A NUMBER of proposed changes in the Constitution, from both the House of Representatives and the Consultative Commission, will weaken safeguards on civil liberties, a human rights expert said.

In a forum sponsored by the Friedrich Ebert Stiftung and Newsbreak, University of the Philippines associate law professor Ibarra Gutierrez III talked about these proposed revisions, which include:

  • the relaxation of safeguards in the declaration of martial law;
  • the establishment of a Bill of Duties;
  • the limitation of the power of judicial review;
  • and the proposal to protect freedom of speech only when it is “responsibly exercised.”

Gutierrez said that such amendments “will be a tremendous, if not a mortal, blow to the legal efforts to oppose the regime.”

I would like to no more in the relaxsation of safeguards on the declaration of martial law.
The Bill of Duties is correct so that people may realize that their Rights are not absolute.Each pinoy has a dity to his country too.
Need more expalnation on the limitation of Judicial review.
To protect freedom of speech when it is responsibly execised is a good thing.It will certainly clear the air of so much “noise pollution”. I think power just like freedom is not absolute. In this country as if the word responsibility does not exsist in the dictionary.
