ARMED Forces Chief of Staff Generoso Senga has ordered the relief of two officers for defying a Malacañang directive allowing military officers to testify before congressional inquiries only upon approval of President Gloria Macapagal-Arroyo.

Brig. Gen. Francisco Gudani and Lt. Col. Alex Balutan, both with the Philippine Marines, also face court martial proceedings for appearing before the Senate Committee on National Defense and Security.

Committee chair Sen. Rodolfo Biazon held the hearings in response to reports of restiveness in the military establishment especially among junior officers over allegation that President Arroyo cheated in the 2004 elections.

In his testimony, Gudani, who is assistant superintendent of the Philippine Military Academy, said “there is a group of cadets, I don’t know how many, who believe that the President is guilty.”

Senga was also invited to appear at the hearing but begged off. In a letter to Biazon dated Sept. 27, Senga said he could not make it “due to a pressing operational situation that demands my utmost attention.”

This morning, Senga sent Biazon another letter saying the presence of Gudani and Balutan at the hearing was unauthorized.

Senga’s letter reads: “…no approval has been granted by the President to any AFP officer to appear before the public hearing of the Senate Committee on National Defense.”

A statement issued by Senga’s office said that Gudani and Balutan knew of the Palace instructions, “and yet they disobeyed a legal order, in violation of AW 65 (Willfully Disobeying Superior Officer), hence they will be subjected to General Court Martial Proceedings and will suffer the consequences of their actions.”

“Executive Order 464 was issued to ensure the observance of the principles of separation of powers, adherence to the rule of executive privilege and respect for the rights of public officials appearing in legislative inquiries.”

Now they want both officers to face court martial for TELLING THE TRUTH!!

AFP what now? Filipinos what now? should we let GMA abuse us more!!

Gudani for one is a Christian and I believe that the Lord is using him to expose someone who can be more treacherous than the devil himself. Grabe!!! It’s only proper that these 2 employees do the bad-mouthing after they resign. If you don’t like your military lives and envy the private citizens for being able to join the fiestas, then quit. Shame on Gudani and Balutan.

That argument of yours applies to an absolute monarchy with your beloved Gloria as queen, not in a supposed democracy where the sovereign are deemed as the real boss.

Shame on you for equating what the brave soldiers, Gudani and Balutan, did this morning as mere noise, part of the fiesta pejorative which you equate (like a broken record) with mass dissent not to your liking.

If you and your ilk had any sense of decency left, you would have long prodded your beloved principal to quit, for after all, she was never wanted by the people to sit at her perch in the first place, apart from being a lemon of unparalled proportions.

Shame on you!

“Let’s say you are running your own company, and you have 2 employees bad-mouthing you, do you glorify their actions?”

Ben, the analogy is faulty because GMA does not own the country. Let’s put it this way: You are in-charge of running a company…

If you did something wrong, e.g., embezzlement or misuse of funds, you cannot blame those people who knew of your actions in telling the truth.

“It’s only proper that these 2 employees do the bad-mouthing after they resign. If you don’t like your military lives and envy the private citizens for being able to join the fiestas, then quit. Shame on Gudani and Balutan.”

I don’t see the logic of the need to resign before you can tell the truth. You are working for that company, and you care for that company, proof of which is the willingness to expose the anomaly which may put the company in a bad position. Resigning from the company is not reflective of your love for that company. It takes courage and integrity to tell the truth when more pragmatic and scheming personnel can instead blackmail the wrongdoer and personally benefit from the whole thing. Gudani and Balutan so much love their profession that they are taking risks just to be true to their code of honor. We should be proud of officers like Gudani and Balutan.

I challenge the idealistic junior officers to stage a civil disobedience

Where is honor among our military men these days?

Will the AFP top brass protect the sovereign Filipino people or the Despots in Malacanang?

The AFP as an institution will go down as one of the most corrupt

The AFP top brass headed by corrupt officers when they retire will lobby for their corrupt proteges so Corruption will perpetuate

GMA law is now in effect in the Philippines. People in goverment have been ordered not to go against the whims of GMA. GMA is trying to hide at all cost the anomalies that she have done. If she really didn’t manipulate the election as she and her minions claims, let the investigation continue and answer the allegations point by point.

Terrorists kidnapped GMA and demand ransom money. “Pay us P500million or we will set her on fire,” demanded the ransom note. The bancrupt government asked people for donations. so far, the donations totaled 2,000 liters of gasoline.
P.S. A group of businessmen offered to donate another 2,000 liters if FVR and JDV were included.

There’s The Rub : Silence

Editor’s Note: Published on Page A14 of the September 29, 2005 issue of the Philippine Daily Inquirer

DEAR CITIZENS:

I don’t know if it’s just me, but don’t you find anything odd about the decision of Malacañang to protest the grilling of National Security Adviser Noberto Gonzales by the Senate?

If you recall, Gonzales was caught with his pants down-my apologies for spoiling your breakfast with that figure of speech-selling the country to, well, if not the enemy, to an American lobby group named Venable. Venable was supposed to lobby the US Congress to fund Gloria Macapagal-Arroyo’s plan to change the Charter. Last we looked, of course, the Charter was still an exclusively Filipino matter and the United States was not part of the Philippines. Apparently, the national security chief thought we had annexed that country while the world slept.

At the Senate hearing, the senators heard nothing. That was because the national security chief said nothing, figuring his own security, and that of his boss, was in dire peril. Either that or he was scared that the senators might find out he was no more the guardian of this country’s security than his namesake Raul Gonzalez was the guardian of this country’s justice, than the bishops were the guardian of this country’s morality. Or he might have remembered Mark Twain’s famous aphorism that it is better to keep your mouth shut and look like a fool than to open it and confirm the fact.

Gonzales has committed a monumental — well, the official term is — “lapse in judgment,” by asking the US Congress to help us write our fundamental law; Gonzales has lapsed into a profound silence concerning a matter that threatens the security of our nation; Gonzales has delivered a master stroke by suffering a minor stroke. And whom does Malacañang want to punish for this?

The senators.

Astounding as that is, there is something even more astounding. That is not the fact that many commentators on TV and radio and the newspapers are enthused by the sagacity of this thought, agreeing wholeheartedly that Malacañang’s move champions the separation of the branches of government. It is not the fact that many lawyers in this country are full of praise for the wisdom of this thought, arguing earnestly that Malacañang’s move champions the rule of law. It is not the fact that many bishops and businessmen are full of whatever and find absolute merit in this thought, thundering that at last we are glimpsing the light of reason amid the chaos.

What is most astounding is that you, the citizens, find this the most natural thing in the world. I take this by your silence. As profound as Gonzales being struck dumb by the march of truth, or the seriousness of Joker Arroyo — whichever he found more terrifying. I take this by your inaction. As staggering as the bovine indifference of animals being led to the slaughter or the unfathomable stillness of the cosmos — whichever is the more mind-boggling.

Gonzales’ lapse in judgment is but the latest in a series of lapses in judgment that is causing this country to lapse into a coma. Individually, these lapses in judgment do not just gnaw at the foundations of democracy, they strike down the foundations of decency. Yet, you stand by and do nothing. Ms Arroyo lies about not running again, and you do nothing. Ms Arroyo cheats you of your vote, and you do nothing. Ms Arroyo steals your right to gather to protest, and you do nothing.

I don’t know which scares the hell out of me more, the period before martial law or today. At least before martial law, one worried only about what Marcos would do. One worried what new and devious plot he was hatching in his tortuous brain. One worried what whole new dimensions of oppression he was bent on springing on an unsuspecting public. Today, one worries not just about what Ms Arroyo would do, what new threshold of good manners and right conduct she will overstep. Today, one worries as well about what you, the citizens, will not do. One worries about what new slap in the face you will be willing to take, what new imposition you will be willing to suffer.

People have been warning loudly that if Ms Arroyo makes the mistake of declaring martial law, she will have doomed herself, this country will not take it sitting down. I am not so sure about that.

At the very least, that is so because you learn to live with new levels of intolerance each day, saying what else is new, that is to be expected from Ms Arroyo, and you will get the worst and not find anything new in it. People do get inured to flogging, the hides on their backs thicken, and they do not feel anything anymore when the whip bites into their flesh. That is how tyranny flourishes. All it takes is to reconcile yourself with the first lie or act of injustice. The rest follows easily.

At the very most that is so because I don’t know that you will recognize martial law when it stares you in the face. If even your bishops have lost the faculty to see the truth about Ms Arroyo’s illegitimacy, notwithstanding the “Hello Garci” tape, notwithstanding her apology, and notwithstanding God’s writing on the wall (“Signs of the Times,” I recall, was the title of their pamphlet during Marcos’ time, resonating with prophetic vision), then I wonder if you haven’t too. As it is, martial law has already crept up on us. In lieu of a muzzled press, a bought one; in lieu of civil liberties, banned rallies; in lieu of spreading fear, eroding values; in lieu of justice, the law of the Firm; in lieu of “vox populi, vox Dei,” “vox Aroyo, vox Garci.” And you do see nothing.

There is only one thing worse than being silenced, and that is being mute. There is only one thing worse than being blinded, and that is being blind. There is only one thing worse than chafing at your chains, and that is loving them.

There is only one thing worse than Ms Arroyo ruling by fiat. That is a people not caring that she does.

Its really sad that the people running this country choose to silence all those people who just want to give their insights into whats wrong with our system right now.. in order for the country not to be shortchanged by greedy businessmen and dirty politicians.. Instead of seeking the truth as to whats wrong with the country the system. They choose to hide the truth not to mention garcillano.. now they’re hiding gonzalez as well.. Why??? becoz they figure that if they sit on the problem long enuf us fickle filipinos might forget about it.. That’s why the preseident is busy making the rounds “nakikisali sa mga ambon na good news” like the paquiao win and more recently the miss international win. :”kahit na la naman siyang kinalaman sa pagka panalo ng mga ito in the first place”. Dont think the president cant boast about any accomplishents she has done na kasi since she assumed office other that to hitch in other peoples successess which is really sad.. coz the country really needs a leader right now.. not an individual who divides the people…

Being the soldier’s commander in chief, the president can really command them what to or what not to do.

Ganun ang legacy ni gloria… lahat pinagdidivide nya… lahat ng institutions natin… but i agree that in some instances the system is really flawed.. like the appointment of non career officials to cabinet posts… not only is it demoralizing to the rank and file.. its counter productive.. coz those who are appointed are beholden to the president.. ask those generals she appointed.. dapat tlga 1st preference should be mga nangaling sa departamentong un para me continuity di po ba?? Same thing din with the afp.. by merit dapat di yung ka close lang ni pangulo… and yung mga di nya ka kosa pinaparesign nalang o kinukulong.. its the essense of democracy… samone once said.. i may not like what your saying.. but ill defend tot he death your right to say it…

apparently ganun.. pag sa utusan.. it emanates from the commander in chief.. pag nagkabukingan na.. sila sila nalang… if we follow that logic then dapat the president should be answerable din sa congress for the oakwood mutiny?? those are her men…

oo tama ka penpen dapat ang commander in chief must share the blame involving her subordinates pero yung nangyari sa oakwood, the soldiers broke the chain of command so in fairness the chief must not share the responsibilities of their actions. pero ang presidente naman ang dahilan kung bakit sila nag alsa. dapat ma realize din ng presidente kung ano ang mali nya.

yup but if we have a president or commander in chief for that matter who fails to micro manage the afp and see to it na di lahat ng pondo nito napupunta to a chap named garcia dont think we would have an oakwood in the first place..Me thinks she should watch probe, eyewitness, among other documentaries so she can have a feel as to the true state of our nation.. di yung pumupunta lang sya sa mga places na welcome sya.. seeing people na kaalyado nya.. whats the sense in doing that?? puntahan nya yung mga kaaway nya.. dun sa places na kailangan sya dun sya magpaliwanag.. that would make much more sense.. para di syang yung mga taxpayers money natin..

for everybody, maybe we should wear black armbands to signify our opposition to gma’s unlawful occupancy of the palace. this is more logistically viable than a rally although we can do that too. but this may at least give us a sense of community if we see each other in the streets/buildings/offices and a way of knowing that there are a lot of us out there who do not accept the lies and bullying of malacanang. kung alam ko lang kung saan puedeng magpagawa ng “livestrong”-type na bands, magpapagawa ako ng maraming kulay itim at bibigyan ko kayong lahat.

by the way, galing ng paliwanag mo huseng bulag. mismo! you showed the arguments of that dude to be flawed and that his logic is faulty.

The “boss” was given already the pink slip ( vote of no confidence) by the real owner of the company of the Philippines- the Filipino people and she’s still holding on thanks mainly to the other crooked employees who are benefitting massively from the fake Boss.

Tying a black ribbon on doors, tree branches, car antennas and etc is a good idea. At least, ‘yong hindi makasama sa mga rallies ay may alternative to show that they don’t support the Arroyo administration. We can also wear a black t-shirt on or anything as long as it’s black on certain day of the week katulad no’ng panahon ni Marcos.

Only in the Philippines !!

AND THE FUNNY THING IS THAT WE LET IT HAPPEN RIGHT UNDER OUR NOSES!!

But it is not to late, lets make a move now!! I agree with the idea of wearing black armbands !! We may not be joining rallies but it will have a big impact!!

The move to ouster the Commander-in-Cheat is gaining support in the AFP, the obvious reason why GHQ men are exerting extra effort to explain Sister Senga’s decision to all levels of the organization. The meeting in Club Filipino yesterday of retired and active generals says it all.

The AFP’s moves on Gudani and Balutan was the trigger and for the first time, the retired generals’ meeting shunned media. These guys were surely not there to discuss an upcoming golf tournament. Though the “regulars” were present, I was surprised to know the likes of ex-RAM, ex-SFP, ex-KSP military brass were in attendance, too. These guys are genuine – guts, balls and all, very much unlike the “annointed ones” who now command the two camps in EDSA who are actually closet queens wearing Desert Storm Camouflage uniforms over their pink lingerie.

[…] Gudani, the Marine commander in charge of the Lanao provinces in the said elections, was among eight military officials mentioned in the taped conversations. Relieved of his post as assistant superintendent of the Philippine Military Academy for appearing in the Senate without the prior approval of Arroyo, the embattled general testified, among others, that provincial election supervisor Rey Sumalipao revised plans and policies and replaced board of election inspectors weeks before the elections upon orders ofCommission on Elections commissioner Virgilio Garcillano that resulted in much confusion.   […]

Reading from this article i have learned that supalpal na naman si manang glue. her minions are expecting to find slush parties kina Gudani and of course i believe they are hoping him to be another general garcia living on people’s money. but what they find is garage for bible study instead. As quoted he said:

“Where is the sacrifice in that? Will it have any meaning if I do it on Tuesday? Will I lose anything?” Gudani said in the course of narrating the epiphany leading to his Sept. 28 bombshell in support of lingering allegations that fraud had marked President Macapagal-Arroyo’s election victory in 2004.

Of course he now faces the termination of his 2 million retirement benefits but still he chose to tell the truth.

The story in inq7 (http://news.inq7.net/nation/index.php?index=1&story_id=52004) says:

He Strongly denying any links to any political group, Gudani declared: “My only motivation for doing this is I want to glorify God.

“And I want to instill love of God and country in our people. I want to show the nation that there are still officers in the Armed Forces who fear God, and that we are willing to sacrifice our careers for God and country.

“Anything that challenges me now is also challenging God.”

It’s a declaration that Gudani’s confidant, Pastor Johnny Pabia, can confirm.

Pabia said Gudani was ready to come forward as early as three months ago, soon after the “Hello Garci” tape that mentioned his name surfaced.

According to Pabia, Gudani made the crucial decision following an emotional four-hour consultation and “pray-over” with him and another pastor at a coffee shop in Alabang in late June.

“He was vacillating whether to speak the truth or keep silent because of practical reasons,” the pastor told the Inquirer also on Friday. “But he later resolved that he would first seek the Lord, and He would take care of all else that he loved most, including his family.”

Gudani sought the Alabang meeting after more than a week of intense personal struggle over what he should do amid the brewing scandal, Pabia said.

In the tape that supposedly preserved Ms Arroyo’s tapped conversations with Election Commissioner Virgilio Garcillano, Gudani was mentioned as someone who was balking at condoning moves to steal the 2004 election.

As soon as the tape was made public, Gudani received information that he would be summoned to testify at an upcoming congressional inquiry, Pabia said, adding that this was when the general’s anxiety escalated.

Pabia, who met Gudani during a round of golf in Baguio last April, said the general was primarily concerned about the security of his wife and two children. Then there was the possibility of losing his retirement benefits.

During the meeting, Pabia said he and another pastor told Gudani to “speak the truth, but you have to face the consequences.”

“In the first two hours, he was hesitant [and] confused,” Pabia said. “But he soon resolved it himself.”

Pabia recalled the general speaking of how he valued righteousness among leaders in society.

“Happiness and well-being spring from righteous rule,” Pabia said. “When the leaders are righteous, people are happy and contented. He was a strong believer of this.”
