on foreign investors and local entrepreneurs establishing businesses here? With the lawyers carping, can you send more OFW’s abroad to provide better income for their families?

Sometimes I find it so odd, a lawyer like you talking about morality. For all we know to become a good lawyer, one should become a good liar. Can you honestly say that there is morality in your profession?

Yes, we may agree on one thing about Gloria’s questionable morality. As a lawyer, do you really believe she committed a crime based on the so called GARCI tape? When did you learn that tape recorded voices are admissible in court? Can you honestly say that you are not partisan, as you are a San Juan resident? A known Erap turf.

Forget this whole controversy and let us move forward us a country. After all, the opposition is just like the administration — it’s all a question of whose hand is in the cookie jar, but they’re all the same. Continued rallies and demonstrations will only scare away investors.

If you believe this line of reasoning, then we’re only setting ourselves up for the next crisis, and the next, and the next.

For this country to progress to a stable democracy, institutions have to work and the people have to be made accountable.

Was it Arroyo on the tape? I think so. Was it part of a greater conspiracy to cheat? Maybe and it would be helpful to find out, given all the details that are coming out about money and military personnel being moved around during the past elections.

But the administration defeated the impeachment in Congress and that is that. Well, in the same way, I may have the right to kick out a tenant at 12:01am on Sunday morning the moment his lease expires, but would it be the “right” thing to do?

In many cases, the right thing to do is both a combination of the law and the circumstances around it. We are a country with weak institutions, and people’s distrust of those institutions have been increased by recent events. Arroyo could have helped improve the situation by not just looking at the law, but all the circumstances around it.

She has not done so. And that is where we are right now. Funny why people blame the public, but not Arroyo for the mess we are in right now.

Duck Vader said: “. . . But the administration defeated the impeachment in Congress . . . ” I beg to disagree. The impeachment was NOT defeated simply because it did not even get started. It did not even reach the gate, having been prevented by GMA and her cohort in Congress by technicality, by inventing the rules as they went.

You also said: “For this country to progress to a stable democracy, institutions have to work and the people have to be made accountable.” The impeachment was an attempt to make GMA accountable but it was scuttled. Seems to me most, if not all attempts so far to make her accountable have been resisted–Garci tape, Venable contract, fertilizer scam, to name a few. On the other hand, why not speed up the trial of Erap? He has been held in prison without being convicted. He may very well be guilty as charged, but that should be determined by a proper court of law. Erap should be held accountable, and if proven guilty, should be punished accordingly. Seems to me his punishment is being meted ahead of his conviction. In the meantime, GMA is not being held accountable because she is in power.

Kaya lang, kahit anong tiyaga ko sa layunin ko, parang hindi rin makaabante dahil the culture of corruption from the highest levels of government to the lowest rungs in private business militates against my efforts.

I’ll go beyond that and say that is my wish.

Here we go again! The oft repeated debate of morality versus economic progress will go nowhere because these two movements are oblique. They do NOT CONTRADICT each other, in fact, they MUST COMPLEMENT each other. We need righteous leadership to craft the roadmap to our economic progress as much as we need dispensable resources to remain morally upright. It is not impossible to achieve both. Neither is it supposed to be a catch-22 situation as Malacañang wants us to think it is. We cannot afford to have one at the expense of the other.

I understand the reservations of those who need to put their families ahead and foremost of all concerns. But that’s limited, of course, to the economic necessities rather than an all-encompassing argument.

If you allow your children (I am assuming you are or will be responsible parents) to grow in an environment where cheating is allowed, stealing is tolerated, lying is as normal as breathing air, and leaving those misdeeds unpunished because we should not rock the boat on our voyage to prosperity, then let me walk back home because I believe my children’s decency, rectitude, and honesty count most than any worldly possessions.

The economist view of survival in this jungle our present leaders have herded us into, has ignonimously reduced us to mere animals devoid of spirit, moral fortitude, and wisdom to choose what is right, fair, and just. As Dawin said, soulless.

Despite the hardships our ordinary “beasts” are experiencing today, The Inglorious One prefers to add burden to our already heavy yoke while we pull the plow. What with the continually increasing cost of a decent life, The Great Economist still finds necessary to raise taxes to keep her house afloat. So that she can spend more in building fences to alienate those whom she is supposed to serve? Surely, one would think this ploy is to ensure, as some bloggers have manifested here, that as the poor Pinoy is stuck to their toil, he avoids joining the throngs who are out to seek the truth and serve justice for the tyrant’s crimes.

She may come out with diktats every now and then but that will not absolve her sins, it could only buy her time. She will finally be deposed inevitably as all dictators deserve. All those who believe the best they can offer their country is work, work, work will soon realize even in work, truth, honesty, and fairness is as important as it is in government.

In the end, good always triumphs over evil.

my two cents worth on…

kavenishi, little things can make a big difference – the real essence of gladwell’s “tipping point.” if what you started with your family is contagious enough it will spread through your community and next thing you know it may probably become an epidemic for the good of the country. we’ll leave to your discernment in thinking, doing, and teaching what is right and what is wrong to your family…

arturo, the “tipping point” may or may not come (military-backed or not)…all i want is that gloria will make good her promises of having transparency in government and of championing truth and justice (refer to her oath). falling short…i’m not being sarcastic, mind you…falling short on that promise is not acceptable…

dakdakero, some of your links are either outdated or cannot be visited (by me…i don’t know how others did). anyway, so it follows despite the thriving carping business (as what the only “pinoy” in this blog has carped time and again, “lo diyes,” chiz) our economy is not in shambles after all? (i asked for fear of carping a fallacy here…considering the keen observations of dean rizalist.)…

duck (hoping not to be a relative of the duck in the palace and likewise hoping you are H5N1-free), dak has belied the rumor that carping scares investors away…in my opinion rather, carping scares the fortified in the palace. i agree it’s funny (and also annoyed) why some people blamed the moaners outside the malacañang garrison and not the monster inside…

tongue (quite interesting – and historical – nom de plume or nom de guerre), still with the consistent tongue…all praises to you and other truth-seekers in this blog…

and down to my last centavo…“dapat patalsikin ang pilit na nagsusumiksik sa hindi niya salumpuwit…walang lidera2 kapag walang manda2,” hindi ba, timtim2?

All means of getting the truth has been exhausted. Let’s all keep an open mind regarding this People’s Court. Let’s not prejudge this undertaking. This may be the last thing we could do to put closure on the controversies hounding the administration.

FYI: Only 30% of the new tax measures imposed by the government will go to public service. And I thought that these measures are for improving and giving better service to the people and for infrastructure…..Tsk, tsk, we’ve been duped again. I guess we all know where the other 70% will go to.

Thanks, PopsJ, Baycas (the king of Googledom), its really difficult writing an emotional post while tracking the tickers in Wall Street. However, at the end of the day, getting the load off your chest is very fulfilling, therapeutic, even .

As for Toro, I wouldn’t mind marching side by side with Imee, Jinggoy, or Ka Satur. Just as I wouldn’t mind having beside me the Bishops, Oca Orbos, VP Guingona, IBP Lawyers, OSB nuns. Or even the farmers, fisherfolk, laborers, urban poor. We have a name for them – Filipinos.

Well, Baycas, you have started an addiction and everyday, I can’t wait to see which links you have for us. That one on Our Daily Bread was a killer! Who can argue with that? And that heated exchange between our blogmates was really interesting, with Jonas, I believe, winning the debate by sheer weight of arguments.

And to all decent-minded patriotic Filipinos, keep fighting for the truth, for what is right, for what is just and fair. Not just for what is convenient, or which is more financially rewarding. Not just for you or me or us, but for all.

Whether in the streets or just in blogsphere is your call, it doesn’t matter as long as you know you have done what is right, you have done well.

Peace, out.

Mitamz,

Thanks for the link. Solida Monsod said it all. As far as I can recall, those were the winning trends of GMA few weeks before the election. Witnessed by foreign correspondents and exit polls, last presidential election showed GMA’s victory as imminent. Really the opposition that time, blew their chances of winning it because they were in disarray. Now, like de ja vu, seems to me that the same oppositions again, poker dumb as to who’s their best alternative to Labandera.

Since they couldn’t win their cause, another feeding frenzy was disseminated to the chizmiz-oriented Pinoys, utilizing the HELLO GARCI tape as their ultimate logistic. After weeks of using media as a medium, everything spreads easily like forest wildfire. Then came the ‘MORAL ASCENDANCY’ theme inculcation. Blindly, a result of the constantly peddled opposition lies that later became ‘truth‘.

Baycas,

I think I know you from somewhere. I’ll check it out…( Tonto lang gui hapon ?). Your last centavo is really of no value because you are using the same old coin.

MitaMS, I share Monsod’s rationale in the Inquirer today that GMA did indeed win. Before the GMA bashers get hysterical again, I’m talking of facts here not opinion influenced by biases or prejudices.

I never allow myself to be carried away by general sentiments so I tried extrapolating the numbers, with allowances for fraud, just to satisfy MYSELF if Gloria could have won without cheating. Yes, she did. I’ve had quite an experience as a statistician on the matter of probabilities so I know whereof I speak.

Unfortunately, with FPJ gone and his election protest stopped, the truth is now buried with him. I agree with you that truth is there. But, it’s human nature to keep the eyes closed and not find it when the hearts and minds do not want to.

Filipinos indeed we all are, and a great many decent citizens would really mind being in the company of those who plundered this country just as much as the GMA bashers will hate to be seen marching with her.

Baycas says,

“… all i want is that gloria will make good her promises of having transparency in government and of championing truth and justice (refer to her oath)…”

I think Gloria has gone past that stage of governing with transparency. The Venable contract showed that and the unaccountable fertilizer funds that drove two DA officials to leave the country is another.

She has reached the point of no return. She has made many enemies that seek justice Her sense of justice is what her vision of truth applies to her.

A lot has been said in this and other blogs about seeking closure to the Gloria impeachment, as if finding one will put away our troubles for good. Closure seems to be the flavor of the month that everybody seems fond of using.

Now let’s see. Marcos died and left the billions he plundered stashed safe and sound in some bank vaults. There was no closure. The nuclear power scam in Bataan which we continue to pay Westinghouse millions of pesos everyday, this too has no closure, the principal remains in hiding in Austria. The relentless takeover by the Kamaganak Inc. of companies during Cory’s time was never investigated and had no closure, neither was the Mendiola massacre. The Centennial Expo scam in Clark nor the PEA Amari scandals had closure. So was the Diosdado Macapagal highway scam.

There was no closure to the big stocks scam of the B&W Resources that drove Erap’s pal Dante Tan to take french leave. So is Dichaves, the trust holder of the second envelope. The Erap tragedy may never find closure either, perhaps GMA may even set him free, if he will pull back his attack dogs. The Oakwood mutiny had no closure. The poor soldiers were jailed and humiliated themselves by abandoning the idealism they fought for, but the plotters who goaded and financed them to rebel remain free. No closure.

The Kuratong Baleleng massacre, KFR, money laundering, drugs charges against Sen. Ping Lacson conducted by the Senate committee never had closure. The Dacer-Corbito murder, this too. The 2 million dollars bribe charges against Perez still has no closure. The juetenggate, Jose Pidal. These are just a few that come to my head
All no closures. Except that of Mark Jimenez and his closure came through the courtesy of US justice.

So, what closures ae we all talking about?

Schumey,

Cheating small or big is never okay. One doesn’t have to be a moralist to know it’s wrong. I don’t think anybody’s condoning the act either. But the fact remains that cheating and politics go hand in hand and there’s nothing you can do about it but accept whatever the results may be. Can you name one election from President to Mayor that was never tainted by cheating? I wuz robbed, the loser’s battle cry, isn’t it?

This explains why many abhor politicians who they know cheated. I guess that’s the most they can do about it, express their
contempt like what most of the bloggers here do.

Why others are always saying why we allow our children to grow in an environment where cheating is allowed, stealing is tolerated, lying is as normal as breathing air, and leaving those misdeeds unpunished?. We’re not allowing that, that’s why andito tayong lahat sa PCIJ. From Marcos upto now cheating and lying are happening.

1. surveys – there is evidence that the polling organizations
were infiltrated. as already reported elsewhere the polling organizations subcontracted their data collection.

2. exit polls – were widely off the mark. especially in metro
manila. SWS boss admitted they screwwed up.

3. congressional canvass – hah! what a laugh. and to use

all evidence shows a wide-ranging conspiracy from manipulating

solita, or mareng winnie to many, then why on earth did gloria had to call garci after the senators-elect (except 1) were proclaimed? “segurista?” …even she (gloria) doesn’t truly believe in the exit polls if that’s the case.

i already braced myself (in case i faint) to the idea that there’ll be no closure on the “hello, garci” recordings and even in the 2004 election cheating (taking into account the all-out efforts of gloria and gang’s cover-ups). but i’m still optimistic that there’ll be an acceptable resolution to this political wrangling.

arturo, i gather you will just allow gloria’s government with opacity, untruthfulness, and her own sense of justice to go on? may i be enlightened on your real stand (as i was enlightened on your stand in this blog http://www.pcij.org/blog/?p=442 )?

dak, actually i was saving my last centavo (an old one from my “baul”) for a “rainy day.” but apparently TRUTH gets more expensive as months pass. i guess we won’t be able to get hold on to the TRUTH considering the cost will again jack up in two days. yes, dak, you know me…i’m one of those truth-seekers…p.s. my old coin has true value other than its face.

No accountability?

As for the Garci tapes, i can’t believe until now there are still people here who believe these are all chizmiz peddled by the opposition.

Winnie monsod will state all the positive facts(?) about Gloria winning the last election. Of course! She ran under Gloria’s ticket in the last election and lost, remember? And she was even the dancing partner of Gloria. So don’t tell me that Winnie is non-partisan. Read all her columns. Just talk about Namfrel’s result, why is then that Bill Luz or Joe Conception has a change of heart?

The real issue here is (ilang beses ng sinabi ni Baycass at paulit-ulit kong kinuquote din) : Gloria LIED, CHEATED, STOLE, and DID A COVER-UP!

Baycas, interesting points you raised. Let me answer your questions.

Let’s rewind. FPJ was way ahead in the surveys when GMA decided to run for the presidency. GMA knew it was going to be a hard climb to overcome FPJ, so she appointed Garcillano to Comelec. I was critical of that appointment and suspected GMA’s wonder boys were up to something devilish because Garci was the same fellow who Sen. Pimentel accused of having rigged the previous elections in Mindanao.

Recall too that Pimentel wrote Senate President Drilon as early as February 2004, and spoke vehemently to denounce the appointment and to investigate Garcillano, but nothing happened, which made me think Drilon was in the loop too with GMA & her bright boys.

As events happened, GMA’s campaign offensive was quite dramatic as she had overcome FPJ’s lead in the surveys by as much as 10-12 percent. So, she won, but now we know how the government resources including the fertilizer funds spread freely to congressmen, mayors, etc., were used to insure her victory.

At hindsight, it didn’t appear necessary for GMA to have used Garci in order to win. Had the voting been kept clean she could’ve won with some comfortable margin. But, obviously, being a segurista and with the help of an overzealous idiot they decided not to leave anything to chance. Panalo nga pero nakarma naman.

The only closure to the Garci controversy is if Garci comes out alive and tells the whole story. Either that, or GMA tells us the truth. When? Not in her lifetime it seems.

As to transparency in GMA’s governance, only she can do that. That’s beyond all of us. And even if she tried today to make her actions and policies as clear as day, I still would not see the absolute transparency in her governance for as long as there remain concealed many of her insidious mistakes.

You know, Baycas, Gloria can still redeem herself and be acclaimed for statesmanship if she asks the SC to resume FPJ’s election protest. It’s not too late to do that. She should cast away her fears if she believes she won the elections. She can even bargain with the opposition in exchange for recounting the votes. If proven to have won, she can demand an absolute cessation of disputes including the planned impeachments in years to come and the so-called People’s Congress so she can focus on her work as president. If she loses, Noli takes over. This is one single action that will remove any doubt on the legitimacy of her presidency. This one single action will immediately calm down a restless people. This will put an end to controversies like EO 464, CRP and other unsettling orders and policies that only aggravate the situation instead of contributing to a peaceful co-existence between people and government. Gone too, is the stand-off with the Senate and its belligerence towards her. Will Gloria consider this? Perhaps, if she only knew that all the options left to her not a single one can give her a win-win solution.

You ask where flattery will lead us. Nowhere. You ask too if sarcasm means intellect in the offensive. It is not. Sarcasm begins when the intellectual capacity to make sound reasoning runs out.

Have a great weekend, pare. Enjoy the holidays.

as we all know, during the canvassing of votes, there was a heated argument about this isssue between the opposition and the majority. puro Noted lang ang sagot ni gonzales and pangilinan sa mga opposition at that time.

Let me explain, Jr_lad, what’s missing are some certificates of canvass, the COCs, which contain the number of votes IN TOTAL that were allegedly altered. The COCs were done at the municipal level where cheating was reportedly done easily. It is also the COCs that were questioned by the opposition during the senate canvassing to which the pro-administration senators replied ‘noted’.

The recount of ballots does not rely on the COCs or even on the statements of canvass which are done at the precinct level because in an electoral protest even these are presumed to be fraudulent. To make sure the recount is honest it has to start from scratch. The ballot boxes are reopened in the presence of PET representatives and contending parties and the BALLOTS recounted one by one.

What I’m saying is that the COCs may be gone but they are irrelevant in the recount. The answer you seek lies not in the COCs nor in the SOCs but in the ballots themselves.

Hope you agree LadyL.

Nice to hear that Toro. Yun palang exact ballot themselves. This is the best thing to prove na kung totoo ngang nadaya si Loren. Kasi nga yung COC’s very prone sa alteration at praud. Kaya pala magastos ito at talagang matagal ang process, but mas okay ito kaysa mga COC’s or SOC’s ang titingnan lang.

toro,
pardon my mentioning of election returns (i’m not so sure about it the reason i put the question mark). it was probably the COC’s that was reported. that could well explain the reason why they deleted the portion of the president. as you said, the COC’s can be easily altered.

i agree with you, these COC’s and SOC’s will now be irrelevant once they start opening and recounting the ballots. indeed, it will clearly show the true winner once all the ballots are recounted. in fairness to noli, i still think he has the edge even if the ballots are recounted. kaya nga siya kinumbinsing maging partner ni gloria (kahit walang alam) over legarda dahil sa pangunahing dahilan na malakas humatak ng boto si noli. just like adding lito lapid on her ticket (talking of a smart president huh?).

but on the case of gloria, i still believe she will not allow a recount. she will not rock the boat any further. sabi nga they could be opening a pandora’s box.

kavenishi,
kaya nga kinukuwestiyon ng kampo ni loren yung mga COC’s dahil hindi sila naniniwala dito at gusto nilang mabuksan mismo at bilangin ulit yung mga balota. anyway, let’s all wait and see what will be the result of this recount.
if i may add also, sa pagkakaalam ko (correct me if i’m wrong), ang mga bubuksan lang na ballot boxes ay yung subject of the protest only and not all the ballot boxes. ngayon kung sa tingin ni noli dehado siya, puede rin siyang magsampa ng sarili niyang protesta para mabuksan din yung mga ballot boxes na natalo siya para mabilang ulit although hindi ko lang alam kung puede pa dahil alam ko may deadline sa pagsampa ng protesta.

Jr_lad, kahit madalas tayong magkaiba ng opinion but this time i think i will definitely agree with you. Kahit ako naniniwala na kahit ilang beses pang bilangin ang mga balota sa vice-president i think noli will still win over legarda. I believe he won fair and square. But for the president, i also believe that PGMA really cheated FPJ. I can’t imagine how FPJ lost in mindanao.

Welcome to this blog Obet.

arturo, i was hoping you will categorically answer my question on whether you will allow gloria’s government of opacity, untruthfulness, and her own sense of justice to go on, by a simple yes or no. i guess it’s up to the readers themselves to put 2 and 2 together. your views are very important, however they may differ on some of mine. “suntok sa buwan ang ating inaasahan sa matalinong nakaupo sa palasyo.” the supreme sacrifice for her to step down and once and for all give meaning to the word “delicadeza” (mine) and asking a resumption of FPJ’s protest (yours) will continue to remain shelved for all eternity. as i’ve said, the book will never be closed on the “hello, garci” wiretaps (as well as the agri funds misuse, disuse and abuse – pardon the pun) and i’ve already braced myself for that…

much as i respect every bloggers’ opinion (as i’ve mentioned before, all except “you-know-who”) here at pcij, i likewise maintain my objectivity to whatever blog topic is put to us (i’ve stated earlier also that i often read more of pro-gloria views in order to offset my bias and prejudice, “siempre,” only topics i consider relevant at a certain time).

if it is much a consolation to enteng romano’s group, i really admire those people who come forward here and declare their analyses of the situation in a “black and white” manner. we have to take sides really, there is no gray matter here (…only that our views come from our “gray matter” – i.e., our brain). extremes of opinion will certainly give way to a compromise and that’s what we’re after. i also like to state that i don’t cast aspersion to some who are “in the gray.” it’s simply that they are just confused. here’s hoping you come up with your own assessment because i think it’s really high time you’d do that…after all, it’s been months we’ve been tormented by these political bickerings (to our stagnation and to the detriment of our nation – pardon again…).

a reader will notice my sudden change of stance from a mere contributor (of comments and of weblinks – hat tip to men and women of pcij who allow me to do so) to outright confrontational discourse. adding to it is now a real sarcasm rather than my previous manner of subtle derision – “panlilibak” in Filipino. notice also the responses from my posts…i expected that and that’s my main reason…as i can gather from them their insights. i was just fueling up a fire to spark, or better to raze, intellectual discourse from my opponents…i’m glad about it and i was also wrong not to put the succeeding words: sarcasm is intellect in the offensive “from the ones ridiculed.”

and a last note…please read the anonymous-written poem in http://www.philstar.com/philstar/news200510311701.htm . arturo (and all bloggers), enjoy your holidays, too.

No, Baycas, Gloria’s brand of transparency is unacceptable. It is selective and does not reveal all we need to know. It seems her disclosures of policies are on a need-to-know basis. Even if she tried to be transparent in all her dealings starting today all this becomes meaningless if she keeps some dark secrets hidden. Honesty and truthfulness are the essence of transparency. Her actions and policies must be laid open to public view. Anything short of this her credibility suffers.

You ask my views on BW. What the BW is doing in their quest for truth may be laudable. Some have high hopes its objective will be achieved, while others are skeptical. I belong to the latter group. Why? Haven’t all of us already declared Gloria guilty so what’s the point of a People’s Congress, which is not a judicial court, if it will return the same verdict that we’ve already made? Do they need to prove to the people that Gloria is guilty? I believe the people know enough more than they realize. To some, we will be looked at as being too biased and unfair to Gloria. But, is she being fair to us too?

Nice poem by Anonymous.
Ciao.

To ryebosco,

The Citizens’ Congress was organized to try the cases that GMA is trying to avoid. The “LYING, CHEATING, & STEALING and yes, the COVER-UP” of GMA and her cohorts. The cases that Filipino people has the right to know. The People who are against the Citizens’ Congress are VERY AFRAID that the people will know the TRUTH.

As for the Marcos’ wealth, the PCGG is still there to search for them. So why not write a letter to PCGG and tell them what you want. Or maybe because the people in the PCGG is also ‘robbing’ the country.

luzviminda, what truth this citizen’s congress looking for? We already know the truth. more than 80% of the filipinos already find gloria guilty of all the accusations against her. we already believe she cheated on the last election, she is the one on the garci tape, she is guilty of everything that’s why she don’t have any more morals to govern the country. She will be guilty of everything kahit ano pang depensa ang gagawin niya. Maybe the reason behind it, dahil sa mismong congress napatay yung impeachment case kaya dito nalang ipagpapatuloy. Dito sa citizen’s congress they can present everything, all the evidences they have against her. Pero i doubt kung may bago pa tayong malalaman na katotohanan, coz everything is already shown in the media. And again at the end of the day, and arroyo is surely will be guilty of evrything, what is the next move of this citizens congress. We all know they don’t have any power to remove her from office, again convince the people to go to the streets for people power because the verdict is she is guilty of everything according to the process of citizen’s congress.

Kavenishi,
I think you’re missing the point here. As mentioned above, the reason why this Citizen Congress is created is to provide the alternative VENUE in trying and seeking the TRUTH behind Gloria’s wrongdoings for the simple reason that our real Congress refused to do its job. That’s the one basic element that is missing in ferreting out the TRUTH legitimately (unlike in the Erap case where there was an impeachment trial before its collapse). We may know that Gloria is guilty of her “crimes” but we still need to have a PROCESS in justifying this claim and the proper VENUE is not the MEDIA. Not on this BLOG, not on the tabloids or not on every tv stations that are reporting the “sins” of Gloria. Because sad to say, all these information we know against her without due process will just be considered as plain CHIZMIZ. We need a proper VENUE where we can present and examine the body of evidence against Gloria. This Citizen’s Congress may not be the same as the impeachment trial of Erap but could be more of a Truth Commission (promised by Gloria to the bishops before the impeachment complaint was killed). This is the objective, for the TRUTH to come out along with a fact finding process. And by all means, let the media cover it and show to all the Filipinos (just like the impeachment of Erap) what’s the truth behind all of these troubles we have now. If this Citizen’s Congress shows impartiality, it will loose its credibility and the whole process will just fizzle out. But if it succeeds in presenting the facts to the people, then this could be the tipping point that we are all waiting for as what Baycas and Toro said.

The question now, will Gloria allow this Citizen Congress to continue? As we all know, Gonzales is already threatening to arrest some people involve in this exercise.

I would like to share here a beautiful piece written no less than by our national hero as quoted in the Inquirer’s Editorial today intended for filipino journalists.

Jose Rizal, in dedicating “Noli Me Tangere” to his “Motherland,” said:

“Desiring your well-being, which is our own, and searching for the best cure, I will do with you as the ancients of old did with their afflicted: expose them on the steps of the temple so that each one who would come to invoke the Divine, would propose a cure for them.

“And to this end, I will attempt to faithfully reproduce your condition without much ado. I will lift part of the shroud that conceals your illness, sacrificing to the truth everything.”

We would like to think that present-day Filipino journalists are spiritual and moral heirs of Rizal and the Propagandists who exposed what was wrong in Philippine society during their time so that these wrongs could be remedied.
===============

If I may say also, not just Filipino journalists but all Filipinos should be spiritual and moral heirs of Rizal and… we should as well contribute in exposing what is wrong in Phil Society during this time so that these wrongs could be remedied… and this is not Carping my friends.

After I tried to bring back Benigno to reality on 28 October 05 , his quick reply was : “As usual, you miss the point.”
======

My “fresh from vacation” cpr :

The point is missing in the first place, benigno. So, why will I miss the point ?

To refresh your demented mind, on the 28th of October you carped about the use of the term/ name “Citizen’s Congress” by arguing that there’s the presence of legitimate Congress.

My quick reply then was ” so what’s wrong with the name/term “ citizens’ congress”? and even citing that TUCP uses the word Congress in its ownself as part of its corporate identity.

This only manifests that the word “congress” alone is not conclusive nor a copyrighted one, benigno.

An act or action of coming together and meeting is a congress. While a formal meeting of delegates for discussion and usually action on some question is also a congress. Check Webster, kiddo.

Thus, I cannot help but to apply your own words with a corrupted twist of my own authorship:

“Unless of course you failed understand exactly what “ Citizens’ Congress” meant in the text that you have read”.

“ For that matter, let me make a bit of an observation: You seem to be good at quoting term/s but are quite thin on understanding the CONTEXT around of what you have quoted.

A dose of your own medicine, ika nga, benigno 😉

Tsk.tsk.tsk.

Magpaka-totoo ka na kasi, totoy 😉

thanks, arturo. you certainly are living a life that matters (ie, here at pcij).

—–

as i put a grammatically incorrect phrase in my last comment, the word “from” should be “to” as in: notice also the responses “to” my posts (4th paragraph), i am equally apologetic to my other previous (and perhaps, future) “typos” and grammatical errors.

—–

…as regards this kind of forum pcij has hosted: i would like to view this as a “netizen’s congress.” you can say anything you like (subject to bloggers’ rules definitely) for or against the government. rest assured (or should i say, be forewarned) that malacañang is listening through its deaf ears, reading through its blind eyes, and speaking through its mute vocal cords.

several blogs ago, i had the experience of citing gloria’s inaugural oath in all-english format (as it was originally posted in the OPS website) telling us to hold her accountable in a transparent leadership and that she’ll wield her power upholding truth and justice. after my citation, they replaced the post with the taglish version (the way it was delivered by gloria) because no tagalog word for “accountability” was mentioned. nevertheless, i was still able to download the all-english format from another government site – this contained the word “accountable” (i’m sure the one who translated the oath got a slap on the head!). so there you have it, gloria really chooses not to be accountable (as if it’s not obvious!).

one may think this story is trivial…to the contrary, i say…obet and the rest, the bright boys and girls in the fortified palace are aware of your thoughts, aware of your insinuations, aware of your moves…

as long as gloria hasn’t come to her senses we must continue on our “checks and balances” aimed at her. it is because we are aware of her evil thoughts, aware of her unkind insinuations, aware of her wrong moves…

pcij is our medium…a netizen’s congress of some sort…preserve this medium we must.

—–

right, jr_lad, i would like to view this citizen’s congress as a way to tip the balance in our favor. but i sure wish there’ll be fellows from gloria’s side for it to be credible… http://www.philstar.com/philstar/NEWS200511010415.htm .

you know, kavenishi, gloria and the gang is very much relying on Filipinos’ “forgetfulness” through time. this trait, though bad as it seems, makes us also a “forgiving” nation. remember gloria was exonerated only by numbers not by the total appreciation of the evidences put against her. she just put on hold her day in court (for her impeachment is now docketed on a yearly basis). however, we can set an alternative to present and examine the evidences – the whole purpose of this citizen’s congress (the house committee on justice should have been the venue for this.). as you can see, we don’t have the luxury of time. we cannot wait for next year or the year after that (and so on till 2010) to appreciate the evidences.

my opinion is that gloria and her cohorts buried the truth and it will continue to rot deeper underground (my oft repeated emphatic words)…if we might resurrect the truth through this Congress, so be it.

—–

admittedly, i found her guilty of a wrongdoing not to be tolerated for the highest official of the land…but does everyone embrace my belief? comments in our pcij forum certainly answers my query in the negative. so i find it really annoying to read comments (past and present) that energize the already fired up gloria. how i wish they (the pro-glorias) already refrain from doing so. how i also wish i can utter these lines to her face…as one employer tells his/her employee: “gloria, you’re fired.” or, as what ermita does: “gloria, thank you for your services.”

we should not let gloria continue to “right the wrong and wrong the right” with her stolen powers. we should keep on searching for the truth…for the truth will make gloria’s life miserable at first but it will surely set her free from our sarcasms.

Ok jr_lad, if that is the real agenda of the said citizen’s congress i will agree with you. You maybe right that after the process in this cittizen’s congress will be finished we might find the tipping point we’re looking for. Hope that this congress will really serve as a justification on our judgement that gloria is guilty of everything. My only queries now is how they can make this process fair and square if it is only one sided affair (assuming gloria will not send any representative). Well we may said then that’s gloria’s fault, she was given a chance to be represented in this citizen’s congress but she refused. Anyway i just have to wait and see how they will do it, how they can make the process credible and balance even if it is only one sided affair.

Baycas, forget the faulty grammar, what’s important is the essense of your thoughts. Good grammar does not a wise man make.

I’ve just about put behind me all the iniquities, the lapses, the alleged sins that are attributable to Gloria. We know them by heart by now that the question whether she is guilty or not, for me, does not matter any more. Gloria has been judged by many as guilty. It’s not a comforting thought for me since a person is considered innocent until found guilty beyond reasonable doubt. That’s the law. Isn’t that judgment therefore unfair, unjust and impudently presumptuous? Perhaps, but Gloria has not been exactly honest and fair with her detractors. Significantly, these are two moral grounds – honest and fair – that, it would seem, are not important to her unflagging supporters.

I think everybody has said his piece. I’d rather we left it at that because we cannot stagnate and be held back by issues like what to do with Gloria. I’d rather we look beyond her and be concerned on what to do for the country. Surely, the country needs to be helped to solve its problems than resolving the issues besieging Gloria. Gloria is the issue, the country is the problem. The issues can be taken care of by the Ombudsman just as it is taking care of the issues against Erap. I’m counting on Congressmen Escudero and Cayetano to make good their threat to bring the case to the Ombudsman at the proper time. We are not forgetting the iniquities that is Gloria. We have time for everything. For now, there’s been a lot of talk about reforms. This is a good time as any to start the social and political reformation.

Having said that, I want to focus beyond what the BWM would have it. BWM prioritizes Gloria’s resignation, which will never happen. It’s their contention that once Gloria is out the reform agenda will be implemented. That simple. No, I don’t believe the changes will happen that soon. The reform agenda is so encompassing it will take a lifetime before the changes take roots and be felt. As I explained in another blog, it has to demolish first a monolith of vested corrupt public officials and oligarchs deeply entrenched in a society that has condoned profligacy in government for decades.

I choose the winds of change through realistic, practical and doable means that are easily adaptable. The Constitution will be amended. Like it or not, it will. The BWM wants Gloria to resign. Like it or not, she will not. Of the two options, the chances of being heard or listened to are much better through charter change. Several versions on the form of govt., i.e. unicameral parliamentary, and the period of incumbency of Gloria has been mentioned. One allows her to stay on until 2010; another until 2007, and still another until June 2006. Obviouisly, each version has its caveat, but all these are proposals that in the course of discussion may variably change. At this point, it becomes important that a solid group of NGOs and civil societies draw the ideal script of a government and leadership that will be acceptable to all, and put up a formidable appeal to Congress and government so they can participate in drafting the new charter. This means a totally united front. BWM can take it from here and forget about the citizen’s congress.

It cannot be helped that there are some strongly opposed to charter change, let alone if the incumbent congress is given the task to make the change, some even calling the Consultaltive Commission a “rubber stamp”. Well, charter change cannot be that egregious. Nonetheless, their rejection will not prevent charter change from happening. It’s okay if they don’t take part, but those who will can always relish a great feeling that they have done their share in rebuilding this society.

Hi Toro,
I really appreciate your comments most of time since you are one of those who try to be objective in analyzing the issues and not to be carried away by your emotions. I agree with you on revising the constitution, hopefully by credible & competent individuals.

I attended a seminar last week on how to be effective managers & supervisors at the Mandarin Hotel. And the number 1 quality that a leader should posses is TRUSTWORTHINESS. Obviously, Gloria doesnt have that anymore. Thus BWM has a fierce clamor for her to resign first before any brilliant and genuine change in government can be started on, since we can not trust her to lead the change anymore. Not to mention her timing to push for charter change, which was during a testing & beleaguering period in her career, is so questionable.

For this country to move on is not necessarily to focus solely on charter change. How about dealing head on & facing the ghosts of the not so distant past? I agree with you on bringing all of Gloria’s controversies (hello Garci, juetengate, agrifunds, venable & northrail contracts, CPR, EO464) to the proper court. But i also believe that this country can only & truly move on if the public will see proper closure to all of these, and that would mean justice being served to those who will be found guilty. Some bloggers here are demanding closure for cases even before the pre Gloria era (Erap’s corruption, Marcos’ hidden wealth & human rights violations, the Aquino-Galman murder). I remember benignO’s post before that we Filipinos are so fond of “pakitang tao”. We used to say that we Filipinos are forgetful & forgiving, but are we really? This a big manifestation of our being ma-pakitang tao. Thats the reason why this nation is divided and the cycle of bickering is never ending is because we havent really given a closure to all the wicked, detrimental & inauspicious things that happened in the past. The reality is we haven’t really forgiven & forgotten.

I do not expect BWM reforms to be implemented overnight, I dont even expect a better society in my lifetime. Atleast, it brings a little glimmer of hope that some reforms are being thought of and hoping to be started on little by little by certain groups. To be optimistic about it, my nieces, nephews and their children will relish the benefits of a better and stronger nation in the future.

After a long weekend, its back to blogs! I deliberately avoided blogsphere to recharge my spirits and pay my undivided respects for my departed father. Now back to GMA-bashing, hehehe.

I’ve read some responses to my previous post including that one by Kavenishi on my intolerance for cheating, stealing, and lying as “OA”. Jr_Lad has more than aptly provided a fitting response. Suffice it to say that a parent’s inaction on a wrongdoing is tantamount to telling your child it’s okay to sin.

As for Toro, how I wish he would finally join us for the “final gathering” to serve Gloria her warrant after the judgement has neen rendered by the People’s Congress. I can’t understand why he has branded Imee, Jinggoy and Ka Satur as “plunderers”.

The fault of the parents should not be suffered by the children.

One consolation though is that Toro does not condone Gloria’s unconscionable deeds. Unlike the others.

Well, my friend Baycas, nom-de-guerre or nom-de-plume? Both. Btw, your “tipping point” analogy has been adapted by The Tribune’s website, and Toro is right that the real tipping point is the military/police’s finally giving up on their Commander-in-Cheat, err, Chief. That sentiment is shared by the US Embassy, no less. What’s funny is that the military intelligence (oxymoron daw) lately has gone berserk by naming Julius Babao as a terrorist coddler. Pati Media binabanatan na, mukhang malapit na talaga, a.

To indio_lawless: what a way to end your vacation! Getting tangled with BenignO, hahaha!

Lagi mong isapuso: “KUNG HINDI TAYO KIKILOS, SINO? KUNG HINDI NGAYON, KAILAN?

The analogy does not apply, TIA. If your next question is has he been found guilty? You are free to answer that.

As to Imee, sino pa ba ang makikinabang sa mga plundered Marcos billions kung hindi ang maganak na pinagiwanan ng mana? Have you looked into their affluent living style lately, the condos they own fit for the super rich, when they have no visible means of sustaining it? That the BIR has deemed it fair game to slap tax charges against movie star Judy Ann Santos and small time tax cheats, but not the Marcoses. If you will say, but it’s the sin of the father, true, but the children can rectify the sins of the father by returning the stolen wealth and not luxuriate in it.

One of the meanings of plunder is to raid, and raid means to attack or assault just what Ka Satur’s armed group, the NPAs, do when they destroy properties of extort victims who refuse to pay “taxes”. Moreover, there are accusations that Ka Satur has allegedly used his pork barrel to fund his rebel organization. If so, that too is plunder.

Now, do you get my drift?

People who says that we should just go on with our lives and forget politics will know why we cannot just forget the ‘dirty politics’ of GMA. Well said Toro!!!!!

I noticed that some of us here are very myopic and have that typical Filipino amnesia. Some of us lack the foresight to take drastic actions. So instead, we do an half-ass job trying to correct an endemic problem in our society.

Consider our country as a disorderly house without a father or mother figure. In it are unguided children trying to clean things up while a few do nothing but make a mess in every room. Given this situation, do we punish just one or part of these undisciplined kids? Or, do we gather all the trouble makers and put an end to their warped conduct?

If I were in charge of the house, SAMPAL AT PARUSA sa kanilang lahat. Hindi lang isa.

Toro, Baycas’ ‘King’ reference might have a little note of sarcasm. Since he called you Arturo. Suffice to say, if to connect your name with King. You become KING ARTHUR. I think thats what he meant by asking you that ‘King’ name. Am I right Baycas?

hahaha…don’t get me wrong. i’m just playing on a hunch (on arturo’s identity – i believe he was the one who offered “art” in place of “toro” during one of his “pleasantries” with someone in previous blogs). plain curiosity…

arturo, just a wild guess…no malice intended…anyway, your being a realist deserves compliment here at pcij…

Baycas, thats settled then. My mind was playing. Thinking that you must be envious with Toro coz he is my idol and you are not. What a crazy thought for me to say! My fault.

no harm done, curious…as we are hiding from our nom de plume or pseudonym, one can second-guess another in this forum.

it’s not too late to share your thoughts, though. we need them…

after a very long hiatus, congress goes back to work tomorrow. all those talks of FVR comeback, charter change or even Gloria’s “economic headways”. the fact still remains that our country is still way below standard. they say that we have no where else to go but up, really …. who brought us down this low in the first place.

The citizen’s congress should speed up its investigation, you can call it all you want, but it is still a venue for redress. I do not believe that we will achieve closure with this citizen’s congress or even with gloria around. but it should not stop us from striving.

i hope people still remember our “panatang makabayan” and “lupang hinirang”. take it to heart and maybe, just maybe our future lies bright ahead.

mabuhay!

just a prelude to tuesday’s “event” (i put quotation marks as not everyone is anticipating such a bold undertaking)…one can read a transcript of a radio interview with lawyer capulong here:

http://www.abs-cbnnews.com/storypage.aspx?storyid=20996

“Nilinaw ng abogadong si Romeo Capulong sa panayam ng DZMM nitong Huwebes na walang sinuman ang inaakusahan ng itinatag na ‘Citizen’s Congress for Truth and Accountability.’ Aniya, layunin lang nito na maglabas ng mga ebidensiya, magsagawa ng makatotohanang pagdinig tulad sa isang korte na siyang hahatulan ng taumbayan.”

another way of the arroyo government to supress freedom of speech is currently underway.this is their way of testing the waters if they are really capable of supressing all of the filipino peoples rights as a whole.we,the filipino nationalists working here overseas outrightly condemn this actions.one does not need to be a lawyer to understand the situation being imposed on us filipinos in general.we are hopnig that you as respected journalists will continue to stay your mouth open so the truth of our present situation there would always act as informant here in the outside world.long live the filipino journalists!!!

December 3rd, 2005 at 2:04 am

[…] CONVENORS of the Citizens’ Congress for Truth and Accountability (CCTA) have branded a petition recently filed before the Supreme Court by lawmakers who are known allies of Pres.
