REP. Edmund Reyes made a manifestation at the start of the House justice committee hearing this afternoon on behalf of the pro-impeachment congressmen who walked out of yesterday’s hearing. The amended impeachment complaint endorsers did not participate in today’s deliberations, declaring they will no longer be party to the “railroading” of the impeachment proceeding against Pres. Gloria Macapagal-Arroyo.

Reyes said it was unfortunate that the issue of truth has been reduced to a numbers game. Revealing that they now have 73 endorsers and/or “commitments to sign,” the Marinduque representative exhorted his colleagues in the committee to sign the amended complaint to allow the truth to come out.

The committee went ahead with “debates” on the second prejudicial question and voted 47-4, with one abstention, to affirm that the Lozano complaint barred the two other complaints, including the amended complaint. This effectively paves the way for the determination of sufficiency in form and substance of the Lozano complaint, which is deemed “weak” and was not even properly verified.

Below is the text of Rep. Reyes’s remarks:

Has the truth been reduced to 79 signatures? Ang katotohanan ba ay katumbas lamang ng pitumpu’t siyam na lagda?

This is the question we endorsers have in our hearts and minds. Kasama po ako sa majority at kapartido ng administrasyon. I did not join as a complainant or even an early endorser to the amended complaint because I was assured that the process at the justice committee will allow the truth to come out.

Totoo ba na nagsinungaling ang ating Presidente? Totoo ba na nandaya ang Presidente? Totoo ba na nagnakaw ang ating Presidente? Mga simpleng tanong na kailangan ng diretsahang sagot.

About three months ago, Sec. (Ignacio) Bunye presented two versions of what is now known as the Gloriagate tapes. This trigerred a series of street protests, withdrawal of support, and the clamor for the President’s resignation or removal from office. Since that time, the President admitted to her “lapse in judgment” and asked that these issues be heard and resolved in Congress.

Congress is the venue of choice of our President. It is unfortunate that in her venue of choice, the truth has a price. And the price of truth in this House is 79 signatures.

The argument raised by the majority is that 79 signatures would resolve the issue. The minority has no right to complain of technicalities raised by the majority without the 79 signatures. No evidence can be presented without 79 signatures.

If this premise of the majority is the true interpretation of our Constitution, and accepts of the duty of Congress on impeachment proceedings, then the case was lost from the beginning.

If Congress requires 79 signatures before evidence is heard, what then is the role of Congress in the determination of form and substance in impeachment proceedings? For with 79 signatures, the complaint will be directly transmitted to the Senate.

All that the pro-impeachment group has been asking is a chance before the justice committee to uncover evidence, to allow our House to make a fair and just resolution of these most pressing issues. But they are denied this simple request on grounds that defy logic and common sense.

Last August 23, four majority congressmen — Ace Barbers, Dodot Jaworski, Gilbert Remulla and myself — noticed that the majority was using sheer numerical superiority to prevent the truth from coming out under the guise of legal technicalities. This was later confirmed by no less than our Speaker Jose de Venecia that the plan of the majority was to kill the impeachment complaint before our President goes abroad in September.

Yesterday, our worst fears started to unfold before the eyes and ears of millions. Before we push our people to the wall and leave them with no alternative, I ask you, members of the justice committee, to consolidate all the complaints. Consider their form and substance in this single proceeding and allow the evidence to be brought out and examined. So that a just and acceptable resolution to this issue can be made.

I ask you to help us bring out the truth because it is the right thing to do. Everyone should be entitled to the truth. The truth should be free. But for those who still insist that the truth in this House carries the price of 79 signatures, let me say this:

The Secretary-General has an official tally of 50 endorsers. I have two envelopes with me this afternoon. The first envelope contains the names of 23 congressmen and women who have committed to endorse the amended complaint as soon as the total of 79 signatures has been obtained or committed.

You know who you are, my dear colleagues. And we will stay to the agreement not to reveal your names unless the 79 is reached. This brings our total to 73 signatures or commitments to sign.

For the truth to come out, the Filipino people needs six more members of this House to endorse this amended complaint. Just six more. Are only 73 members of this House of Representatives on the side of the truth? Is there anyone else? Is there no one else? Wala na bang ibang pipirma para sa katotohanan?

Much was said and seen at the congress and I am hurt to know how my vote was wasted to the people whom I have elected to represent me. Grabe na ang dumi ng politika. Ewan ko kung bakit magtataka pa ang marami sa moral values meron ang mga taong nakaupo. Simpleng katotohanan di mailabas para ma-resolve na ang matagal ng gumugulo sa isipan ng mga tao at nagpapabagal sa economiya ng Pilipinas. Puno’t dulo nito ay sila rin namang mga nakaupo pnagmulan. Kung di ba naman kasi naglabas ng dalawang tape si Bunye, will it stir the people’s curiosity? Inamin na nga ni GMA mismo na sya yung nasa tape at due to lapse of judgement ang pagtawag nya sa isang comelec official…tapos biglang nawawala na si garcillano which is the garci in the tape (sino ang magdedeny ay napakatanga naman talaga). Simpleng mga tanong lang naman ang gustong malaman ng mga tao ngayon: totoo bang me lokohan na nangyari nung nakaraang election? Bakit di maintindihan ng mga Kongresista na hindi uurong at sasayaw ang mga tao sa tugtog na gusto nila hangga’t me mga tanong na ganito na hindi masagot. Once and for all, harapin na naman ninyo ang totoo…maawa na kayo sa mga taong bayang katulad ko na binibilog nyo ang ulo. Matagal ng bilog ito at kasalukuyang inuumpog ang ulo sa dingding dahil binoto ko kayo.

Looks like there is a pattern here regarding filing IMPEACHMent complaint. Why not review all the impeachment complaint filed against Gloria Arroyo since day one. Her political and legal advisers had planned everything like filing a weak impeachment complaint to pre-empt the opposition.

GMA used COMELEC during the election and now she is using the same tactics and approach to CONGRESS.

Well, If there’s no other alternative to find out the truth and justice in this country through the congress, then I would say that we gonna do it in the street, I remember them (GMA’s alipores) saying that we should do it legally by filing the impeachment, and look at what they have done? that was an orchestrated, or scripted complained by lozano! so whatever ways that we could possibly do to oust the “BOGUS” GMA, then lets do it, the evidence is so strong against “Bogus GMA” so thats why they did everything to kill the impeachment process, I agree with you guys that we should have a revolutionary government, rather than leaving our fate with this rotten and most corrupt politician in the World headed by “Bogus GMA”. let the retired and junior officers military do their part if thats the other way to protect the interest of the filipino people and abolish the rotten congress.

My heart sank listening to Rep. Reyes’ remarks at the House of Representatives…Realistically, we cannot blame all our troubles of the country only to GMA and the politicians. ONE WAY OR ANOTHER ALL OF US HAVE A SHARE IN THIS PROBLEM. Therefore, it is high time to take the high moral ground. It is time for the TRUTH. It is time to commit to a better Philippines. I will start by accepting that I, too, have had a fault in making the country what it is today by my negligence. However, change must start from within, BUT I also need to be inspired and be led a PRINCIPLED LEADER who can show me a better tomorrow. Not one who finds nothing wrong in saying, “HELLO, GARCI?”

ok speech ni edmund reyes kahapon sa congress. very emotional. he did it with compassion and conviction. very convincing to the eye of the truthful public. not to the majority (lakas-cmd) tongressmen na mga mukhang panis, mga cancer ng lipunan gaya nila jaraulla, antonino, villafuerte, lagman n may mid-crisis problem sabi ni atty lorna k. kaya sobrang kapit tuko gaya ni arroyo. dati aksyon demokratiko party nito, si m. fuentebella parang bakla sa kadaldalan sobrang nakakasuka. at yung chairman nila si datumanong pwede ba maginhibit kana. sobrang bias ka.

Ang galing ng speech ni Cong Edmund “Achiles” Reyes. It was simple but sincere, truthful, straight to the point & hard hitting. Im still optimistic na marami pa rin dyang katulad ni Cong Reyes na nanindigan at higit sa lahat, hindi bumigay sa partisan politics. We will reach the 79 signatories before monday.

You should have seen the look in the eyes of the zealots, pro-GMA monsters in the House of Representa-thieves while the admirable Rep. Edmund Reyes delivered the very emotional eulogy before the funeral. The hired assassins were there, in rare full attendance, their hands drenched in fresh blood, and just about ready to deliver the final fatal coup de grace.

Kitang-kita sa kanilang anyo ang hapdi ng mga palasong tumatagos sa kanilang laman tuwing pakakawalan ni Cong. Edmund. Pero, di pala lahat. Meron ding manhid na at nakahandang lulunin anuman ang ibinuhos ni Cong. Reyes, dala marahil ng lasong tinungga mula sa kopa ni Satanas. Alumpihit man sa kanilang mga upuan, di na inalintana ang anumang bulong ng konsiyensiya, kunsabagay, malapit nang makamtan ng mga atat ang hunkag nilang tagumpay, ang walang-awang pagpatay sa katotohanan.

Naiisip ko tuloy, ipagmamalaki mo ba sa panahong ito na ang apelyido mo ay Datumanong, o kaya’y Lagman, o Villafuerte, o Nograles, o Pichay, atbp., lalo na kung ito’y Macapagal o Arroyo kaya? Binigyang-kahihiyan kaya ng mga taong ito ang pangalang minana lamang nila sa kanilang magulang…at ipamamana sa kanilang mga anak…at mga apo?

Maybe, their children or grandchildren, when in school, avoid other children so as not to hear those laughing at or cursing them. Likewise, their spouses and other relatives who may have been alienated by the shameful exploits so arrogantly exhibited by their “Daddy” or “Lolo” or “Manong” in Ringmaster JDV’s appalling and gore-filled freakshow.

As was expected from the very start, as soon as the death certificate of the Lozano complaint was signed by Datumanong, the conspirators-in-attendance made congratulatory gestures among themselves as if to say, “mission accomplished, time to collect”.

Well, to you, murderers, don’t you celebrate just yet. You may have won the battle for now, but the war isn’t over. With truth on our side, we will emerge victorious. With God, we will conquer all.

At every ordeal is indeed a problem, mine is really simple. Either we sink or ourselves undergo mental dissection by shrinks, but yes, I smell stench but does it always have to be bad odor from a dead meat? Ulterior motives can certainly be taxing at times; in fact, simple comprehension is a problem in this country, and am I fidgety dead afraid? Are you guys kidding? I’m from Mindanao and I’m scared as hell!

Ulterior motives may it be Edgar Allan Poe’s or of FPJ is a foregone persona, but their beautiful poetry remain to me the best of things yet to grace our overburdening country, hungry really hungry and getting hungrier by the day. Politics as we see them present day remain same as decades back, bunch of cheaters, graft ridden, corrupt and by golly, nobody admits to any thing except may be few adulterous behavior here and there, man or woman, love kids…etc. Well, good for PGMA admitting to a problem and asks for apologies, I wholeheartedly accept! PGMA admits to a problem and indeed, I can say we can now find resolutions to it and come up with perhaps something viable for solution.

For my part, the Peace Process with the underground insurgencies are to me the most important event yet to materialize after decades of serious skirmishing, people die as a result, and because of it they die by the hundreds. Would you like me to email to you guys the stench from dead bodies? I see no ulterior motives than a Marxist agenda wanting to subvert our nation into their brand of mayhem. Make an issue of what may be trivialities like the on-going political circus; withdraw from the talks because of Garcillano?

The Peace Process is the goose that lay the gold eggs, if successful; we can have the gold eggs to pay up our needs and perhaps, our debts. What the Marxist agenda would like by their withdrawal from the talks is I would suspect to be an agenda of a protracted people war; a mayhem that may put our nation into a scenario of conflict -never-ending killings until they succeed with what they may be wanting, otherwise, let them explain why.

Whose ulterior motive is it? Must I say Cong Edmund Reyes imprematur for due process is in error? Every efffort along peaceful resolutions and as far away from mayhem is an acceptable resolution, let justice be heard for evevryone including that of the president, let there be peace for this country by re-examining our priorities! Return to the negotiating table insurgents of the left and stop meddling in the exclusionary affairs of the state, you already have adequate representations in congress!

I must congratulate Cong. Edmund’s mom, Carmencita, for having raised a child the right way, that is, hindi sinungaling and always on the side of TRUTH. Yung ibang BABOY kaya sa kongreso, pano sila pinalaki ng mga magulang nila (hoy Edcel Lagman, Marcelino Libanan, Jose De Lihensya, Simeon Datung Manong, Ben Abante) at yung iba pang kasing-tataba ng baboy). Sana atakehin na kayo sa puso sa kakain nyo ng Pork Barrel

Galing ni Rep. Reyes! His speech was very inspiring and evrything he was true. Dapat talaga matuloy ang impeachment. This is a democratic country ruled by law. We pinoys are entitled to know the truth; and this enables us to obtain justice. This can only be fulfilled through the impeachment process…

must we succumb to resignation that the age-old politics of cheating and corruption is here to stay? and no amount of perseverance and self-sacrifice to change ourselves be worthwhile to the evolution of a genuine democracy?

“simple comprehension is a problem in this country…” yes, very true indeed, because it is really incomprehensible that the highest official in the land is SORRY for something she considers right (conversing with a comelec official during election period) while not admitting an obvious wrongdoing (manipulation of electoral votes). she even had the nerve to attempt a cover-up of that mistake so “below-the-belt” and haphazardly done as to VERY MUCH insult the minds of a thinking public. “simple comprehension” is what’s lacking when one ACCEPTS an apology for something that doesn’t need a “sorry” to it. and granting she admits to the real wrongdoing, “simple comprehension” is a problem when one ACCEPTS a confession without the reconciliatory act of penance.

i wonder if “the” Cromwell6 has taken valuable time to painstakingly listen to the tapes before he proposes that the Peace Process is foremost to our nation’s agenda. are we to allow the highest official in the land, who lacks character and sincerity, to broker LASTING peace to our wayward brethrens? are we to tolerate in a “forgive and forget” manner the highest official in the land who VERY MUCH raped every institution she could get her hands on just to stay in power? are we to permit the LYING highest official in the land to continue on her reign of greed?

certainly NOT! the ROOF CAVED IN on the highest official in the land…it is of her own doing…it is of her own doing…

THE CONGRESSIONAL CANVASS COMMITTEE HAD ESTABLISHED A PRECEDENT IN THE ANNALS OF LEGISLATION WHEN IT CRIMINALLY DECLARED WINNER CANDIDATES THEY KNEW AS CHEATERS AND LOSERS IN THE 2004 PRESIDENTIAL LECTIONS.

THE OPPOSITION AND INDEPENDENT MEMBERS OF CONGRESS HAD PUT UP WEAKLY AND INDECISIVELY. THEY COULD HAVE WALKED OUT OR RESIGNED TO HONOR THEIR SWORN DUTIES TO PEOPLE AND COUNTRY. THEY CHOSE TO ACQUIESCE BECAUSE THEY ARE NO BETTER THAN THE CRIMINAL OTHERS. THE OPPOSITION FAILED TO DO THEIR DUTY AND MISSED A GOLDEN CHANCE FOR GREATNESS AND ADMIRATION OF FUTURE GENERATIONS.
