BELOW is the statement of Vice President Noli de Castro on the House of Representatives’ vote to dismiss the impeachment complaints against President Gloria Macapagal Arroyo: 

Let me reiterate my support for the search for the truth through peaceful, legal and constitutional means. With the present communications technology, the people have actually become witnesses to a constitutional proceeding to determine the truth. As the ultimate repository of the nation’s sovereign will, the people will themselves be the final judges if the cause of truth has been justly served. I call for sobriety and prayerful discernment as the people exercise their democratic rights. I believe that the free and proper exercise of one’s constitutional rights will only serve to strengthen our democracy.

“Iyang impeachment na yan panggulo lang yan eh. HIndi naman ako Pro GMA pero Sino ang ipapalit mo sa kanya?”

This was the question that one of my officemates asked me while I was surfing through the News. Another officemate backed him up:

“Oo nga sino ang ipapalit mo!”

At this point I detoured from the usual answer that I give to people who keep on asking this question. I used to answer:

“Isa- isa muna. Ayusin muna natin ang tanong na, Halal nga ba si Aling Glo? Presidente ba talaga siya? Pagkatapos noon, eh di puwede na tayong magsimula ulit. Let’s vote for the real president. Isang presidenteng inahalal natin ang dapat na mamuno sa atin”.

Today, di ko kaagad nasabi yon. Instantly I answered:

“Alam mo mali yon eh. Maling-mali. Huwag ka talagang magpadala sa mga pro GMA na laging sinasabi: Eh sino ang ipapalit nyo?. Kasi naman, iniisip nila na wala ng ibang magaling kundi si GMA lang.

Pero, ang tanong halal ba siya? Presidente ba siya? Ibinoto ba siya? kaya nga tayo nag tatanong through impeachment dahil gusto nating malaman ang totoo. Through the HELLO GARCI tapes, na inamin ni GMA at (nag sorry pa) na sa kanya ang boses ng nasa tapes, nalaman ko na hindi siya totoong halal. At dahil hindi siya Halal, hindi siya Presidente.

Bakit mo siya papalitan? Presidente ba siya? Ang dapat nating gawin ay bomoto ng ating presidente para mag karoon tayo ng totoong pinuno.”

My other officemate retorted:

“Eh, election na naman. Mas lalo lang tayong ma indebted nyan.”

Kaya sinagot ko rin,

“May Presidente ba tayo? Huwag mo sanang idamay ang ibang Pilipino sa gusto niyo. Kung sa tingin ninyo ay siya ang pinakamagaling, ang tingin naman ng iba ay hindi. Kaya nga may botohan di ba. Kaya nga tayo demokrasya. Ako hindi ako papayag ng ganito na lang. Dahil sa inakala ng iba na si GMA na ang pinakamagaling ay tatahimik na lang ako kahit hindi siya totong pangulo?”

Sa puso ko, na paisip ako: “ganoon, sa dinamidaming pinoy, si GMA lang ang akala mong magaling.

Sumagot ang officemate ko: “Eh di ikaw na lang ang pumalit!”

Sinagot ko rin siya: “ba’t ko siya papalitan? Presidente ba siya?”

Nag react ang nasa aking paligid. Yong iba tumatawa. Ang sabi ng isa sa akin: “Aba puwede ka palang politico.”

Nakitawa na rin ako.

Iyan din ang gusto kong itanong sa mga ayaw kay PGMA. Sabi nila tanggalin muna natin si PGMA bago pagusapan kung sino ang ipapalit.
Para sa akin hindi pwedeng ganyan ang sagot ng mga taga-opposition o ayaw kay PGMA. Sa akin po importante kong malaman kung sino muna ang gusto nilang ipalit ka PGMA. Baka kasi pag natanggal nga si PGMA hindi naman sila magkasundo kung sino ang ipapalit sa kanya, sila-sila ulit magaaway lalo na kapag hindi napgbigyan ang gusto ng bawat isa. Magkakaleche-leche na ang Pilipinas pag nagkaganun. Bakit hindi masagot ng mga namumuno sa pagkilos laban kay PGMA kung sino muna ang ipapalit kung sakali. Bakit iniiwasn nila ang tanong na ito? Natatakot ba silang malaman ng mamamayan na may mga personal na interes pala sila sa posisyon ni PGMA? Akala ko ba para sa katotohanan ang gusto nila, bakit napakasimpleng tanong hindi nila masagot? Ayaw ba nilang sabihin sa atin ang katotohanan kung sino ang gusto nilang pumalit ka PGMA?

alam nyo mga repapips, ang impeachment nasa constitution yan… so alam ng constitution na maaaring mapatalsik ang presidente sa pamamagitan nyan.

e nindi naman MALAKING TANGA ang constitution na pagnaalis ang pangulo wala na lahat… talasan nyo naman ang pagiisip natin.

sa tono ng ganyang pananalita e gusto nyo lang buhayin ang mga nakararaming literate pinoys na AYAW kay Noli. yun lang namn pupuntahan nyan e ang pagboycott kay Noli. at pag napunta na dyan ang usapan tapos na ang sense ng impeachment ni gloria.

kun ang iba hindi marunong magisip ay wag naman nating gawing TANGA ang constitution…. pakiusap.

AND THE AWARD GOES TO

AFTER the rousing speeches, belligerent eulogies, and bold histrionics in Congress and amidst the public rage, the clamor for unity, the call for street protests and the unfolding drama that is Philippine politics, Heckler At Large would like to recognize the men and women who made this circus worth watching.

Some of them may be reviled and some may be venerated. Others may be accused while others may be exonerated. In the end, history will judge them. Today, they deserve acknowledgment. Politics in this country wouldn’t be as exciting as it is today without them.

The awardees:

CRY ME A RIVER Award. Former DSWD Secretary Corazon “Dinky” Soliman shed tears thrice in three crucial occasions. First, when GMA offered the Social Welfare portfolio to Vice President Noli De Castro. Second, after GMA’s “I Am Sorry” speech in Malacañang while singing “If We Hold On Together.” And last week, while recalling an alleged conversation between GMA and Gabby Claudio with regard to the immediate endorsement of the Lozano impeachment complaint. Whether a 4th crying session is in the offing or not, only Ms Soliman knows. One thing is certain though: minus a cabinet post, she still looks fashionable with the highlights in her hair. Jolinaesque indeed!

PARA SA ‘YO KAPATID Award. Today, Cong. Jesus Crispin Remulla voted YES to the House Justice Committee report junking the Lozano impeachment complaint. His brother Gilbert voted NO. Yet another brother, Jonvic is hopeful that the Court of Appeals will lift the TRO on the suspension of Cavite Gov. Ayong Maliksi. Maybe the rumors were true then. That the Remullas entered into a compromise with the government: Jonvic becomes governor, one of his brothers will vote against the impeachment. Consummatum est. Naganap na.

NICE TRY Award. In an attempt to persuade the public that he was serious when he endorsed the Lozano complaint, Alagad Party List Rep. Rodante Marcoleta joined the 51 pro-impeachment solons in junking the House Justice Committee’s final report today. But nobody was convinced. Marcoleta’s effort to push for GMA’s impeachment is as spurious as his mane.

BLUFF Award. In his now famous “Wala na ba?” speech last week, Marinduque Rep. Edmund Reyes announced that the pro-impeachment bloc was just six votes shy of the required 79 votes. That was like, WOW. However, it turned out that Reyes was merely bluffing. Baka nga naman makalusot. When the dust settled, only 51 (including Marcoleta!) supported their cause.

HULING HIRIT Award: Just when everybody thought Tita Cory’s time was over, she reemerged and encouraged the public to take the streets and demand for the president’s resignation. For once, the mother and son tandem of Cory and Noynoy Aquino was fighting side by side with Butz Aquino. As Kris Aquino would say: Why not?!?

SUPER-DUPER-OVER-MEGA LOYALTY Award. Three thousand five hundred dollars (roughly P200 thousand) may be a small amount for Environment Sec. Mike Defensor. But spending such amount to authenticate recordings already deemed authentic when GMA made that “I am sorry” speech was admirable. Here is one loyal ally who will do even the most unpopular and desperate moves to absolve her boss of electoral fraud.

THANKS, BUT NO THANKS Award. It all started with Atty. Oliver Lozano’s overzealous attempt at ousting the President. Everything ended with the junking of his weak complaint. Whether he was used as an unwitting pawn to jeopardize the impeachment process or not, we wouldn’t really know. Let this be a lesson for future lawmakers. As Fox Mulder’s computer password cautions: TRUST NO ONE.

JUETENG NG INA N’YO Award. After the failed impeachment bid, quo vadis Archbishop Oscar Cruz? Despite several efforts to undermine his witnesses and exposés, I still believe that the good Archbishop deserves credit for single-handedly fighting the illegal numbers game. I predict that Cruz will be a frontrunner for the Philippine Daily Inquirer’s Filipino of the Year Award for 2005. Watch out for that special issue in January 2006.

MISSING YOU Award. The Academy is sad that the recipient of this award is not here to receive the recognition due him. Is Virgilio Garcillano still alive? Where could he be? Did he go under the knife to alter his physical appearance? Does he have a blog? How is his wife coping with the cool weather of Cagayan De Oro? Is he gay? Will the UP Fighting Maroons make the Final 4 of UAAP Season 68? What is love?

Winners in Technical Categories:

MAG-DIET KA MUNA Award. Tagig-Pateros Rep. Alan Peter Cayetano is one of the most outspoken solons who supported the impeachment case. However, dietitians say he should be cautious of his daily regimen. “Sasabog na ang pisngi niya sa sobrang katabaan.”

NOT ENOUGH VITAMINS, NOT ENOUGH LIFE Award. He was conspicuously absent at the House of Representatives when the walkout happened last week. Sorsogon Rep. Chiz Escudero explained that he was ailing at that time. He was down with flu. In fact, he has become sickly these days. Maybe too much nicotine has taken its toll on you Chiz. [When I was still the executive producer of Chiz’ radio program, I swear he could consume 6 to 8 sticks of Winston Lights in two hours.]

LAPSES IN GRAMMAR Award. Cotabato Rep. Darlene Antonino-Custodio is cute. She actually looks like a starlet. But when she opens her mouth, oh my! The harder she tries to impress people, the more she becomes prone to committing grammatical gaffes. And how!

COMEDY KING Award. Hats off to Compostela Valley Rep. Manuel “Way Kurat” Zamora for providing the jest to an otherwise tedious House deliberations. From the calamansi seedlings to the Susan Roces-spoof, Way Kurat… you’re the man!

although expected na ang outcome ng impeachment vote, nakakadismaya pa rin panoorin at pakinggan ang mga congressmen na bumoto ng “yes”….. traditional politicians at their finest!!! para silang mga abogado ni gma…. ginagawa nila tayong tanga!

on the other hand, kudos to chiz escudero and company…. sana ituloy ninyo pa rin ang laban…. kayo pa rin ang panalo sa mas nakararami…

Haunted by Marcos’ ghost

Marcos, as many Filipinos may still recall, employed every means possible to fabricate a semblance of public acceptance of his regime which he claimed, until his expulsion, to be constitutional and democratic. As an astute politician, Marcos was quite aware that governments, regardless of forms, must exert every effort to gain popular consent; and if only to secure a modicum of public acquiescence, he did not hesitate to corrupt everyone and the established order.

The people’s consent is therefore of the essence in any government that purports to be a democracy. For, at least theoretically, there can be no democracy that is not firmly based on the will of the governed. The powers that be are thus highly sensitive to the fundamental requirement of popular consent, whether the government being run is in fact democratic, oligarchic or despotic.

With about 80 percent of the Filipinos today wishing President Arroyo to leave office, how could she possibly secure the consent and support of the people without being repressive and manipulative in the way leaders of tyrannical disposition are prone to?

What is more, the technological wonders of speed and connectivity are now allowing citizens (the better-informed and well-meaning ones, in particular), in concert with people of like persuasions, to affect state decisions. And these are occurring in ways that are proving to be discomforting to the abilities of power holders to control public opinion through the traditional media outlets.

For instance, Malacañang has had to let loose two officials of cabinet rank (Ricardo Saludo and Rigoberto Tiglao) to post rejoinders in Newsstand as certain topics in the blog and comments thereon turned to be quite too disturbing to ignore. What could reasonably be suspected as a Palace-inspired blog, Rational Sphere, has actually been created for the coziness of the presidential bloggers barraged as they have been in not-so-neutral exchange zones. Yet, Newsstand owner John Nery was still gracious to quip: this can be the beginning of a truly meaningful deliberative democracy.

But, whether deliberative democracy can be justified, if the public is yet incapable of making appropriate political decisions in the pursuit of the common good, is still problematic. The answer of course is education, i.e., to increase the salience of politics in people’s lives. This means more, not less, politics and, hence, greater involvement by the people in the political processes. Simply voting for representatives (ah, yes, those people’s representatives some of whom burnt their midnight candles and themselves during the impeachment vote) is therefore not enough for purposes of true empowerment. But appreciating the real issues is participation in the political sense.

For now, there would be no good, long drink for mlq3 (if he is not a teetotaler). But if for the foregoing reasons alone, the quixotic campaigns of the grandson of the illustrious MLQ as well as the valiant efforts of the investigative reporters of PCIJ during the failed impeachment against President Arroyo are priceless in this educative process. Their salutary contributions are unmistakable in the face of the mainstream Philippine media’s phlegmatic performance of its duty to inform the people and of its supposed role as a public trust.

Thus, from the “circus atmosphere,” one expects more unintended consequences such as in the form of continuing “living room” and “street” political tutoring of the populace could be headed for some concrete fulfillment. For one thing, enough lessons from the past (from the unfulfilled expectations of People Power I and People Power II) might have been learned by now. And, and . . . lo, is there ample awareness this time of how to go about delivering the people’s true interests from the usual elitist rationale for economic growth (for the elites’ shake) without economic democracy?

Indeed, democracy also means the right to earn a decent living in the very place one calls home. Unfortunately, unlike Marcos who openly brandished dictatorial powers to have his untrammeled ways, Arroyo is practically a lame duck president hostage today to keep political IOUs as one of the bitter pills produced by the impeachment saga. So, even if willing to make amends for her “lapses,” Arroyo, as a matter of political convenience, will have no choice but to relegate once again this long-standing people’s aspiration to the trenches of oblivion. This translates into less food on the table of nearly half of the country’s population as long as Arroyo is president.

Now, will people power sustain its potency and go beyond the political theatrics that the first two upheavals have unfortunately become? Or, in the days ahead, should Filipinos in fact expect to see an Iron Lady cast in the lengthened ghost of Marcos ready and willing to wage a war of attrition, at all costs, against the Great beast?

malinaw statement ni noli de castro the people will judge the impeachment proceedings through constittional means. sino ba magbebenefit pag naimpeach si arroyo d ba sya ang successor? kaya yung mga nagtatanong kung sino papalit malinaw din na si noli de castro. payag ba tao? impeachment yan walang magagawa tao kundi sumunod. kung gusto nila ma unseat si noli mahirap magimpeach uli. ngayon nga malabo na dahil dead na impeachment. people power na lang remedy to oust gloria. or sa supreme court pero knowing davide hmm… pwede rin syang magresign kung papayag sya tapos pamunuaan nya ang pagbabago. sya ang mamumuno ng pagbuo ng council na at magtatalaga ng mga personalidad na walang duda sa kredibelidad na makaksama sa pagtatag ng bagong pamahalaan. or after 6 months kung stable na pwede mag snap election. mahalaga talaga na choice ng tao ang mamumuno. yung fair and square. walang dayaan. magagawa yun kung lilinisin muna comelec at wala ng namfrel. ok ba suggestion ko? sensya na panaginip ko lang ito. sana magkatotoo. ang pinakaimportante sana ma unseat si gloria pero dead na nga impeachment. ano ang susunod na gagawin ng oposisyon at ng mga majority ng mga tao na umaasa, ang mga prosecutors. may pagasa pa kaya marinig ang mga ebidensya? unfair di ba? grrr… OUTS GLORIA!!!!

Or is this just another instance of our looking for scapegoats and strawmen to mask the very fundamental truth that we AS A PEOPLE have dismally failed to build a prosperous society and a functioning democracy?

Here’s some perspective on this:

That little after-the-fact legalisation of the 2003 power grab that we thought had been neatly swept under the rug (a la tapal Vulcaseal) is something worth bringing up now as the nation lurches towards another dose of its favourite laxative — Fiesta Revolution! We need to remind ourselves yet again that we in fact not only deserve each other, we deserve the Philippine Government.”

The fundamental law provides for a process yet it was bastardized if not prostituted.

Kabayan Noli, di ka ba nai-iinsulto sa paratang na di mo kayang magpatakbo ng bansa sakaling ika’y pumalit kay gloria naa-ayon sa ating saligang batas?

If not , Magandang Umaga Bayan !

noli obviously is playing safe, to the people and most especially to her boss. but when GMA will leave for the US of A, will she temporarily relinquish command to him? truth of the matter is, as what ms. sheila s. coronel considered GMA, gloria is an INSECURE president from the start (when she assumed power in 2001). i believe she is more insecure now and probably forever she will be.

i very much doubt gloria will let a constitutional successor handle the reins of her power, i.e., power which she has stolen. “baka wala na siyang balikan eh…hahaha.”

her insecurity, btw, is the reason why she’s always two steps ahead in the battles for TRUTH. as i’ve posted in a previous blog, FORESIGHT is the name of the game.

back to basics, the occupant of the office of the president is elected by the majority. put a BIG question on the mandate of the occupant, in this case GMA, then you’ll have a BIG problem. is she the rightful occupant or not?

THAT should be the first issue to be tackled and not “who shall be her replacement?” our present situation is not a “chicken-and-the-egg phenomenon,” resolution to the problem has concrete steps…FIRST: is GMA the rightful occupant or not? all else will follow in place.

what is there to search for?

to borrow a famous tv catch phrase: THE TRUTH IS OUT THERE.

president arroyo cheated her way to the presidency. whether she would have still won sans the cheating, we wouldn’t know.

the garci tape and her admission of her wrongdoing are the most damning evidence of electoral fraud.

iangat natin sa susunod na lebel ang ating adhikain. anong alternatibo ang ihahain natin kapag nawala sa puwesto ang pangulo.

martsa para hanapin ang katotohanan? para que? para matakot ang mga investors? nakabuyangyang na ang katotohanan! anong hahanapin pa.

ang dapat sumunod na hakbang: panagutin si pangulong arroyo sa kanyang ginawa.

paano? ‘yan ang dapat sagutin ng mga lider ng umbrella group na nag-aanyayang lumabas ang mga tao sa kalsada.

So, kung si Noli ay di karapat dapat na pumalit kay Arroyo kahit pa siya ang constitutional successor, pagpapatunay ito kung anong klaseng lider si Arroyo. Kumuhsa ng katandem na maging siya ay di saludo. Anong klaseng pag iisip iyan? Ano ang tawag diyan? At ano rin ang tawag sa mga nagsasabing di karapat dapat si Noli gayong siya ang Vice? At ano rin ang tawag kay Noli kung di siya nasasaktan na di siya pinaniniwalaan ng mga kapanalig ng kaniyang pangulo?

Allow me to say something on the UN Security Council.

The Council is the key organ in the maintenance of international peace and security which is composed of FIVE (5) PERMANENT members: China, France, Russia, the UK and the US of A; and TEN (10) ELECTIVE MEMBERS, elected for two-year terms by the GA, 5 from African and Asian States ( RP belongs here), 2 from Latin American States, 2 from Western European and other states, 1 from Eastern European states.

Under the Yalta formula, each member of the SC shall have one vote, but in the resolution of substantive issues, the distinction is made between the members who are permanent and those who are not.

PROCEDURAL MATTERS are to be decided by the affirmative vote of any 9 or more members. NON-PROCEDURAL matters are decided by the concurrence of at least 9 members, including all the permanent members. THE DETERMINATION OF WHETHER A MATTER IS PROCEDURAL OR SUBSTANTIVE IS NON-PROCEDURAL

This voting formula allows for the so-called “ double veto” by a permanent member of the Council. However, the abstention or absence of any permanent member is not considered a “veto”. ( See Nachura,2002 for further appreciation )

After a careful reading of this process, any discerning mind knows what to picture out of gloria.

Thus, if for instance, I will downplay gloria’s role in your so-called “unprecedented opportunity” in the light of what I wrote above,
Am I unpatriotic?

If so, I thought “patriotism” is defined by Webster as love for or devotion to one’s country?

There is no problem with having gloria impeached…If she indeed screw up the elections….thing is, Ka Noli is the person next in line and there is a possiblity that iboboycot ng masa si noli…that is where the problem arises….It would be extrajudicial to boycott the VP to replace the Pres…And things is if we do the elections again are you sure that te persons who will vie for the position wont cheat..Issue is that everyone just wants to sit on the throne….And that sucks!

I was hoping that through impeachment there is a possibility that Noli’s name will be cleared of the supposed cheating, that way, his mandate wouldn’t be put into question. Kaya lang yun na nga, alam na nating lahat kung ano ang impeachment.

I think there’s no problem naman with Noli in the Malacañang…thing is..may mga kabayan tayo na ayaw rin syang ilagay dun..and what they want is to put their own bet on the position…I guess that’s what’s making it complicated..Its just thinking that we want to oust oompaloompa but we want to put in a person in an unconstitutional way…

That’s the hitch….I’m sure na hindi nila papayagan si noli dahil aside from the fact na vice sya ni arroyo, i think their pushing someone else to be in the postion..wala akong pinapanigan….we just have to do it by law…our country is going thru a crisis right now and i bet the situation will not change unless the people who govern this country will stop their bullshitting!

Thing is with us Filipinos…masyado tayong mapag mataas…alam naman ng lahat na hindi pa kayang mag patakbo ng sariling bayan…we pretend to be something that we are not…Independence is needed by a nation…but we have to be ready to have that..its not that if we want it we just get it…kung titingnan natin ang mga nations ngayon na very successful ang independence nila ay hindi binili or binigay..they really fouhgt for it…
